On March 14, 2019, you issued a septic tank upgrade permit based upon our design (Permit Number OSP191053). The new septic tank was installed on 3/15/2019 and was inspected by GEG. As part of our design, additional cleanouts were required to be installed to verify the accuracy of the septic adequacy test performed on the 1983 drainfield. After the installation of these cleanouts, it was found that the liquid level elevation in the monitoring tube was at the invert of the cleanouts and the house has been vacant for an extended period of time. We also attempted to test the 1977 trench which did not pass an adequacy test as well. In short, both the 1977 and 1983 drainfields are technically failed. The 1983 drainfield appears to be absorbing water without back into the septic tank; however, the absorption appears to be occurring above the invert of the distribution lines. Based upon this information, the drainfield will need to be upgraded. It may be possible to rebuild the existing 1983 drainfield; however, we have discussed this with the buyers, and they have opted to have an advanced wastewater treatment system installed with a new drainfield. The 1983 drainfield is 53'+ wide x 26'+ long with 6" of effective and we are proposing that the a new drainfield be installed within the footprint of this drainfield. We are proposing that the new drainfield be installed 2 foot higher in elevation than the existing 1983 bed bottom elevation. We are proposing the contractor shoot down the monitoring tube for the 1983 drainfield to establish this elevation, excavate a 30 foot long by 15 wide area to the bottom of the 1983 drainfield, remove all contaminated material in the excavated area, install 2+ feet of MOA approved sand filter, and then installed clean, washed drainrock on top of the sand. We are also proposing to utilize a Cat II Quanics Aerocell system for this property that will consist of using the new 1060 2 -compartment Infiltrator septic tank that was installed on 3/15/2019, installing a new 540 Infiltrator pump tank (equipped with Quanics pumps & controls) after this tank, and installing a new Quanics ATS -6 -AC Aerocell unit on top of the proposed drainfield. We are requesting the existing sewer permit (Permit Number OSP191053) be amended to include the installation of the Quanics Aerocell System and the new drainfield. SOILS: Attached is a soil log that was performed by Lee Reid, P.E. prior to the 1983 drainfield installation. Mr. Reid performed a percolation test between 1.5 to 2.0 feet that had a percolation rate of 47.6 minutes/inch. According to the 1983 inspection report, the drainfield was installed at a depth of 3 feet. Based upon Mr. Reid's percolation rate, we are proposing to use a 1.0 gpd/sq.ft. application rate. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: The topography in the area of the existing and proposed drainfield is generally flat. There are no cutbanks or steep slopes with 50 feet of the proposed drainfield. In short, the there are no slope concerns with this installation. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. Per MOA records, the original septic system serving the subject property was installed on 8/291977 and was sized for 3 bedrooms. A new drainfield was added septic system on 10/17/1983 with inspection report showing the 1977 septic tank remaining to be used. The septic system consists of a 1000 gallon steel septic tank, a deep trench type drainfield (30 feet long with 7.5 feet of effective) and a bed type drainfield (53'+ wide x 26'+ long with 6" of effective). New monitoring tubes have been recently installed in both the trench and bed drainfields. The house has been vacant and a presoak and septic adequacy test has been recently performed on the 1983 bed drainfield. This bed drainfield appears to have passed a septic adequacy test, however the septic tank is 41+ years old. Per the MOA policy, septic tanks over 30 years old must be physically inspected and deemed structurally sound or be replaced. Given the age of the tank, replacement is our recommended course of action. We request a septic tank upgrade permit be issued. We are proposing that the contractor install new cleanouts and an additional monitoring tube in the bed type drainfield as shown on the design. Once these cleanouts are installed or when the distribution lines are exposed, all distribution lines in both the trench and bed should be jetted and cleaned by a professional sewer service company. Once we have these cleanouts and the additional monitoring tubes installed, we will verify elevations in the bed to confirm the septic adequacy test was performed accurately. This in- vestigation was performed in accordance with the April 6, 1977 request of Anita Bates and those procedures outlined in a letter dated July 15, 1975, by ~. Roll Strickland of the Municipality of Anchorage, Department of Environmental Quality. A single test hole was drilled within the subject site area for the purpose of defining general subsurface soil conditions for the proposed sanitary system. Drilling was accomplished with an auger type drilling ? rig and the test hole was extended to a total depth of 20 feet below ground surface. The final log of the test hole has been included on Drawing A-01. Groundwater was not encountered in the test hole while drilling. A percolation test was performed from a depth indicated on the attached table and reflects average infiltration from that depth to the bottom of the hole. Bandt RE: Lot 12 Block 2 Mountain Park Estates M.O.A. letter of May 1, 1984 Dear Mr. Bandt, As per your letter I Offer the following as further clarification of my inspection report dated October 17, 1983. (Copy attached.) The drainfield area was excavated to an average depth of three feet below the original natural ground level and then six,inches of clean washed rock was placed throughout the total drain field area. The four inch perforated drain pipe was then laid and cowered with three inches of washed rock. Thus the top of the four inch perforated pipe was approximately two point one feet below original ground level and the bottom of the pipe was approximately two point five feet below the original ground. The entire area was then backfill with the existing stockpiled material such that the finished grade in the area was built up one feet to two feet above the original grade thus providing the additional cover over the pipe which varied from four feet to six feet throughout the drainfield area. At the time of my inspection prior to backfilling I questioned the excavation depth to three feet and hense the resulting installation of the bottom of pipe at two point five feet below original grade since the perc test was performend from one point five to two point zero feet. The contractor, Mr. Acheson, contacted Mr. Lee Reid who had performed the perc test for an approval to extend the depth from two feet to two point five feet. Mr. Reid gave verbal approval at that time and was to follow up with a letter to Mr. Acheson. Mr. Acheson performed an excellent job during construction of this system and in my opinion constructed this system adequately as direc- ted to by the design engineer. It is possible that they decided to fill that part of the lot in and then the total depth of cover would certainly imply that it was down into the im~permeable soils. After a ~nmprehensive review of all available files and information pertinent to your particular situation, the following observations and conclusions have been made: Prior to the issuance of the original "On-site Sewer Permit (Noo 77615 dated 8-1-77), a soils test was taken by R & M Consultants, Inc. On the sketch submitted by R & M, the soils test was located in the southwest corner of the lot near the intersection of DeArmond Road and Saunders Drive° From the percolation test results and the soils charac- teristics, the soil was rated at 125 square feet per bedroom° 2 ° Based on the soil rating of 125 square f~t per bedroom, Permit NOo 77615 was issued on August 1, 1977. The design criteria shown on this permit called for a deep absorption trench system 12 feet deep, 24 feet in length, with a gravel depth of 8 feet° This system would provide a total of 384 square feet of absorption area which is slightly in excess of the requirement of 375 square feet for a 3-bedroom house in a soil rated at 125 square feet per bedroom. During August 1977, the on-site wast°water disposal system was installed (installer unknown) and inspected by Mr. Cory Willis, an MOA inspector° For some reason unknown at this time, the installer or owner located the disposal system (deep trench) due east of the house running towards Hillside Drive. In this configuration, the actual trench was approxi- Jack and Carol Humberd Page 2 mately 90 feet from the soils test site. It should be noted that the original soils test was an augured hole, probably 6 inches in diameter, and its location was probably not visually obvious at the time the trench was excavated. However, it is the direct responsibility at the excavator/ installer to locate the wastewater disposal system in the immediate vicinity of the soils test. On August 16, 1983, a request was made to the Department of Health and Environmental Protection (by Jack Humberd) for a Health Authority Approval Certificate as a prerequisite for selling the h6use. In accordance with established guidelines and procedures, the Department of Health and Environmental Protection sent a letter to Carol VanNortrick Humberd requesting (1) submittal of a well log; (2) septic tank be pumped; and (3) performance of an adequacy test on the dispo- sal system. Pursuant to the above, an adequacy test was performed by Alaska E~vironmental Control Services, Inc., during August, 1983, the results of which indicated that the system was capable of handling 30 gallons of water per day. (The requirement for a three-bedroom house is 450 gallons per day.) Subsequent to receiving the results of the adequacy test, you had several meetings with Mr. Robert W. Robinson, the Environmental Engineering Manager at the Environmental Health Divsion, in an effort to determine how your system could best be upgraded to meet the requirements of a three-bedroom resi- dence. In an effort to locate a suitable site for a replace- ment disposal system, a soils test was taken by Alaska Environmental Control Services on September 8, 1983, near the southeast corner of your lot, approximately 50 feet south of the existing system. The results of this test showed the soils to be very tight and dense. However, there was a strata of soil between 1-1/2 feet and 2 feet which was rated (by perc testing) at 294 square feet per bedroom° This test is no doubt more indicative of the soils characteristics at the location of the existing system than were the results of the original soils test located 90 feet from the site. Based on the above soils test data, a new On-site Sewer Permit (No. 830951) was issued on September 19, 1983, spe- cifying a shallow absorption bed type system 26 feet wide by 52 feet long to a depth of 2 feet with a 6 inch gravel bed. Jack and Carol Humberd P~ge 3 e As indicated on an "as-built" drawing prepared ~by Wayne Henderson, P.Eo, dated October 17, 1983, a shallow bed type absorption system was installed by Acheson Excavating. This as-built drawing shows that the bed system was installed at a depth of 3 feet instead of the 2 feet designated on the per- mit, and the Environmental Health Division is withholding their final approval until they have verification from Alaska Environmental Control Services, Inc., that the accepting soils strata extends at least to a depth of 3 feet. From the above chronology of events, it does not appear that the Municipality of Anchorage (DHEP) was remiss in any duty or obli- gation beginning with the issuance of the original On-site Sewer Permit and continuing through the recent Health Authority Approval process. It is unfortunate for you that the original owner or excavator opted to locate the on-site wastewater dispo- sal system at a site considerably removed from the soils test site. The Municipality does not usurp the right of the property owner to select the site of the soils test or of the disposal system° It is, however, the responsibility of the Division of Environmental Engineering to take whatever action necessary to insure the integrety of an on-site sewer system. It is my opi- nion that the Division of Environmental Engineering carried out their duty and responsibility in a prudent manner while at the same time, giving you their full cooperation and assistance in attempting to solve your problem at the least possible cost and inconvenience to you. This house was built in 1977 and purchased in 1980. ~o comply with existing codes,.a adequacy test was performed on the septfc system by Alaska Environmental Control Services, Inc. This test fa~ted. Then a pert test was conducted, which was also not acceptable; therefore to meet code for a 3 bedroom house, the existing system has to be up-graded. The cost to ;upgrade the system has been quoted at a figure of $9759.00. Note: This does not £nc~ude the $660.00 spent for 'testing to tell us the system is not acceptable ....... In pursuing this further with the Dept. of Health & Environmental ~ortection, we ffnd that when the home was built in 1977, the s@ptic system was approved by the Municipali~-y on Aug. 29, 1977, but in fact is only good for a 1/2 bedroom home. There are not too many 1/2 bedroom homes on the hillside. .Further investigation reveals that the system was not installed in the location where the original pert test was conducted, but yet still approved by the Municipalitiy. According to Mr. Robison of the Dept. of Health, the original pert test was conducted im- pro-er ly. According ~o the Dept. of Health, wa have entit Oct.14, 1983 to upgrade the system and'be approved, or after this date inspections will be done by private Engineering firms. (Again more costs) From a article in the paper, it appears that some lending institutions indicated they~ will not make a home loan on septic sytems approved by a engineers report. Our questions to your Mr. Mayor are: 1. Will the Municipality waive the codes and approve the system as is. 2. Will the Municipality pay for upgrading a system that they approved in the first place. 3. Can we get a reduction -in taxes from a 3 bedroom home to a 1/2 bedroom home. page. 2 4. Will the Municipality purchase our home at the current market price ~ $139,000.00. Frankly, we are at a loss as to which direction to turn. Hopefully a miracle will ~appen and $9,759.00 will appear; however, it is very doubtful.
