RE: WELL PERMIT WITH WAIVER
LEGAL: NEWTON LOT 4
PHYSICAL: 20235 STEFFES STREET, CHUGIAK, AK 99567
The owner has requested that a well permit be obtained to drill a new well on the above referenced lot.
These are small lots and to maintain the maximum separations to known and unknow or not visible septic,
the well is proposed to be installed approximately 96.5’ from the existing on-site septic tank in lieu of the
required 100’ separation for a private well. Currently, water is and has been provided by a well on Lot 6.
The proposed well is to be drilled as shown on the design. Along with investigation and review of
available record documents, all visible well & septic pipes were surveyed. The immediate area of this
property well site is serviced by private water and septic systems.
The septic system is on the opposite side of the house. The area is basically flat and any effluent
surfacing from the septic tank would not reach the well with any path of surface contamination more
than likely flowing away from the well to the exiting drainage easement towards the north. The
septic system is visible, and any surfacing effluent would be readily visible and corrected if noticed.
Available well logs of area properties indicate a confining layer of silty clay protecting the aquifer to
prevent any subsurface effluent reaching the aquifer. These well logs of 86-440’ in total depth show
static water levels at 40-100’. Available nitrate levels of non-detectable to 5.86 indicate that this
encroachment will not cause issues.
From record documents & area survey, the design will not impact any of the neighboring properties.
Granting of this waiver of 95’ from the septic tank to the proposed well is warranted per these
justifications & request a 95’ waiver from the existing on-site septic tank & the proposed well be
issued. Please contact us if you have any questions.

Subject: Soil Investigation for Sanitary Sewer System, Lots 4 and 5
Newton Subdivision, Peters Creek, Alaska
Dear Mr. Humphrey:
At your request of July 11, 1977, we conducted a subsurface soils investi-
gation at the proposed location of the sanitary sewer system on the
subject lot. The investigation complied with those procedures.required
by the Municipality of Anchorage, Department of Health and Environmental
Protection.
This investigation, which was accomplished on July 11, 1977, consisted
of two test holes each excavated to a depth 12 feet below the existing
ground surface. The test holes were sited according to your instructions
and their locations are shown in attached Drawings A-01 and A-02.
Excavation was accomplished with a backhoe. Samples were taken at the
depths shown on the soils logs in Drawings A-01 and A-02. The samples
will be held in storage at our lab for approximately six months. In
addition, all material excavated was monitored by an experienced engineer-
ing geologist.
The topography at the excavation site is generally horizontal. At the
time of the investigation the site had been stripped of original vegeta-
tion. The top of the test holes were located at original ground surface.
The soils encountered in the excavations are shown in the test hole logs
in Drawings A-01 and A-02. The symbols used in Drawings A-0t and A-02
are explained in Drawings B-01 and B-02. These logs display specific
conditions encountered at the test locations. However, subsurface
conditions may vary in other parts of the lots without any apparent
surficial evidence of the change. Groundwater was not encountered in
either excavation. Bedrock was not encountered. At the time the holes
~ere excavated seasonal frost was not present. Permafrost was not
'encountered.
Based on the visual classification of the soil and the requirements set
forth by the Municipality of Anchorage, a percolation test is not necessary
within the test holes on the subject lots provided that the lower strata
of well graded gravels be utilized for system burial.

CLASSIFICATION: Identification and classification of the soil is accomplished in
accordance with the Unified Soil Classification System. Normally, the grain size
distribution determines classification of the soil. The so:d is defined according to
major and minor constituents with the minor elements serving as modifiers oE the
major elements. For cohesive soils, the clay becomes the principal noun with the ·
other major soil constituents used as mod{fief; i.e. silty clay, when the clay particles
are such that the clay dominates soil properties. ?,Iinor soil constituents may he
added to the classifiicat{on breakdown in accordance with the particle size proportion
· listed below; i.e. sandy slit w/some gravel, trace clay.

SOIL CONSISTENCY - CRITERIA: Soil consistency as defined below and determined
by normal field and laboratory methods appl{as only to non-frozen mater{al. For

in making any correlation with the consistency values listed below. In permafrost
