SOILS INVESTIGATION Two test holes were excavated on June 4, 2024, and logged by Charles A. Leet, PE. Test Hole # 1 As part of determining the existing field location, Test Hole #1 was performed close to the end of the existing field. Ground water was seen at a 7.5 foot depth not finding the field, we went to a depth of 9.5-feet. At this this point in the excavation of the test hole we noticed fabric and septic rock on the sidewall at the 7.5 elevation. The test hole had water which was concluded to be effluent from the field. Groundwater/ effluent was detectable after 10-day monitoring. A percolation hole was dug 5’ away from the Monitoring tube see Test Hole #2 Test hole # 2 was advanced to a depth of 16-feet. The soils consisted of sand and silty sand, with pockets of pea gravel. Groundwater was not observed in this test hole which led us to further believe the Test Hole #1 water was the result of the neighboring septic field with was disturbed during the test hole. Test Hole #2 was checked on Jun 24, 2024, for water, there was none. The percolation test was conducted 5-6 feet below the surface. Based on the percolation test the soil application rate 1.2gallon/day/square feet was selected, see the attached soil logs. TOPOGRAPHY See the attached asbuilt prepared by Fairpoint Land Services, LLC. SEPTIC TANK REQUIREMENTS The existing septic tank is slow draining and the age of the system is approaching its useful service life. This design will require a new tank and we are proposing a 1500 gallon HDPE STEP tank for the tank replacement. The STEP will allow the placement of the field near the existing ground surface. The existing steel tank is in two well protective radiuses, Lot 8, and Lot 7. In order to meet the required separation distance from the field, the new tank will need to be installed closer to the wells. The existing tank will be disposed of onsite or hauled away per AMC. Municipality of Anchorage On-site Water and Wastewater REVIEWED FOR CODE COMPLIANCE OSP241199, Deb Wockenfuss, 08/06/24 Ptarmigan View Estates, Lot 8 Page 2 of 2 July 17, 2024, rev 8/5/2024 Professional Consulting --- Practical Solutions ARE, LLC Project No. 2023028 DRAIN FIELD DESIGN We are proposing a 5-wide absorption field that will be constructed outside of the subject property’s protective well radius and the neighboring Lot 7 protective well radius. This will require deeper excavation on the north end of the field. The proposed residence is a 4-bedroom dwelling with a design flow rate of 600 gallons per day. The prescribed application rate is 1.2 gallons/ft2. The required area is 500 ft2. We are proposing a 5-wide trench with a 4-foot effective depth with a length reduction factor of 0.5, with those dimensions the drainfield will be 50-feet in length for a total of 500 ft2. A no replacement field is shown on the drawing, as the only available would require a separation waiver. When the needs to be replaced Advance Wastewater Treatment system could use the old field or require a smaller discharge footprint. The trench will be connected to the STEP via a 1.25” transport pipe. The 50-foot field will have a 1.25-inch lateral with 1/8” holes facing down drilled at 2-foot centers. Attached is the Orenco Pump Selection for a Pressurized System Summary including the pump selection data. The tank, pipes and field will be insulated with 2-inch rigid insulation. The transport line will slope back to the tank’s weep hole to avoid potential winter freeze ups. SURFACE WATERS There is no surface water within 100 feet of the proposed system. Drainage arrows on the site plan indicate the slope and direction of stormwater runoff. (See attached site plan) WELLS & DRINKING WATER The property’s has three waivers. as listed below and identified on the drawings. By turning the tank parallel to the septic field, the separation distance was able to remain the same for Lot 8 and Lot 7. Lot 8’s existing field will be abandoned in place therefore this waiver will no longer be required or sought after. Testing for Lot 8 On June 28, 2024, water samples were collected and submitted to SGS Lab for analysis for Lot 8. Two water quality tests were performed: Total Coliform Bacteria and Total Nitrogen. Total Coliform Bacteria -The results were satisfactory for the absence of all three components of Total Coliform Bacteria, E. Coli Bacteria, and Fecal Coliform Bacteria. (see attached SGS Drinking Water Analysis Report). Total Nitrogen – The combined Nitrate/Nitrite value Was nondetectable, 0.2 is the LOQ (Limit of Quantification) In fact, the Nitrate/Nitrite sample indicated values have been nearly unchanged since 1990 when the last waiver was granted for Lot 8. Separation Distance Encroachment Current Proposed1 Well on Lot 7 to Septic Tank on Lot 8 92 ft.92 ft. Well on Lot 8 to Septic Tank on Lot 8 85 ft. 91 ft as checked on asbuilt 92 ft. Ptarmigan View Estates, Lot 8 Page 2 of 2 July 17, 2024, rev 8/5/2024 Professional Consulting --- Practical Solutions ARE, LLC Project No. 2023028 Testing for Lot 7 According to the COSA issued on August 17, 2022, water samples were collected and submitted for analysis for Lot 7 On August 2, 2022. Total Nitrogen – The combined Nitrate/Nitrite value was also non detectable, 0.2 is the LOQ (Limit of Quantification of the test) In fact, the Nitrate/Nitrite sample indicated values have been nearly unchanged since 1989 when the waiver was granted for Lot 7. Recommendations We are requesting a waivers of 92-feet between the onsite wells, on Lot 7 & 8 and new HDPE septic tank to be reissued with this submittal. We believe the waiver is justified for the following reasons: An HDPE tank is less prone to leaking than the previous vintage steel septic tank. The 1990 waiver request indicates the well depth is 200 feet deep with a silty clay layer between 43 feet to 190 feet providing vertical separation. The well is upgradient of both the tank and absorption field. Bacterial analysis indicates the current well is free of bacteria. The Nitrate/Nitrite were below the 10mg/l recommended practice set by EPA. Based on the information provided in this report, it is my opinion that the lesser separation distance will and has not had an adverse effect on the groundwater, nor will the public health welfare and safety be at risk. SURROUNDING PROPERTIES We do not anticipate any adverse effects on the neighboring septic systems, reserve areas or drainage patterns by the installation of the proposed wells and septic system. Box 196650 Anchorage, Alaska 99519-6650 RECEIVED REFERENCE: Lot 8; Ptarmigan View Estates Request you issue the attached Health Authority Approval and grant a waiver for the horizontal separation distance between the septic tank and the well on the referenced property at 85~t. We also request a waiver for the distance between the referenced septic tank and the well on the adjoining lot 7, at a distance of 92 ft. When the septic system was installed on the referenced property in May of 1981 both wells were existing. The lesser separation distances were ~ed and approved by the Municipal inspector at the time of installation. Following is the results of a risk analysis performed using the State of Alaska, Department of Environmental Conservation "Separation Distance Waiver Guidelines": A. WATER TABLE: From well log - Water encountered at 190 ft. Septic Tank Depth is 9 ft. Separation equals ~_l_ft. = 7.4 pts. B. SOIL SORPTION: Mixture of Soils - Gravel, Sand, Silt, Clay = I. 5 pts. C. PERMEABILITY: (Same soils as above) = 1.5 pts. D. WATER TABLE GRADIENT: From Flow Test - Drawndown = Separation = 85 ft. Hydraulic Gradient -7% 6 ft. = I .6 pts. E. HORIZONTAL SEPARATION: Minimum Separation = 85 ft. = 2.4 pts. TOTAL POINTS = 14.4 17034 EAGLE RIVER LOOP, SUITE 204, EAGLE RIVER, ALASKA 99577 Page Two Lot 8; Ptarmigan View Estates November 29, 1989 Other factors to be considered include: I. The well log shows several~ layers between the surface and where water was encountered at 190 ft. This wo~ld help prevent the septic effluent from reaching the aquifer. 2. Only the septic tank is within the required separation distance. The septic tank should allow only a minimal amount, if any, of effluent to enter the ground. 3. Nitrate samples from both wells showed no nitrates detected. It is our opinion that the horizontal separation distance prescribed by 18AAC72.021. is not required in this case.
