Ladies and Gentlemen:
I am writing to request a holding tank installation permit for the above referenced property. The
existing holding tank has become compromised and must be replaced. A site plan, design
drawings and construction specifications are enclosed for your review.
System: We are proposing a new 2000 gallon holding tank. The holding tank will contain a
high water alarm switch set to activate with 500 gallons of reserve space, this will provide an
additional day to have the tank pumped at maximal usage. A contract with a septic tank pumping
service will be maintained so that the system is pumped on a regular basis. We expect to have the
tank pumped every 2 to 3 weeks. Final disposal of the waste will be at the AW WU treatment
facility.
Soils: The original septic system was installed in 1977 and appears to be installed in ground
water. Once that system failed in 1982, a 2000 gallon holding tank was installed. During recent
excavation on the property, we found a layer of peat and organics over saturated silt with
groundwater at the organic/silt interface. This is consistent with the 1982 test holes performed
prior to the initial holding tank installation. The soils are not suitable for either a traditional
septic system or an advanced wastewater treatment system.
Surface Water: There are no surface waters within one hundred feet of the proposed septic
system upgrade.

The installation of this holding tank will not prevent wells and septic systems from being
installed on the adjacent lots. The proposed septic system will not change the general slope of
the area. Ponding and/or concentration of surface runoff will not result from this installation.

The Required Size of the Soil Absorption System Is:

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the response ility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.
TWO(2) INSPECTIONS ARE REQUIRED # #
Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 2.5 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper. installation.

Backfilling of any system without final. inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

I am writing this letter in regards to rs. Mo _
Property, Lot 5, Block 8, Rabbit Creek eights
. She wishes to
place a holding tank on this property. I sent a letter to you
earlier explaning what work I had done for her. I found that
the leaching system was placed in grey silty soil. This soil
was too tight for adequate percolation. Our test holes had
filled with water to within 2 feet of the ground surface the
day after we drilled them. This was caused by water running
through the top 2 feet of peaty soil. I performed a
percolation test on the layer of soil just below this peat
layer. The silty material was rated at 240 sqft per bedroom.
Unfortunately this layer was compacted by heavy equipment
during construction of a curtain drain, rendering this layer
useless for soil. percolation. The rest of the site consist of
silt overlain by peat. In most places the water table is
within six feet of ground level. It may be possible to
install an engineer system on this lot but it would be very
expensive. Because of the above mentioned conditions we
recommend that a holding tank permit be granted on an interim

The Department of Health and Environmental Protection has
received your inquiry and has the following responses to
specific points of the inquiry:
Soils Test
Mr. Kennedy has reviewed your: soils test i-nquiry, August 20,
1982, and states the area considered for conducting the
percolation test was 4' - 6' below surface, however, the soils
report does not specifically state the test was conducted with
a two(2) foot head of water and was accepted as meeting Municipal
standards.
Soils During Infection
(1) Mr. Willis' report shows the installation was deliberately
over. designed. The permit required, as a minimum,
twenty-nine(29) feet of trench length, however, the actual
installation was forty-five(45) feet in length. The result
is an over design of 50% for the three(3) bedroom residence.
The over design was voluntary on the part of the excavator.
(2) Your current request for health authority approval is for
a two(2) bedroom residence. The installed absorption tfench
was designed for three(3) bedroom house and is oversized by
a factor of two(2) when utilizing the original s6ils test
by Gary Player. If evaluated by Alaska Environmental Control
Services, Inc. recent soils test, the original installation
is still correctly designed regarding total area for a
two(2) bedroom house.

Trench Length
The inspection report, by Mr. Willis, states forty-fi-ve(45) feet
of trench length. The excavation was measured to obtain this
measurement. Typically, cleanout pipes are not placed exactly
at the ends of the excavation. The perforated pipe used in your
installation is obtained in ten(10) foot lengths and would
facilitate placing cleanouts forty(40) feet apart even though
the total length is forty-•five(45).
Inspection Note
The note on the inspection report by Mr. Willis states the system
design is adequate for a four(4) bedroom home. This determination
is made from empirical information of soils test rating and actual
sidewall area.
I trust this information clarifies questions on the property. If
you feel the Municipality errored, you may file a claim through
Risk Management, 632 West 6th Avenue, Anchorage, Alaska.

I spoke with you earlier today about my property on Lot 5 RlockP
Rabbit Creek weights Subdivision.As you may recall, I have been attempting
to sell my house for several. months now and have had several buyers
interested. Earnest money was placed by one potential buyer and an
entire loan package was approved by Alaska Statebank. The only thing
holding up completion of the transaction was the passage of the adequacy
test as required by the Municipality.
T originally purchased the house in 1979 and the septic system
had been approved at that time. and at the time of installation in the
fall- and winter of 1977-1-Q7P. T purchased the property in good faith
t1tat~ the system was the correct type and adequate for the property.
To getting an adequacy test for sale of the property I
engaged Alaska Fnvironmental Control Services, Tn.c. who are listed
on your handout as a firm approved by the Municipality. Mr. Jim Green
and Mr. Leroy Reid have been assisting me. The initial and subsequent
adequacy tests have failed and this firm has advised me that several
flaws have been found in the original approval of the system. They feel
the system should have never been approved and will write an additional
letter to you .
Three points that they have made to me are:
1. "'be initial percolation test done by Gary Player Ventures
including the soil log was inadequate and did not meet the ^rational Standard
which the Municipality has adopted. One example cited was the h inch
diameter hole dug 4-6 feet and a 2 foot column of water used for a
measurement.
2. The soils rating of the property is listed as 1.15 square feet
per bedroom. An inspection was clone and recorded by the Municipality.
To this firm it is obvious that the soils are no where near this rating
and is a glaring error.
1. The remark on the initial inspection states it is adequate
for a 4 bedroom house. This firm says this is entirely untrue.
4. The accompanying diagram lists a 45 foot white perf. trench.
In excavating the area this was discovered to be only 40 feet.
I would like you to examine these documents and comment on the
statements made by the Alaska Environmental Control. I have enclosed all
the pertinent information including new studies done on my property.
I would appreciate a prompt reply because this matter has been going on
for some time and I am unable to inhabit or sell. the house in this
condition.
