Ladies and Gentlemen: I am writing to request a septic system upgrade permit for the above referenced property. The existing septic system is surcharged. The proposed system will serve a 4 -bedroom single-family residence. Soil logs, design calculations, a site plan, design drawings and construction specifications are enclosed for your review. Design Cales: No groundwater observed to a depth of 8 feet below ground surface (10/30/92*). TH#2 No ground water to a depth of 9' b.g.s. (8/6/13) Soil Rating. From Test hole 7/25/13 7 min/in = 0.5 gal per sq.ft/day (-20% absorption area) 30 min/in = 0.4 gal per sq. ft. /day (-40% absorption area) TH#3 (10/30/92) < 1 min in.( --40% absorption area) Filter Media = 0.7 gal per sq. ft./ day Average application rate = 0.54 gal per sq.ft./day No. of Bedrooms 4 Required Area per Bedroom: 150/ 0.54 =277.8 sq.ft. Total area required: 277.8 x 4 = 1111 sqft System: An existing 1250 gallon concrete tank followed by a 500 gallon STEP tank followed by abed absorption field. The absorption field will be 48 feet long and 25 feet wide and contain 0.5 feet (1200 sq.ft. effective) of sewer rock. A minimum of 1 foot of MOA approved filter sand will be placed below the sewer rock. Soils: Six test holes have been excavated in the area of the existing and proposed absorption field. There appears to be a high degree of variability in the types of soil observed. See attached soils logs and those on file. A conservative application rate of 0.5 gpd/ftz was use in the absorption field design. Surface Water: There are no surface waters within one hundred feet of the proposed septic system upgrade. 203 West 15th Avenue Suite 203, Anchorage, AK 99501, Phone: (907) 279-3916 Fax: (866) 354-1597, Lspurkland@gci.net 4 } SpaMand Enpomaaromp Environmental Consulting and Design Topography: The ground surface in the vicinity of the proposed drain field is slopes to the west at 2- 5%. Waivers: We are requesting a waiver of the separation distance required between an existing field and the proposed field. A portion of the proposed mound will be constructed on top of the existing absorption field (< 150 W). The existing field is to be abandoned. The vertical separation between the top of the existing field and the proposed field is approximately 2.04eet. Septic tank effluent will be treated by filter sand and some insitu material before passing into the existing trench. The existing trench does not encroach on required ground water separation or any other setback. Granting a waiver of the required horizontal separation distance should not have any adverse impacts. We are requesting a waiver of0feet. We are requesting a waiver to extend the maximum bed width from 15 feet to 25 feet. The proposed system is a bed with pressurized distribution. The maximum width of bed of 15 feet is required to ensure adequate oxygen transfer to the middle of the bed in gravity discharge subsurface installations. Pressurized beds allow for better aeration of the absorption surface, because the absorption surface is dosed intermittently. Pressurized distribution will also ensure that effluent is distributed over the entire bed surface, preventing localized overloading and maintaining aerobic conditions in the absorption field. A minimum of 1 foot of filter sand will be placed beneath the sewer rock, this will provided a degree of filtration treatment before effluent percolates into the insitu soils. Filter sand has high permeability, increasing the likely hood of maintaining aerobic conditions at the sewer rock filter sand interface. The excavator will not place equipment or drive on the absorption area of the bed, to prevent compaction of the absorption surface. The installation of this septic system will not prevent wells and septic systems from being installed on the adjacent lots. The proposed septic system will not change the general slope of the area. Ponding and/or concentration of surface runoff will not result from this installation. If you have any questions or concerns, please contact me at 279-3916 Sincerely, Lars Spurkland, P.E. Below is a narrative of probable impacts to adjacent properties. Adjacent Wells - There are no existing wells within 100 feet of the proposed new septic system. Adjacent wells have sanitary seals and have positive drainage provided away from the wells. 2. Adjacent Wastewater System - The adjacent lots to the north and south both have deep trench absorption fields. 3. Reserved Space - No reserve space is required, as the proposed field is an upgrade to replace the existing deep trench. 4. Drainage - The existing grade around the proposed system slopes (-5%) towards the west. Positive drainage away from the field and existing wells will be maintained. No surface water will be directed toward the field and no existing streams are within 100 feet of the proposed field. The installation of this on-site system will have no probable impacts to adjacent wells or septic systems. The proposed system's separation distance radius will include parts of adjacent lots, but will not interfere with the on-site systems on these lots. yEa Si erely, b r • tea, o°as7 Carey eye , E. y a y adaeF ascc.c ucata is aa°omua`o A Sr. Ci it Engin r ° °• naeanaaq. ° °^, isarey MeyeY ° GLM:MLT:1110-0026 s'° a 53 % PP10 ° SS0 t 301 ARCTIC SLOPE AVENUE, SUITE 200 ANCHORAGE, ALASKA 99518-3035 (907) 349-5148 • FAX (907) 349-4213 Permit No. Municipality of Anchorage 1 of 2 DEPARTMENT OF HEALTH AND HUMAN SERVICES ENVIRONMENTAL SERVICES DIVISION P.O. Garness Date: t o In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system in accordance with the guidelines and regulations established by the Municipality of Anchorage and industry practices. The reported results describe the condition of the system/s on the date/s of the evaluation. Separation distances were measured to readily identifiable features. Hidden defects or encroachments may exist that were not identified during the evaluation. The operational life of all wells and septic systems depend upon a variety of variables, including but not limited to, soil conditions, groundwater levels (that may fluctuate during the year), quality of construction (materials and workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and are outside the control of GEG. Satisfactory test results do not guarantee future performance of the system/s; therefore, GEG makes no warranty (express or implied) regarding the future performance of the well or septic system. GEG makes no representation whether an alternative well or septic system can be installed on the property in the event either of the current systems fail to perform adequately in the future. The content of this report is for the sole benefit of the person/party that retained GEG to perform the evaluation. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On -Site Systems Approval. From Northern Testing Laboratories, Inc. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. So after talking with Deb and Tim, it sounds like we have allowed alarms that were installed under the old code to remain outside as long as it can be heard inside the house. Under the new code, we have clarified the language so that we would require the alarm to be located inside the house or attached garage. Our inspection report form has been updated so that the engineer has to note the location of the alarm so that this will hopefully be dealt with prior to a permit being closed out. For Mountain Park Estates #2 Block 6 Lot 5, we will not require the alarm to be relocated as long as it can be heard inside the house. David, I am cc'ing you because I understand GEG is doing the COSA. Let me know if you have any additional questions.
