The drainfield is 100% full and needs to be upgraded. We are proposing to install a new 1500 gallon STEP tank with Quanics CAT II components, including one 650 Aerocell pod, timed panel, and bed type drainfield. We are proposing to excavate out an area, at least 10 feet wide and 23 feet long, within the perimeter of the existing seepage pit so as to remove all the contaminated drainrock and soil below it. We are then proposing to fill the excavation with MOA approved sand, so as to place the bottom of the new bed at least 5 feet higher in elevation than the bottom of the existing seepage pit. The decision to raise the elevation of the system was made after reviewing the groundwater conditions and type of wastewater treatment systems found on lots in the immediate vicinity (see notes on the 100 scale drawing). All of the subject lots have mounded drainfields served by AWWTS (Advantex and Quanics), or are on a holding tank. In short, the decision to raise the elevation of the drainfield 5 vertical feet is reasonable. 1. SOILS: See the attached 2004 soil log by Robert C. Cowin, P.E. which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: See waiver request below. 4. TOPOGRAPHY: The average topography around the proposed drainfield is flat, however, it does slope from the drainfield to the driveway and drainage ditch to the east, north and west of the proposed bed. 5. WAIVER: We are requesting that your department issue a variance from the required separation distance of 100 feet from tank and drainfield to surface water (in the east road ditch parallel to Carl Street and south) down to 20 feet. Justifications for granting this waiver is as follows: • There is an existing surface water waiver in place (#WR040049) for a separation distance of 30' between the existing seepage pit and the subject surface water • We will be using a CAT II advanced treatment. The effluent quality discharged will be significantly better quality in terms of BOD, TSS and bacteria contamination than standard septic tank effluent, reducing the risk of contaminating the subject surface water if contact is made. • The system will be remotely monitored. If it were to become surcharged, the service provider would be notified and corrective action taken. • The location of the proposed tank and drainfield is highly visible, if effluent were to overflow, it would be noted by the homeowner and corrective action taken • The area between the surface water and proposed septic system components is vegetated. • The proposed system will be an improvement over the current system. • The existing drainfield is in a state of failure and during GEG site visit on 9/11/2017 no "weeping" into the steep slopes was noted. • As can be seen on the attached profile drawing (page 4/4) does not intersect. • A berm will be constructed to the east and north of the proposed drainfield, so If effluent were to overflow, it would not travel directly towards the surface water. • The surface waters to the south are up-gradient of the proposed drainfield. If effluent were to overflow it would not travel directly towards the surface waters. Also request a waiver from the crib to the northeast property line curve at 8'. A test hole was excavated on 7/2/04 and a percolation test performed for purposes of ENGINEERINGSTUDIES ANDREPORTS documenting the septic system. After monitoring groundwater for seven days, the highest water level was found at 4'10" below the bottom of the leachfield crib. Additional excavations were made at various locations around the crib to determine the aerial extent and how the crib was constructed. The results of this exploration are shown on the WELCTION sPLOWTESowTEsr attached inspection report and soils to P P g• The area over and downslope of the septic system was regraded on 7/16/04 to provide 3' of cover over the crib and 4' of cover over the septic tank. The property slopes from south to SITE PIANS north. A bene has been constructed bordering the east property line which will not allow surfacing effluent to reach surface water directly. The travel distance of any potential surfacing effluent would exceed 100' (see attached site plan). Surfacing effluent would ROAD DESIGN travel through a top soiled and seeded area providing some treatment, and would be easily spotted in full view of the street. There is also a swale along the driveway and road which will become vegetated by natural growth. No evidence of any past occurrences of sewage overflow was noted. SOILTEST We do not anticipate any adverse effects on neighboring wells, septic systems, reserve areas or drainage patterns by the granting of the above requested waivers. The home is being sold and the owner (Andrew Grow) contacted Mike Anderson, PE to do the engineering work for the COSA. Mr. Anderson noted that the drainfield unexpectedly had standing liquid (4 inches) in the monitoring tubes. He reportedly introduced some water into the drainfield. Concerned with his findings, Mr. Anderson contacted me (Jeff Garness) via phone and email (4/4/22) to convey his concerns. We both agreed that the subject drainfield (underlain by 2+ feet of MOA sand) should be dry. On 4/5/22 a GEG staff member inspected the system and found both drainfield cleanouts were dry and the liquid levels in the monitoring tubes varied from 1.5 inches to 4.75 inches. No water was running in the FCO, and no water intrusion was observed in the MH riser. The Aerocell media had a "chemical' odor to it and the foam cubes in the top 12-18 inches appeared to have an inorganic substance on them (Paint? Drywall mud?). No significant biomat was noted. Arrangements were made for the STEP tank to be pumped so that the integrity of the tank and the presence of plumbing leaks could be ruled out. The tank was pumped on/around 4/11/22. The house was mostly unoccupied following the tank pumping. It was confirmed that the tank was watertight, and no plumbing leaks were noted. Based upon the evidence found, it is reasonable to believe that the drainfield was fouled with an inorganic substance and not a biomat. It is believed that the drainfield liquid level is the result of one or more factors, including, but not limited to: • Introduction of an inorganic substance into the drainfield. It is quite possible that the drainfield was slightly compromised by the 7.2 magnitude earthquake that occurred in November of 2018. This could have resulted in mixing of the drainrock and MOA sand, resulting in reduced pore space in the drainrock. It is possible that silty drainrock was installed during the initial construction, causing some fouling at the drainrock/sand interface. The owner was unable to provide maintenance records for the AWWfS. The drainfield was tested on 4/26/22. Prior to the beginning of the test all of the monitoring tubes were dry. Over a period of 330 minutes a total of 453 gallons was introduced into the drainfield. The liquid levels in the MTs rose to 5 inches (south end) and 7.5 inches (north end). The water rose less than 1/2 inch into the drainfield cleanouts. The last 230 gallons introduced only caused a rise of about 1.5-2.0 inches. During the recover period, the liquid level dropped 1.5-2.0 inches in 120 minutes. In -short, the drainfield absorbed at least 230 gallons in two hours. Based upon the testing data, it was determined that the drainfield meets the absorption requirements for a three (3) bedroom residence; however, it is recognized that something has compromised the drainfield performance.
