based on procedures outlined in the Certificate of On-Site Systems Approval Guidelines for this application,

The flow and absorption rates may change due to subsurface conditions that may not be observed from the surface,changes inland use,
local soil characteristics, groundwater levels that may fluctuate during the year and the water usage of the family being served by the
system. The operational life of all well and septic systems are subject to these various and dynamic characteristics and are outside the
control of the evaluator of the well and septic system. Therefore, ArcTerra can not give any estimate of how long a system will function
satisfactory for current or future occupants or can ArcTerra guarantee that no unseen \

The wastewater system serving the subject property has been inspected several times by Flattop technical
services and DHHS engineers. Based on those inspections it appears that the system is working properly.
However, due to the steep topography above the system, there may be some seasonal mn off during
breakup events which may be intercepted by the system. It is suggested tbat the system performance be
monitored during spring breakup in 1994 to determine if any corrective measures such as construction of
water bars may be required. Also attached is a letter from Flattop Technical Services which more fully
describes the system performance. Based on DHHS inspection of the system the attached Health
Authority Approval is issued unconditionally.

disposal systems serving the Bash residence on Tract 1 of Rabbit Creek S/D #2, located at 7035 Our Own
Lane. You may recall our phone conversation on May 14, during which I described the quite different
perfo~xnances we had observed during our adequacy tests in April and May of this yem'. At the time you
indicated that DHHS probably would be willing to issue a HAA certificate, based on the latter adequacy
test demonstrating that the em'lier poor performance was a temporary effect of breakup conditions. The
following is a description of our test procedta'e and findings.
According to the as-built inspection report on file at yom' office, the wastewater disposal system was
installed in August of 1981 and consists of a 1250 gallon septic tank followed by two pm'allel soil
absorption U'enches. The house and septic system m'e located on a gently sloping bench midway up a
steep hillside above Rabbit Creek. As constructed, the upper u'ench is 62 feet long with 3.5 feet of sewer
gravel and must be surcharged in order for effluent to flow over into the lower 29 foot long trench with 6
feet of sewer gravel. It appem's that the standpipes in each of the trench segments peneu'ate little, if any,
below the level of the horizontal clisu~ibution pipes.
Our lb'st adequacy test was conducted on April 6, during the midst of an early breakup at a time when
the snow was rapidly melting on this south facing lot. At the stm't of our test the fluid level in the
standpipe for the lower trench was 17 inches below ground level, and in the standpipe for the upper trench
was 39 inches below ground level. The fluid levels in the septic tank appem'ed to be normal. The
addition of 113 gallons of water to the system caused the fluid level in the lower standpipe to rise 8 inches,
in the upper trench standpipe to rise 7 inches, and in the septic tank to rise 4 inches. Over the next 2
hours all fluid levels receded only approximately 1/2 inch. Based on these measurements I concluded that
the system was Operating in a slightly surchm'ged condition and thus did not qualify for a HAA certificate.
Because of the adverse climatic conditions at the time the system was tested and the fact that the owners
reported never having any backup problems in the 6 1/2 yem's they had lived there, I agreed to recheck the
fluid levels after a month had elapsed to see if there was any significant change. I returned to the property
on May 5, and was quite surprised to find the standpipes in both trench segments essentially di'y. We
then went back on May 12 ~ 13 to conduct a second adequacy test of the wastewater disposal system.
Within the first 100 gallons the fluid level in the upper trench standpipe rose 31 inches, but then remained
essentially unchanged as the remainder of 1003 gallons of water was addext to the system over a two day
period. I interpreted this behavior as indicating that the fluid level in the upper U'ench had risen to a point
where it was spilling over into the lower trench. In the lower u'ench the fluid was flowing into a gravel
zone below the level of the bottom of the standpipe.
These test results indicate that in a one month period the wastewater disposal system had gone fi'om a
surchm'ged condition to a non-surged condition with a surge capacity in excess of 700 gallons. During
this period the house had remained occupied and the system had not been pumped, so the only apparent
difference was that the trenches were no longer intercepting snowmelt. Because the well yield was too
low to allow us to completely fill the system dm'ing the second test, the adequacy dete~znination was made
on the basis of the excess surge capacity above the design daily flow rate. If, after review of our test data,
yon concur that the system is adequate, we would appreciate your issuance of the requested HAA
certificate.
