We are submitting this design and permit application for the construction of a new septic system. The attached site plan identifies the location of existing wells in the area, the existing holding tank and the proposed septic location and alternate site. No conflicts exist between the proposed system and any other well or septic system on this or adjacent lots. The ground surface on the lot slopes at a slight grade toward the west. Contours are shown on the site plan showing the grade and direction of flow. Stormwater drainage will not impact this septic system. The new trench will be constructed parallel to the slope as much as possible. Wells on this and adjacent lots are shown. The new system will be a minimum of 50’ from all wells and surface water, and more than 5’ away from the septic tank. The alternate site is located more than 8’ from the primary site. Congdon's October 7, 1991 submittal regarding the temporary use of a holding tank to resolve the wastewater disposal and separation distance problems on the above-referenced lot. You are requesting that the Department waive the minimum 100 foot separation distance between a Class C Public Water System Source Well and the proposed holding tank to 60 feet. The second request was to waive the minimum 75 foot separation distance between the source well and the private sewer line to 40 feet at the closest point and 60 feet where the sewer line enters the holding tank. I have reviewed the submitted information and this office's file on this project. The Department has found that the submitted design for the private sewer line and holding tank is satisfactory for allowing the waivers in accordance with 18 AAC 80.030, Drinking Water Regulations. The separation distances for Lot 3, Block 8, Mountain Park Estates Number 2 are waived as followed: Class C Public Water System Source Well to Holding Tank; 60 feet Class C Public Water System Source Well to Private Sewer Line; 40 to 60 feet If the holding tank will be used as a septic tank in the upgrades next construction season, you may wish to revise the design of the proposed holding tank so that it can be used as a septic tank. At this time, single compartment septic tanks are not being approved for use by the State. In regards to the separation distance between the Class C Public Water System Source Well on Lot 3 and septic tank on Lot 4, the Department accepts your proposal. Thus, the separation distance between the Class (3 Public Water System Source Well on Lot 3 and the septic tank has been temporary waived from 150 feet to 145 feet until you are able to , Carey Meyer 2 November 7, 1991 physically measure the actual separation distance during the 1992 construction season. Congdon's October 7, 1991 submittal regarding the denial of the waiver request that was covered in my October 3, 1991 letter. I have again reviewed the previous submitted information, this office's file on Mountain Park Subdivision, information obtained from the Municipality of Anchorage on three different occasions, the current submittals, and notes from my inspection of October 9, 1991. Based on all the information submitted to and obtained by this office, it appears that the groundwater is being contaminated by on-lot wastewater disposal systems. As a result, the requested horizontal separation distance waivers are denied as requested. This decision is based on the following information: It appears that the original waiver was based on 120 feet to the septic tank and 132 feet to the soil absorption system from the existing Class C Public Water System Source Well. The separation distance information submitted to this Department on March 31, 1983 appears to be incorrect or misleading. Based on the current information provided to district staff, the 1983 waiver is invalid. The information that you provided on October 11, 1991 shows that there is a possibility that the on-site well could draw water from the existing and proposed wastewater disposal system. Although the existing nitrate level is 3.8 mg/I, normal background levels of nitrates (as nitrogen) range from .3 to 1.0 mg/I. The 3.8 mg/I is indicative of communication between the adjacent septic systems and the groundwater supply. Other contaminants which can also present themselves but are more difficult to identify are solvent base household cleaners and viruses. ~ pr]riled on recycled paper b y Lor6r~ Leman October 22, 1991 The subdivision in general has small lots and has shown elevated levels of nitrates (as nitrogen) within the last three years. The highest known is 9.2 mg/I on Lot 6, Block 8, Mountain Park Estates. The sample was collected on November 23, 1988. In addition, it was noted that Total Coliform and Other Bacteria was reported as "Too Numerus To Count" on the same date. This also lends documentation that separation distance waivers should not be granted in this Subdivision. o Bedrock in Block 8 of Mountain Park Estates ranges from 28 to 50 feet. Shallow bedrock significantly reduces the treatment levels normally achieved in soil matrixes. It appears, based on all submitted information, that there is one solution that the Department can accept as a solution to the separation distance problems on Lot 3, Block 8. This would be a holding tank located 100 feet from the on-site well and 75 feet from the downgradient wells. The only other possibility would be to try an innovate wastewater treatment system in place of the standard septic tank and soil absorption system. As noted above, although the nitrate levels are evaluated over normally found ambient conditions and some cases very close to the maximum concentration levels (MCL), the Department is concerned with the other contaminates that have been documented to be found when nitrate levels are evaluated. Parameters that have been identified are solvent based household cleaners and viruses. Based on current literature, it appears that a wastewater disposal system with a intermittent sand filter or equivalent reliable system and a very fine grained sand/silt liner along the bottom of the soil absorption system could make up for the treatment that cannot be obtained due to the very short horizontal separation distances that are proposed. I must emphasize that this system is would be innovate and will be subject to monitoring requirements to determine if and to what degree the wastewater is being treated. In your review of the design of recirculating sand filters, you will find that there are several intermediate sand filters being proposed for other single family homes. The monitoring requirements for this project compared to other similar projects may differ due to the on- lot circumstances for this project compared to the others. The construction approval, operational approval, and monitoring requirements for this system will be issued by the Municipality of Anchorage, Department of Health and Human Services, On-Lot Services. At this time, both agencies are looking at secondary treatment levels for this type of system. This will require five day Biological Oxygen Demand (BCD5) and Total Suspended Solids (TSS) levels to be equal to or less than 30 mg/I. In addition, a reduction in Total Coliform Bacteria will need to be close to 90 percent. My review of the office's file on this project, reveals that there may be two other waivers needed and verification that the necessary 120 gallon water storage tank with pump and controls for each home has been installed will need to be submitted to this office. The waivers will need to cover the 43 foot separation distance between the well and private Lor.6r~ Leman 3 October 22, 1991 sewer line on Lot 3, Block 8 and the 145 foot separation distance between the well on Lot 3, Block 8 and the septic tank on Lot 4, Block 8. Prior to the issuance of this permit I spoke with Kevin Kleweno at the State Department of Environmental Conservation (ADEC) regarding the issuance of the waiver from the holding tank to the Class C well. It was made very clear at that time that ADEC did not feel ithe holding tank was a temporary solution, but a permanent one. Due to this information, the permit was issued with a condition that the existing septic tank and trench be properly abandoned. Your original design drawing showed the connection between the new holding tank and the old septic tank; the final inspection shows only the new holding tank. To gain final approval from this office, you will need to abandon the old septic tank and remove any remaining cleanout pipes associated with it and the trench. All inspection reports require the inclusion of a profile which includes invert elevations of tank inlets and outlets and a description of the location of the elevation mark. Please amend your inspection report to include these items. During our field inspection we also noted that the excavator (unknown) failed to install the required 6" cleanout on the holding tank. We will need to know the name of the licensed installer, and the 4" cleanout must be removed and a 6" one installed to replace it. Finally, final grading has not been properly accomplished. The elevated nitrate levels in the drinking water found in private drinking water systems, shallow bedrock, the silt/sand/grave strata which appear to receive the majority of wastewater and the small lot sizes in the Mountain Park Estates make any favorable evaluation of all separation distance waiver requests almost impossible. The Municipality's Department of Health and Environmental Protection records indicate that the septic systems for the residence consists of a 750-gallon septic tank tank and a 220-foot seepage trench consisting of perforated pipe bedded in 26 inches of gravel. The septic tank had not been pumped prior to the percolation test. Since the 3-bedroom house had been occupied up to the time of the test, a normal degree of saturation within the leach field is assumed. In accordance with the Anchorage Municipal Code, Chapter 15.65, Waste Water Disposal Regulations, any on-site sewage disposal system "shall have adequate capacity to properly dispose of the maximum daily sewage flow". The maximum daily flow is computed at 75 gallons per capita-day (gcpd). Since "the population of dwellings shall be estimated at two persons per sleeping room", the maximum daily Sewage flor for your 3-bedroom house is 450 gallons per day (gpd). To test the soil absorption capacity as well as the surge capability of your system, clear water in the amount of 110 percent of the maximum daily flow was added in 50-gallon increments to the septic tank over a 2-day period. The water was obtained from your on-site private well at a flow rate which varied from 1.8 to 5 gallons per minute (gpm). The liquid levels were monitored closely to detect any backup in the septic system. Associated Brokers, Inc. March 22, 1983 Page Two The attached Table of Test Data represents the depths of liquid in the septic tank and seepage pit, and the quantities of water added. The septic tank was determined to be 8.2 feet deep (bottom of tank to ground surface) with an initial depth of 4.2 feet in the tank. A standpipe for the seepage trench was not found. As shown in the attached Summary of Test Results, the liquid level in the septic tank did not rise on either day of testing. The surge capacity of a septic system is normally considered to be acceptable when 80 percent of the total daily load can be added in a 2-hour period without backing up in the septic tank. For your 3-bedroom residence, this would be 360 gallons. Due to the inability of the water system to provide water at a sustained rate of 3 gallons per minute, approximately 150 and 160 minutes, respectively, were required to add 80 percent of the daily load to the septic system (refer to attached Table of Test Data). However, since the liquid level in the septic tank did not rise at all during the 2 days of testing, it is considered probable that the septic system meets the above-stated surge capacity. Based on two days of testing, an average percolation rate for your existing septic system of at least 450 gpd is indicated. Since an on-site sewage disposal system for a 3-bedroom dwelling should be capable of disposing of 450 gallons of effluent per day, your septic system appears to be functioning adequately at this time. Many factors affect the operation of a soil absorption type of sewage disposal system. Soil type, groundwater depth, age and history of maintenance of the system, and types of waste are a few. This test has been performed in an attempt to determine actual soil absorption capabilities of your septic system under normal useage by considering the degree of saturation of the leach field and surge loads that might be imposed on the system. This test can only evaluate apparent performance at a given point in time, and cannot determine either the condition of the leach field, seepage pit or other components of the septic system, or the depth of the water table. Park Estates ~ On November 26, 1973, Sue McKechnie and I conducted an inspection of the subject lot for the Civilian Military Referral Office. On questioning Mrs. Poindexter, we learned that the well served both the subject lot and the adjoining lot with an A-Frame home. Al- though the distances of well to septic tank (60') and well to drainfield (100') do not meet semi-public well requirements, the system was approved for the following reasons: 1. Prior approval was given on 9-16-71 by Lynn Coad for the Borough (CMRO Inspection). 2. Approval was recommended by Rolf Strickland, Chief Sanitarian with the Borough. 3. The well is an existing semi-public well.
