Ref: Proposed Septic Tank Upgrade for Pollock Homestead; Block B, Lot 7
To whom it may concern:
The existing three bedroom house is served by a private well and septic system. The
existing septic tank and lift station are at the end of their useful life and need to be
upgraded. We are proposing to replace the existing tank and lift station with a 1,500
gallon deep burial STEP tank. The existing tank and lift station will be decommissioned
per UPC. See attached design drawing regarding the proposed tank location.
We are unaware of any adverse impacts this installation would have on adjacent wells
or septic systems. If you have any questions, please contact us at 337-6179. Thank

Since the house 5 bedrooms, the septic system must be

[)uring the site visit with John Smitln~ and Dan Roth, en
8/6/93, their were some surface ~aters within 100 feet o'g
t':.he proposed (now existing) septic system. Hewevec, it
appeared that most o¢ it was due to e)<cavation/eart, hwork
being done in the area. It was their/my belief that these
surface waters will disappear once the construction/fill
~ork is completed. ~oh~} Smith agreed tee overlook the
surface water problem until next spring, at which time, if
'hi~e problem still exists, a surfa.(se water waiver will be
I"equived. The potential for ~astewatec cemin(~ into contact

apparent that ~nere is a drainage oroblem on the northeast
cornen.lof your lot. It is my unoerstanding that Green Point
Ave. was recently extendeo along your north property line,
and nas since ac~ed as a cam, preventing surface water from
following iss natural arainage paEn %o the north. Although
I did,"not see your property prior ~o the construction of the
road, :~:i5.~ is clear that the small "creek" which crosses your
propeq]ty was no5 orovided a culvert so that it could pass
under;~the roam~ and ~as consequently backed up on' your
prope~y. It is likely 'that this backup, has resulted in the
presence of surface water cowards the southwest. In order
to mid, gate this problem, it is my recommendation 'that a
culverin! be pZaced under the road, at 5he northeast corner of
the 16]{, and the "creek" diverteC towards the culvert. In
addition, olaoement of soil in the oack portion of your lot,
and g~ading it tomards the northeast would further ensure

We understand the concern expressed in your letter of June 16, 1993, to Jim Topolski about
possible impacts the construction activities may have had with Chugach's underground
installation in the vicinity of your property.
Unfortunately it was necessary to clear Chugach's easement for the installation of the
underground ducts. Some surface restoration work is still scheduled in the area for this summer,
but it will primarily consist of seeding with grass to prevent erosion.
The design for our facilities did not alter the drainage pattern in the area as far as we know, but
we have engaged the services of a consulting engineer to investigate possible changes which we
may not be aware of.
In the course of these investigations, we may call on you for permission to inspect the septic
system and any records of adequacy tests and monitoring.
The busy summer construction season has not allowed us to schedule the investigation until
around June 30, 1993. We will keep you informed of our findings and ask for your coopei~ati0n
in investigating the possible causes of any changes in drainage on your property.

In accordance with your request, we have conducted an
inspection and survey of of the septic system on Lot 7, Block
B, Pollock Subdivision.
This survey and inspection was conducted in order to
determine whether the buried transmission line construction
in the Greenpoint Avenue right-of-way, has impacted the
septic system of the above referenced lot.
The lot owner claimed in his June 16th, 1993 correspondence,
that the construction of the buried transmission line caused
changes in the groundwater flow dynamics, which has caused
his septic system to fail.
My conclusions are as follows:
I found no evidence connecting the construction of the
buried transmission line to the failure of the property
owner's drainfield.
2. There was no evidence that the drainage patterns had
been substantially altered by the construction of the
buried transmission line.
3. The original percolation test performed on August 27,
1980 showed existing ground water at the site.

4. The original soils rating of 225 square feet per bedroom
indicates tight soils that are sensitive to failure.
5. The 3/4-inch PVC monitor tube recently installed shows
no standing water. The monitor tube is located just
outside the existing drainfield, meaning the source of
water in the drainfield is most likely coming from
within the sewage system itself not externally from
groundwater.
In conclusion, I see no connection between Lot 7's septic
problems, and the work conducted by CEA and its contractors,
in the adjacent right-of-way.

Your request for a waiver(s) of the required 100 foot horizontal
separation of a septic system to the surface water has been
approved. The herein approved separation distance between a
potential groundwater sourse and the extremity of the leachfield
is 40 feet. If, after breakup (1994), it is confirmed that
surface water does encorach on the leachfield on Lot 7, Chugach
Electric Association, who created the problem, will be directed
to correct the drainage problem.
This waiver approval applies to the existing septic system to
surface water separation only. Any future upgrade to the septic
system will require all separation distances }De met or another

An upgrade to the subject system was performed this fall and
approved by DHHS on 10/19/9~. On the cover letter submitted
with the as-builts, the subject of surface water was
discussed. The agreement was that the homeowner would have
the property inspected next spring, and a ~aiver obtained if
necessary. ~ conditional HAA ~as issued by DHHS based upon
this fact. Unfortunately, the mortgage company (City
Mo~-tgage) will not refinance the Smith's loan with a
oonditiol]al HAA. In short, they have to either get a non--
conditional HAA at this ~ime, or wait until next spring to
refinance their home. The homeowners would prefer the first
alternative.
The proposal is to apply 'for the waiver no~, even though the
need for it cannot be deter-mined unti~ next spring (see
attached ¢;opy of letter submitted with as-built drawings,
dated 10/11/95). Since ~t is not possible to determine the
location of surface ~ater until spr~ng, ee are requesting
that a ~aiver be issued based upon the ~ater encountered on
5/20/95, ~h~cl-~ ~as 40 feet a~ay from the old trench (see
attached copy of drawing dated 6/13/93 ~hich sho~s
topography, and location of surface ~aters). Since the ne~
trench was essentially put ~n the foot print of the old
trench, th&s separation distance would s'biIl be valid.
The property slopes down from the trench towards the surface
water; however, since the new trench is a pressure
distribution system which does not have any clean-outs, and
there is a 6 foot deep sand layer (Lake Otis gravel) down to
the water table, the potential for ~astewater to daylight is

almost non-existent. In short, there are no clean-outs for
~Jastewater to overflow out of, and the soil below the trench
is so porous that wastewater should move downward rapidly,
rather than dayl~_ghting out the side of the cutbank.
Based upon the facts presented, it is my opinion that there
is only minimal risk associated with granting a waivsr (40
foot separation) of the subject separation distance.

reconstructed a new trench directly over it. The de:sign
calculations submitted previously assumed we ~ou]d encounter
s~oils similar to what the initial design ~as be':.sed upon;
so~.ls
however, in the pro'dess of removing the contaminated '
~e excavated domn to a depth cT approximately 92
(bottom o¢ old trench ~as at elevation o¢ approx. 96.75) and
"broke" into a layer of soil which varied from coarse black
sand to sandy gravel, .and ~as in the groundwater. It ~a~,
clear that tlqis material ~as similar to, or' better, than the
soils encountered in the percolation test (5/29/93), which
rated at .8 gpd/¢t2. I did not run a percolatio.n test on
the soils in the trench bottom (most o'f it 'was
groundwater) but I am confident that a majority of..it would
percolate at a rate of 1.2 gpd/ft2. ~onsequently, I opted
to clog the entire trench bottom to this depth. ' Prior
proceeding, I contacted John Smith, via ..t~lephon~
10/5/93, to obtain his approval. We then placed 6.2 to
feet of lake otis gravel into the treoch to serve ,~s'
f~'lter fcorn the drain rock (at 98.75)- to the .3bso.r'pl:.5
layer. This design is essentially the same as -origino. l].¢
proposed except that we excavated to a d~epe'r depth and

'During,, the site visit with John Smith, and 'Dan Roth, on
8/6/93, their were some surface waters w. ithin 100 feet of
the proposed (now existing) septic system. Howev.er, it
appeafed that most of it was due to excavation/earthwork
being done in the area. It was their/my belief that these
surface waters will disappear once the construction/fill
work is completed. John Smith agreed to overlook the
surface water problem until next spring, at which time, if
the .problem still exists, a surface water waiver will be
required. The potential for wastewater corning into contact
with surface wate~ is almost nonexistent since the
distribution piping (1-1/4" PVC) is Pressurized and contains
no clean-outs. In short, there appears be be no hart,', in
~aiting until next sp¢ing.

(1) IMPORTANT: For automatic operation, this pump must
be plugged into the sewage pump switch. Switch
installation instructions are in switch box. This pump
will run continuously when plugged directly into an
electrical outlet.
(2) Check to be sure that the power source nsed corresponds
to the voltage stamped on nameplate.
(3) Determine that fuses or circuit breakers of ample capa-
city are provided in the electrical circuit.
(4) Smnp should be at least 16" diameter and 24" deep.
(5) Pump must be placed on a hard level surface. Use bricks
or other suitable support in bottom of sump. Never place
pump directly on clay, earth or gravel surfaces.
(6) Use a 3" iron pipe size check valve in the discharge line
to prevent back flow of water into sump.
(7) Do uot cut or splice the electrical cords, Do not allow
electrical plugs to become submerged,
(8) Do not use extension cords. They can reduce voltage
sufficiently to prevent pumping.
(9) Always unplug pump from electrical receptacle before
handling, Use only a grounded receptacle.
(10) Do not operate pump out of water.
OPERATING INSTRUCTIONS

Petroleum products should not be allowed to drain into
sump, Oils, paint thinner, alcohol, gasoline and similar
materials have an adverse effect on pump materials.
Continuous pumping of water over desrees F is not
recommended.
Do not allow pump to handle cement, mortar, plaster,
gravel or mhd.
(3) This pump 'is built to operate automatically when
plugged into the sewage pump switch. The switch will
turn the pump on and off as the water level varies.
(4) This pump is permanently lubricated. No oiling or
greasing is required.
SERVICING INSTRUC'YIONS
(1) If pump fails to operate:
a. Check to be sure you have power.
b. Is water level high enough to activate switch?
c. Is the intake nozzle or impeller clogged?
d. Is the check valve or discharge pipe clogged?
e. The motor is thermally protected, If pump starts
and then stops right away, disconnect from power
source for 30 minutes, allow to cool, then reconnect
to power source.
(2) If pump fails to pump sufficiently to empty sump:
a. Clean out intake nozzle or impeller.
b. Clean out discharge pipe and check valve.
c. Open all vclves in discharge line.

If pump will not shut off:
a. Check bubbler air bell and the plastic vent tube for
obstruction.
If pump continues to malfunction or is inoperative, re-
turn to the plumber, jobber or distributor for further
examination or repair.

prol~arty. In r~ponse to yo6r request, Mr, Kent Sheets, an EnvironmentaITechnlcJan
with 611fiiJan Engineering, I~¢,, visited tho above referenced property on May 10,
1993 and completed all th'e necessary work for submittal to the Municipality of
Anchorage for Operational Approval.
This work included an adequacy test on the septic system and a 4-hour well flow test
on the water supply systerfi. We also collected a representative ,ample from the
water supply System and an:alyzed, the sample for total coliform bocteda and nitrate,
Upon completion of the work, we prepared the appropriate Municipality of Anchorage
Health Authority Approval form~ which ,re enclosed with this letter. The folJowjng

Star~ing the lnltial water flow into the septic tank and soil absorption system, it was
noted that there was already 23.§ Inches of water ~tandirlg Itl the absorption ~ystem
monitor tube. This Indicate~ that there was a problem with the system'~ ability to
absorb wastewater flow, Adcording to the Municipality of Anchorage's records, th~s
system has 24 inches of gravel beneath the perforated pipe, which Is the effective
absorption material. This ~ feet of grave] Is already inundated with.wastewater,
indicating tha~ the field Is negating the end of Its useful life,
After introducing 480 gallon's of water Into the system (based on 160 gallohs
bedroom), the water level rose an additional 62 inches, bringing the water elevation
to 30 inches, ~ inches abo~e the effective depth of gravel. As a result of Our
findings, we believe this system will not ~eet the M~nlcipalfty of A~chorage Health
Autheriw Approval stander, d{ for an on-lot ~epti¢ system,
WATER WELL SUPPLY SYSTEM
Our Inspection revealed that l~he well ~onsist8 of a 6-inch diameter steel casing which
is covered with a suitable well seal. The casing extends 12 inches above the ground
~urfaco, and the drainage app~ears to be adequate within a 10-foot radius around the
well. According to the attached well log, the well has a total depth of approximately
70 feet. The static water level was measured at 19 feet 2 inches be]ow the top of
the.casing at the time of the :well flow te~t.

To determine the yield of the' we I, ~ pump test was conducted utillzll~g the existing
well pump (size and type are~ unknown), During the test, wa measured the pump
discharge rate and monltore~l the drawdown of the water level in the well, The
recovery of the water level !ri:the well was also monitored after the 4-hour pump test

test results indicata that the waLer qualKy is acceptabla and satisfies the Municipality
of Anchorage minimum req.'ulrements,
