The proposed system is a wide dm--air-mfi~.~ld which has an effective depth of one foot. This corresponds bo a standard br-ench length (:)¢ 1].S ifiultiplied times a reduction factor of .875, resulting in a 99 foot long trench, 5 feet wide, and J. ¢oot deep. I am proposing to use a 5 foot wide trench which is 100 'Feet long, and 2.5 feet deep. As can be seen in the design drawings, the botbom of Lhe br-ench will be a[ a relative elevab:Lon of 92~'75 fee~:, 6.09 feet above the:, bottom of test hole. 3. I'OPOGRAP~IY: Approximabaly 20 feet to the west of the proposed trench is a oubbank which drops down to Clark Enclosed is a photograph which show the outbank. Due to the tightness of the soils, i think the pobential for wastewater to day].igh~ is min,.mai. According to fine as-built inspection repeal on file at the Municipal Health Depm'tmcnt, the wastewatcr disposal system was installed on June 5, 1976, and consists of a 1250 gallon fiberglass septic tank followed by 88 lineal feet of soil absorption trench containing 4 feet of sewer gravel. AccorcSing to it notation on the as-built inspection report, the upstream 2('1 feet of the sell absorptiou trench were abm~doned in July of 1983 and the sewer gravel removed. This was apparently done in an attempt to achieve the required 100 foot sepa,'ation distance from thc we. Il. In September of 1986 a Municipal waiver was issued allowing the septic tank to be 61 feet fi'om the well and the leachfic]d to be 88 feet from the well. According to our measurements, the septic tank cleanout is actually only 57 feet from the well and file closest point of thc leachficld is approximately 84 fc. ct fl-cra the well (assuming the first 20 feet of krcnch downstream of thc clcanout pipe were properly abandoned. These separation distance problem:, are moot in light of the fact that the septic system did not pass the adequacy test. To assess thc adequacy of the system we ran measttred quantities of water into the system through cleanout downstre~am of the septic tack, while monitoring fluid levels in the septic tank and in the soil absorption system standpipes, before, during and after the flow of water was stopped. The initial fluid depth in the sump at the end of the trench was 58 inches, and after 330 gallons of water had been added the system, the fluid level rose another 7.75 inches and started to back up into the septic tank. After tke flow of water was stopped the fluid level did not recede at an adequate level for a 3 bedroom house; in when we rechecked the system on November 10 the fluid levels were 18 roches higher than they had b~ at the start of our test. It appears that the system is opera, ting in a surcharged condition, and Municip~d guidelines do no; allow issuance of a ItAA certificate to systems operating this ',,,'ay. The well-to-septic tank separation is hereby waived to 61 feet and the well-to-leachfield separation has been waived to 88 feet. A review of our files revealed that a waiver was granted for the septic tank-to-well separation by this department is June of 1976. Although there is no record of a waiver of the well-to-leachfield separation in our files, it appears that in July of 1983 there was an effort made to bring the leachfield into compliance with the 100 foot separation requirement by abandoning 20 feet of the leachfield closest to the wello Despite this abandonment, approximately 12 feet of the leachfield still encroaches on the 100 foot protective well radius. Apparently difficulties in measuring the separation between the leachfield and well (the house location makes straight-line measurement impossible) resulted in the assumption that abandonment of the closest 20 foot portion of the leachfield would bring the system into compliance with the 100 foot separation requirement. Given the efforts made to bring the septic system into compliance with applicable codes, the previous waiver issued by this department, documented evidence of non-contamination of the water supply and hydrogeological considerations that make contamination unlikely, waivers of separation distance requirements have been granted in this case. No. 1/ Septic Tank-Drain field Waiver Dear Steve, Per your phone call of August 5, it is our understanding that the septic tank waiver granted by the Municipality in 1976 allowing the 1250 gallon septic tank and drain field to be installed less than 100 feet from the well, is no longer valid and that we now nee(! to reapply for a new waiver. Enclosed is a sketch of the lot showing the house location, well site, septic sytem, and ground slopes. In reviewing the waiver, please note the following: 1. The general slope of the ground varies between 5% & ]5%. These steep slopes limit the location on the site where a septic sytem can placed. The original builders excavated out a level area around the house creating a place where the septic tank and drain field could be placed and made to function using a gravity system. 2. The soils appear to be a silty sand with some gravel. The existing system has been in use since 1976, with no known occurrence of water contamination. 4. The well itself has a static~ter level that varies from approximately 8 feet to 28 fee~idepenedinh) on the year and usage. The well was pumped continuously for ~ hburs ht a rate of 6 gallons per ~.~ ~v,~inute. A water sample was taken at the end of the test and found to be satisfactory. In reviewing the drillers log, it appears they had difficulty finding ater. This well is 262 feet deep with water coming from two locations .+~c~n porous bedrock. It appears that relocating the well would be risky in terms of finding an adequate water supply. , ~ ~ ~-7 .~ II In view of the above items, the fact that the owner installed the system in good faith under your original waiver, and the fact that the system presently meets all other current, regulations, we recommend that this sytem be granted a waiver to the lO0'protective well radius requirement. Terrace Estates/ Septic Tank-Drain Field Waiver Dear Steve, As a follow up to our letter dated August 6, 1986 concerning a septic waiver for the above property, we have attempted to obtain as much information on the g~ound water and bedrock gradients as possible. As you are aware, information on both the groand water and the bedrock is very limited for this area. The ground water appears to be between 10' and 15' for most of area around this sabdivision, though there have been some test holes in the subdivision above this property that had no water at all. Wells in this genera], area are getting their water from deeper aguifers ranging from 50' to 200'+. We couldnot find enough information concerning the depth to bedrock to make any concrete determination as to its angle of sJope. However, the bedrock appears to be around 50 feet and we suspect~ that i~'has a steep gradient to the southwest. This system has been in use now since 1976 and there has been no reports of problems with this system or ground water contamination. The owner has worked closely with your agency during the construction of this system to insure that it was installed correctly and that the necessary waivers were obtained. We have no indications that the site condition have varied from time that the original waiver was granted. We hope the above information along with the comments in our August 6 letter will be sufficent for you to appove this waiver reguest. If you have any questions, please give us a call.
