Dear Jack:
I am quite concerned about the construction of a 13 unit apartment complex
now going on across the road from the old Girdwood Post Office
near the Glacier Creek bridge. According t,) secondhand sources, the
builder, a Mr. Ballard, has obtained" the necessary" GAAB permits
to build this complex-even a permit to have a leach field for the
sewerage.
I am not against the construction of this complex, but I am against
having the builder utilize a leach field instead of a treatment plant
for his sewerage. After all the work I have personally put in to get
sewers installed in the Girdwood Valley and to stop blatant disregard
to polluting the streams used by the public, I am "fighting mad" to
understand that the GAAB had permitted this development that will
compound our problem, especially in a flood plain.
On May 23rd, I requested your Department of Environmental Quality,
through Mr. Code, to look into this matter. Because of other pressing
matters, no investigation was done until I talked to Dr. Reid, June 6th.
I request that this matter be thoroughly studied immediately and proper
action, if necessary~ be taken.
The construction of the apartment complex is an excellent example of why
the Girdwood Valley needs an immediate land use program.
Three years ago, I discussed with the then Mayor, Mr. Gendm~ill and
later I had discussion with the Alyeska Property O~ners, the matter
of land zoning in the Girdwood Valley. Now, I note
the Manager of Alyeska Resort has seen the need for zoning the Valley.
Also, the present Mayor, Mr. Bursiel, has requested in-put from the
public for ideas in utilizing the City of Girdwood lands. Through this
letter, I am requesting that the Borough Planning Department set up an

official body to instigate immediate regulation and zoning in the
Girdwood Valley. Ail interested parties should be involved.
This includes the Alyeska Property Owners, Inc., Alyeska Resort,
Inlet Corporation, the City of Gridwood, the State and Chugach
National Forest Service, etc. Could an initial meeting be set up
through your office early in July?

conditions:
The requirements of the Greater Anchorage Area
Borough, Dept. of Environmental Quality, must be
satisfied.
Because elevations were not put on the test holes
we are unable to get the necessary interpretatlon
we desire from the results. Therefore we request
that the soil and water table additions be verified
when the system is installed and that this department
be notified of such verification.

14 UNIT CONDOMINIUM
GIRDWOOD, ALASKA
GIVEN:
Building to have 14 units - 20 bedrooms with central laundry room.
Dwelling classification - "small dwellings and cottages with seasonal
occuDancy'" - 80 gpcd (Per GAAB Ordinance No. 28-68, Table 1) .
Population at 2 persons per bedroom (GAAB Ordinance No 28-68,
Page 7).
Area of seepage bed double that of trench area required. GAAB
Ordinance No. 28-68, Page 14).
Soil under bed is NFS sandy gravel -assume percolation rate of
1 min. per inch or less. (See Soils Report) .
Application rate -5.0 gal. per square foot per day (Per USPH bulletin
No. 526, Table 11, Page 46) .
Add 40% to size for automatic washers (USPH bulletin No. 526, Page 46) .
Septic tank capacity to be sized in accordance with USPH bulletin
#526, Figure 22, except capactiy to be increased by a factor (See
computations).
FLOW RATE:
20 bedrooms x 2 persons per each
40 persons x 60 gpcd
= 40 persons.
= 2,400 gpd.
SEPTIC TANK SIZING:
This type occupancy not specifically covered by GAAB Ordinance
so computations performed as follows:
Size tank on basis of USPH Bulletin #526, Figure 22 -

Therefore Factor for GAAB Climate = 1,250/1,000 = 1.25

for the minimum seepage area (ft.2) per bedroom-based on the
unified classification as follows:

based on a clearly defined contact between these two soils as
shown in Figure O~e, but to modify the design in the field

(1) The septic tank pumped with a receipt submitted to

An adequacy test be performed on the existing leaching
area. This test will determine if the system is
adequate according 'to National Standards. A listing
of private firms performing the test is enclosed. This
report will need to be submitted to this office for
our review.
