I have included a curtain drain which will serve the purpose of keeping the crawl space dry and ensuring that the water table does not raise closer than four feet from tile bed bottom. The old system is to be removed and replaced with silty sand or sand. This will prevent surfacing of the water that would normally go into the rock. The septic tank will have to be raised slightly to keep from installing a lift station. Our field levels indicate this can be done Please issue a permit for the upgrade of this system. A curtain drain is requried as part of this project. The specifications and drawings covering the curtain drain are a part of these specifications. All materials and workmanship shall meet the requirements of the Municipality of Anchorage, Department of Health & Human Services, (DHHS), permit, and all applicable rules and regulations currently in effect. All excavations and depths are advisory, and are to be verified or modified in 'the field by the Engineer or inspecting agency. It is the responsibility of the owner and installer to adhere to approved design for the installation, to maintain the required separation distances and to have the appropriate inspections. If the installation is not inspected by an AECS engineer, AECS will not be respoasible for the installed system. All engineer at AECS should be consulted prior to construction, to determine the number of inspections that will be required and to explain what these inspections will involve. Septic Tank The existing septic tank may be used, if it meets the capacity requirement for the residence and the approval of DHHS. If not, then specifications 2.2 through 2.6 apply. The septic tank shall be a UPC-Approved two-compartment tank~ constructed of 12-gauge steel with bitumastic coating and set level on undisturbed soil. If the tank is buried at a depth of 4 feet or ].ess, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board insulation. The septic tank shall be a minimum of 5 feet from the house foundation, and a minimum of $ feet from the absorption area. The septic tank and bed shall be a minimum of 100 feet from any private well or body of water, 150 feet from Class C wells, and 200 feet from Class A or B wells, unless otherwise specified. Less than 'the required separation distance must have prior approval or waiver by DHHS or Alaska Department of Environmental Conservation (ADEC). Piping shall be fitted with a mechanical watertight calder coupling on tile outlet and inlet of the septic tank. Out!et piping shall not be ]ess than 1/8" per foot slope. If the piping is buried at a depth of 4 feet or less, it must be insulated with an overlying layer of 2 inch burial type polystrene rigid board insulation. Cleanouts shall be installed as designated and copped with air--tight rain caps (Jim caps or equivalent), and extend a minimum of I foot above ground level. Seepage Bed The sand shall have a size accordance with the Municipality of Anchorage Regulations 15.65.077 A.3. The gravel for the bed shall be 0.5 to 2.5 inch, screened rock with less than 3% passing #200 sieve residual. All substitutes must have prior DHHS approval. The bottom of the excavation shall be level and raked with the backhoe blade to insure that the bottom has not been compacted during excavation. Equipment must not be driven on the excavated area. 3.4 The distribution pipe shall be perforated 4-inch rigid PVC with a minimum 3.5 3.6 3.7 crush strength of 1500 pounds and shall meet the approval of DHHS for use as drainfield pipe. All pipes shall be laid level, and spaced according 'Lo the drawings. Monitor standpipes shall be placed as shown in the drawings. They shall be 4-inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be either drilled 0.5 inch holes on 6 inch centers on opposing sides of the pipe, or a section of regular perforated sewer pipe may be clamped to the so]id section with a no-hub coupling or solvent welded joint. The perforated section shall be located in gravel only. The portion of pipe above the sewer rock shall be solid. A rubber raincap (Jim Cap or equivalent) shall be placed over the top of the pipe. If the final grade over the bed is less than 4 feet above the gravel, insulation is required, using burial type polystene rigid board insulation. There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil even though insulation is used. The solid pipe extending from the septic tank to the drainfield shall also have 4 feet of cover or an equivalent layer of insulation combined with soil. If insulation is not necessary, then the gravel must be covered with a layer of a nonwoven filter fabric. 3.8 The top and sides of the bed shall be planted with a white clover and red 4.2 4.3 4.4 fescue mix or blue grass. Inspections This bed will require a minimum of three inspections. The first inspection will be of the open excavation, to assure that the system is installed in the proper soil strata, correct depth and meet minimum specified design parameters. The second inspection will be performed after sand fill is installed, but prior to placement of gravel and distribution pipes. This inspection will verify that the filler is properly installed, that it meets specifications and that it fulfills the intention of the design. The third inspection will be after placement of gravel, monitor standpipes, and distribution pipe, to verify proper installation and position of pipes prior to backfill. The inspection of the septic tank installation can be incorporated with any one of the above listed inspections. A bed system is part of this project. Those specifications are part of these. All materials and workmanship shall meet the requirements of these specifications. It is the responsiblity of the installer to adhere to approved designs for installation, maintain the specified separation distances, and have the appropriate inspections. tf the installation is not inspected by an AECS engineer, AECS will not be responsible for the design. To determine the number of inspections that will be required and what these inspections will involve, an engineer at AECS should be consulted prior to construction. The excavator will locate all utilites before excavation starts. Verify lot line in vicinity of outfall. Do not cross lot line. 2.0 Curtain Drain 2 2 2 2 4 2 5 2.6 2.7 2.8 2.9 The curtain drain detail sheets shall be considered part of this specification. The curtain drain, drain pipe, and the out fall pipe shall be installed at a grade of not less than 0.45%. The curtain drain shall be handled according to manufacturer's instructions. The drain pipe shall consists of 4 inch diameter ADS corrugated and slotted polyethylene pipe, wrapped with drainguard fabric. The pipe between the curtain drain and the outfall pipe shall consist of solid PVC or PE pipe. There must be a separation distance of at least 30 feet between the septic system and the curtain drain. Backfill and compact as soon as possible as installation proceeds. Extend the fill material to a minimum of 6" above the curtain drain. The curtain drain outfall structure shall not be directly exposed to the atmosphere, but should be insulated and covered with cobble size rocks as shown in the drawings. The rigid blue styrofoam board insulation (or equal) shall be placed on top of the outfall pipe. The insulation shall be 2 feet wide and extend to within 1 foot of the outlet end of the pipe. This is not the first instance that this ha~ happened. I would teen, end that a letter be seat .to the Ems, power and phone companys inttructing them not to install their llnes over sewer lines. Last year when they built the power line they cut through the insulation on m bed. There is a problem that I see occurint which I think needs some addressing. I belleve that for the soils that ere lower than 190 sq. ft. per bedroom (i,e. soils that aren't adjusted upgrade) that beds are being designed with the square foot equal to the number of square foot per bedroom times the number of bedrooms. Appendix I page 81, I3 of the UniformVlumblnE Code dated 1982 states as follows: 2) '~-nere leaching beds are permitted in lieu of ~renches, the area of each such bed should be at least 50 percent greater than the tabular requirements for trenches." It in =y o~inion that ~hen ever a bed is installed the soils should not be adjusted per the Municipal Plan. ! recommend the parc rate of the soils times the number of bedrooms times 1.5. ! believe that if ~e stick to that we will have beds that ~ren't ~nlng to fail in the near future, Otherwise I have some serious reservations on the ability of the smaller beds to continue serving over i long period of time. Based on our recent field trip to the site and our subsequent discussions, we are prepared'to issue a conditional Health Authority Approval with the following requirements: - ~ e One additional ground water monitoring well must be installed upgradie%t of the existing on-site system; Monitoring for ground water level upgradient and down gradient of the system must be conducted at least once per month until June 30, 1988. Based on the present readings from the ground water monitoring well you recently installed, the bottom elevation of the existing wastewater disposal system will have to be raised a minimum of two feet. This condition is necessary to assure that the required four foot separation to seasonal high ground water is maintained. The existing wastewater disposal system, if it can be continued to be utilized, shall be increased in size a minimum of 50 per cent in order to bring it into compliance~with sizing requirements under the on-site ordinance. Mr. Bert Hall, Director Department of Health & Human Services Municipality of Anchorage 825 L Street Anchorage, AK. 99501 Re: Lot 2, Block 4, Northwoods Subdivision Denial of Health Authority Dear Mr. Hall: On approximately January 13, 1988, my company requested a Health Authority Approval for the subject property. On January 18, 1988 it was disapproved by Dan Bolles as per the attached information. I have examined the supporting MOA information presented and found it lacking. I have requested more supporting information but it has not been supplied. Apparently, it is unavailable. The monitoring well referenced in the MOA report is 156 feet from the system monitoring tube. It is also 4.6 feet higher than the ground level at the system monitoring tube. The house and the driveway lies between these points. The system elevation at 89.1 feet. See sketch. Our adequacy test shows the system is adequate for a 3 bedroom home. In reviewing the record, I have noted that -the system is too small by one-third. The system is undersized for long term operation. It has 630 sq.ft, instead of the proper size of 900 sq.ft. The bed would work under normal loads but when recurring peak loads or under prolonged overload the system can fill with water and overflow. The prior owner of the home had a very large family (7 persons) which would explain the high water levels in the overloaded, undersized system.he MOA design was not correct because of a faulty decision that year on how to design beds. A memo of July 19, 1983 pointed out the design error to Robbie Robinson. Ice in the standpipes at the ground level is not proof that a system has failed. Between late December and early March there are warm periods which allow the ice crystals in the standpipes to melt. It is just at or slightly above freezing temperatures when this occurs. The melt water runs down the tube walls. As the condensation reaches the part of the pipe that is under the snow pack it cools and refreezes at or near the frozen ground. This cycle can continue until there is a solid plug in the pipe. It appears that the system is filled with water and frozen at the ground surface. If one is to use a bar, one finds that this plug may be frozen 2 to 6 inches thick. It is suspended above the system bottom but not near any water. I have seen this on many occasions, over trenches and over beds. Only, rarely is evidence of high water seen. Most failing systems are liquid at the ground surface as the water from the septic tank is still quite warm. Ice plugs then do not exist. To nsc this plug alone as bona fide evidence of system failure is faulty. 1200 LOesl 33rd Auenue. Suite B · Anchor,qe. Alaska 99503 e[907) 561-5040 On February 12, 1988 a monitor tube was placed to -9 feet at a location 14.8 feet down slope of the bed. The 1 inch PVC tube was slotted, then wrapped in fine texture engineering cloth to keep out silt. A gravelly sand was placed around the pipe to about 4 feet below ground level. Bentonite was mixed with some of the sandy silt and packed around the pipe to the ground surface. It was mounded and covered with Visqueen to prevent surface water from entering the monitor hole. The bottom of the system at the monitor tube was at an elevation of 89.1 feet and the ground surface was at 91.8 feet. There is only 2.7 feet difference between the top of the ground and the bottom of the system. The system bottom was only slightly damp on February 12, 1988. A family had been in the house for over a month when the test well was drilled. The water level under the system bottom was -4.5 feet on the day drilled and -5 feet, one week later. The latest monitoring was during the period when Anchorage had extremely warm weather. As the soils over a shallow bed are warm, melt water would tend to flow into the system. On would have expected the water level in the testhole to have risen. See sketch. The soils run by Oyster in 1983 is esssentially the same as experienced in 1988. See soil logs. Comments are made on the evidence supplied by Dan Bolles is attached and marked in blue,ink. No substantive written evidence has been presented to support denial of the Health Authority. I recommend that the Health Authority approval be granted with the following conditions: 1. The system be enlarged to correct 'the permit design error. 2. The entire system be insulated with 2 inches of insulation or an additional 1.3 feet of soil. 3. The monitor tube be left in place for future monitoring.
