Box 196650 Anchorage, AK 99519-6650 RE: Mountain Park Estates Blk 7 Lot 2 Proposed Septic System Upgrade To Whom It May Concern: Attached please find the application and supporting documentation to upgrade the septic system for the referenced 3 bedroom house. The original septic system was installed in 1984, and the drainfield is now surcharged. It is proposed to retain the existing drainfield and to abandon the septic tank in place. A new 1000 gallon steel septic tank is proposed. The proposed design is based upon a test hole dug on April 4, 2007. The hole was dug to 18 ft with no water encountered. After a 7 day monitoring period, no water was detected. The proposed drainfield will be installed in a mixed sand/gravellsilt layer between 6 ft and 11 ft. The soil quality improved with depth, so two percolation tests were performed, at 5 ft and at 8 ft. The result for the shallow layer was 17 minutes per inch, and the deep layer was 10 minutes per inch. An average application rate of 0.7 gpd/ft2 is used in the design. The soil log and percolation test results are attached. The septic system for this lot was installed near the western lot line, which it parallels, so that it would be at least 100 feet away from all neighbors' wells. The system was inspected and found to be quite adequate. Some time later, the well drillers showed up to drill a well on the property. They noticed that there was nowhere on the lot that was 100 feet from the septic system for them to drill, and notified the contractor. (Actually, there is a small area on the lot in the SE corner which is over 100 feet from the septic system; however, it is far too close to a neighbor's septic system there.) I met with the contractor in the field to discuss the problem, and by measuring a radius away from the clean out of the leach field, it was found that this was true. The contractor then showed me where the well drillers planned to drill, which was the furthest possible distance from the septic system. However, it was subsequently discovered that the well -to -leach field distance is actually 85.5 feet at its closest. Although this is too close, there essentially was nothing else that could have been done anyhow, since neighbors on three adjacent lots already had wells and systems in. Therefore, I am asking, under these unusual and extenuating circumstances, that the well -to -leach field distance in this case be waived to 85.5 feet. The well is clearly uphill from the leach field, as the ground slopes roughly 5 degrees in that direction; ground level is almost 6 feet higher at the well than at the leach field. Further, the well is definitely not too close to the septic systems of any adjacent lots. I realize that this is a most unfortunate situation. But everything was built with good intentions and in an attempt to work within the rules. This is a classic example of what can happen to platted lots which are too small to support both a well and sewer system unless everyone on the lots surrounding builds in exact locations. At any rate, since both the septic system and well are already in (as well as the house) and there is essentially nowhere to move either while conforming the Municipal Code, I am asking for this waiver. The well has a sanitary seal and the wires are encased in conduit. The casing stands 1' above the ground surface. The ground is graded away from the well. In accordance with your recommendations, a ground water observation monitoring well was installed on May 10, 1990 and observed for 8 days. The well is located as shown on the attached drawing and no static ground water level observed during this period. The high water levels observed in the leach field during the adequacy test (performed by S and S Engineers on 4/26/90) are expected to have occurred as result of surface melt water infiltration. The test was conducted during break-up, when the deep snow was melting over the field. Subsequent observation, after the snow had melted indicated depressions over the north half of the field. These depressions where up to 1 foot in depth and subsequently backfilled on May 12 and 13, 1990. We have photographs in our file showing the completed work. We note from our evaluation that there is currently enough room on this property for future septic leach field expansion should this be necessary. Page 2. M.O.A.
