based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the information
obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water
supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes,
ordinances, and regulations in effect at the time of installation.

By means of this letter we are requestint~ a waiver of the normally required 100 foot separation
distance between a private well and an3La,#6ptic tank to allow the cleanout pipe on the ,existing septic tank
serving the residence on Lot 16, Bloc~,/North Slope S/D//2 in Eagle River to be 70 from the well on
the same lot. A site plan and copies of Televant backup documents are attached. Since a variance
allowing this reduced separation distance was noted by the GAAB inspector on his inspection report at the
time of installation, I understand that DHHS will not require payment of the $410 waiver analysis fee.
According to the attached driller's log, the well was installed by M-W Drilling in April of 1975 and has
a total depth of 125', a yield of 5 gpm and a static water level of 102' below ground surface. The log
indicates there to be a silty gravel down to 80 feet with another 40 feet of gravelly hardpan overlying the
aquifer at 120'.
On September 5, 1992 the static water level stood at 98' below the top of the casing. Steady pumping
of a total of 785 gallons of water from the well at the maximum pump output of 6.8 gpm caused the water
level inside the casing to be drawn down only as far as 102', and the water level fully recovered within 10
minutes after the flow of water was stopped. Based on this test data, we determined that the total yi~e/Id of
. the well on the date of our test was in excess of 6.8 gpm. As you know, measured well yields in jr?me
parts of the Municipality can vary significantly, depending on what time of year the test is conduqted.
Water samples collected on September 17 were satisfactory, showing 0 coliform or other bacteria and 0.41
mg/l of nitrate-N . /
According to the as-built inspection report on file at DHHS, the wastewater disposal system was
installed in June of 1976 and consists of a 1000 gallon Greer septic tank which distributes effluent into an
18' wide by 40' long soil absorption bed with 18" of sewer rock. The GAAB as-built inspection report
prepared by Robert Neale indicates that the septic tank is 70 feet from the well and specifically states that a
variation on the septic tank distance is given because of slope. An unpaved driveway providing access to
the dwelling on this lot passes over the soil absorption bed. The owners have not experienced any known
problems with frost penetration into the soil absorption bed during winter. Two monitor tubes had been
installed in the bed prior to our adequacy test. To assess the adequacy of the system, on September 5 we
added 785 gallons of water into the southernmost monitor tube in the bed, while monitoring fluid levels in
the~ed and in the septic tank before, during and after the flow of water was stopped. The initial fluid
depth in the south monitor tube was 5.5", and the maximum increase measured during the test was 4.25"
with no backup into the septic tank. After the flow of water was stopped the fluid levels in both monitor
tubes in the bed receded at a more than adequate rate for a 3 bedroom residence. As you know, an
adequacy test only measures the performance of a system on the day of the test and does not guarantee its
performance under different circumstances at a future time.
As is indicated on the site plan, the topography of the lot slopes generally from north to south with the
house, well and septic system being located on a relatively flat bench.
The following is a breakdown of how waiver analysis points could be assigned in accordance with
D.E.C. SCRO's waiver analysis guidelines.

While this point caiculation does not quite add up to the desired number of 16, there are several
mitigating circumstances which further support the granting of the requested waiver.
(1) A waiver was issued by the GAAB inspector at the time of installation in 1976
(2) A HAA certificate was approved by M.O.A. in 1978 at the time the present owners purchased the
property.
(3) The required separation distance was only 50' in 1973, and older systems with this separation
distance are still being reapproved.
(4) The waiver request is for a septic tank only, not a soil absorption system.
(5) In 1979 D.E.C. stated in writing that they had no objection to a waiver on the adjoining lot
provided the septic tank was located at least 50' from the well.
(6) Due to the surface topographic slope in this general area, it is reasonable to assume that the
direction of flow of water in the aquifer is also from north to south, thereby ensuring that no pollutants in
the water could migrate in an east to west direction.
(7) According to the chiller's log the aquifer is actually at a depth of 120 feet, underneath a hardpan
stratum. The fact that the static water level is at 98' indicates that the aquifer is artesian, and thus the
overlying stratum must be essentially impermeable.
(8) The fact that the water samples showed 0 coliform or other bacteria and low nitrates indicates that
the well is not presently being contaminated.
All of the above factors support the granting of the requested waiver. Please feel free to give me a call
