The work started on June 18 , 1990 , and lasted until nearly .July 1 , 1990. The layout of the septic tank was modified slight]y, and it no~' runs east and west, as opposed to going north of the bed. Carl Elsenbas[, of Carl' s Excavating, stripped out the old system, and then it ~,~as filled with saad. I believe that the system which was in there did not match the inspection report that is in the files. When Carl Elsenbasb started to remove the overburden, we found that someone had pushed dirt over the top of some logs and tree branches. He had to open up a considerahly larger area than we had expected to open. We had Car] Elsenhask dig two tesb boles to verify thak still had two feet of material above ground water. verSfied that. The soils seems to be about the same as where we had run the sol 1 test. A large dike was then built aroand three sides of the lagoon using impervious materi, a] that Carl Elsenbast hauled in from outside, This VJsqueen liner ~as placed around three sides so that no water would seep throug-h the dike walls. The depth of the sand ranges from approximately 1 foot closer to the house, to about '7 feet at the inside wall of the dike. The sand came from the Lake ()tis piE, and a copy of hhe sieve analysis i.s attached. The sand falls within the curve except for about 58 grams of small :-ock which were in the nearly 2000 gram sample, l~hen the sand was placed, it was wet down as ~he layers were bronght up so that it would maximize the colllpachJon, and then Carl used his loader ~o compact the soil. I checked it, and the densities were at 90-95%. tt still ~,as permeable, because when water ~as put on J t ~5 Ih a garden hose, i t soaked right into the sand, The sand is a very clean sand. Two inches of insulation was [~]aced over -the entire bed, the sep[ic tank and the ]ines from the tank. Car] removed the old tank, and bpought in a ne~t' tank. The o 1 d tank had been damaged in the original p] tlcement Par't of one side was caved in. Today, I visited the site inspect the final landscaping. The sur. face is very landscaped · llowever, hhe north slope of the bed has not been seeded yet. I would saspect that Cart should plant khak with alder~-; and w~l]o~<'s in opdec to be~ter hold the soils. [t will no longer be possibie for a car to drive over, or park on, the bed. What Carl had done was excavate an area along side the house which is approximately 3 fee< lower than the bed. The area has 3 layer's of railroad ties to terrace it. It is very stable, and I ~;ee no problems wJ ~h it. Incidentally, that part o[ the driveway does not come near the bed, The driveway la mainly a]oag the poi'ch and the side of the house. All :in ail, the job came out better than I expected it trying to stabilize a slope that steep. I believe Ca~'l Pfeifer ~j]l have a sewer system that ~{il] last him for n~any years, providing be takes good cape of ]t and not allow anyone to dump chemicals ~n the tank to 'clean" it. Originally it was discovered that the system was undocumented (not inspected during installation). In attempting to document the system, the engineer performed a soil test and found the existing system was closer than four (4) feet ho ground water. Both Alaska law and Municipality of Anchorage Code require a minimum vertical separation of four (4) feet between the bottom of an on-site disposal system and any seasonal ground water table. Since Mr. Pfieffer's system was in violation, he was ordered to upgrade the system. In February we allowed Mr. Pfieffer to blind off the existing septic tank and utilize it as a temporary holding tank until the entire system could be completed in the spring. Mr. Pfieffer has only until June 15 to complete the upgrade. This office has never ordered Mr. Pfieffer to drill a new well. A surveyor's asbuilt, supplied to us by Mr. Pfieffer, does show that the well was drilled in the right of way. The surveyor notes however, that the survey of Rabbit Creek Heights subdivision is known to contain errors, and it is possible that the well is in actuality on property. Due to the unusual terrain of the lot near the road and well site, it is highly unlikely that the municipality will ever wish to exercise its right to utilize the entire right of way. If the municipality is willing to grant an easement for the well, it might be possible to leave this well intact and off property. Page 2 F.D.I.C. In either event, this department will not object to the continuing use of the existing well. For purposes of future Health Authority Certificates, we will require an easement for the well/water line, or proof that the well is within lot lines. SPECIFICATIONS FOR BED WASTEWATER TREATMENT SYSTEM LEGAl, DESCRIPTION: LOT 10, BLOCK 10~ RABBIT CEEEK HEIGHTS 1.0 GENERAL 1 1 The Drawings, sheets 1 thru 4, shall be part of this specification. I 2 All materials and workmanship shall meet the requirements of the Municipality of Anchorage, Department of ltealth & Human Services (DH[tS), the conditions of the permit, and all applicable rules and regulations currently in effect. 1 3 All excavations and depths are advisory, and are to be verified or modified in the field by the Engineer or inspecting ageacy. 1.4 It is the responsibility of the property owner or installer to adhere to approved design for the installation, to maintain 'the required separation distances and to have tire appropriate inspections. 1.5 It is the responsibility of the property owner or installer to report to tire engineer any observed conditions which would put the system in violation of state or Municipal regulations. 1 . 6 If 'the installation ts not inspected by an AECS engineer, AECS will not be responsible for the installed system. An engineer at AECS shoald be consulted prior to construction, to determine the number of inspections that will be required and 'to explain what these inspections will involve. 2.0 SEPTIC TANK 2.1 The existing septic tank may be used, if it meets the capacity requirement for the residence and the approval of DHtlS. If not, then specifications 2.2 through 2.6 apply. 2.2 The septic tank shall be a UPC--approved two-compartment tank, coastructed of 12 gauge steel with bitumastic coating and set level on uudisturbed soil. If the tank is buried at a depth of 4 feet er ]ess, it must be insulated with an overlying layer of 2 tach burial type polystyrene rigid board insulation. ~412 W~$t 33[~(~ &VCl~Ue 8 &tlChO~&q6, &[AskA 99503 · (907) 279-5553 2.3 2.4 2.5 2,6 The septic tank shall be a minimum of 5 feet from the house foundation, and a minimum of 5 feet from the absorption area. The septic taok and bed shall be a minimum of 100 feet from any private well or body of water, :150 feet from Class "C" wells, and 200 feet from Class "A" and "B" wells, unless otherwise specified. Less than the required separation distance must have prior approval or waiver by DtlHS or Alaska I)epartmeat of environmental Conservation (ADEC). Piping shall be fitted with a mechanical watertight calder coupling on the outlet and inlet of the septic tank. Inlet piping shall be 4 inch solid PVC AST~ 0--3034 or cast iron, sloped a minimum of 1/4 inch per lineal foot. Outlet piping shall not be less than 1/8" per foot slope. If the piping is buried at a depth of 4 feet or less, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board insulation. Cleanouts shall be installed as designated and capped with air--tight rain caps (Jim Caps or equivalent), and extend a minimum of 1 foot above grouad level. 3.0 SEEPAGE BED 3.1 The sand shall have an effective size of 0.4 to 0.6mm and a uniformity coefficient of not more than 4. 3.2 The gravel for the bed shall be 0.5 to 2.5 inch, screened rock wltb less than 3 percent passing the No. 200 sieve. All substitutes must have prior I)HHS approval. 3.3 The bottom of the excavation shall be level and raked with the backhoe blade to ensure that the bottom has not been compacted during excavation. Equipment must not be driven on the excavated area. 3.4 The distribution pipe shall be perforated 4 inch rigid PVC with a minimum crush strength of 1500 pounds, and shall meet the approval of DHHS for use as dralofield pipe. All pipes shall he laid level, and spaced according to the drawings. 3 5 3 6 3 8 Monitor standpipes shall be placed as shown in the drawings. They shall be 4 inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be either drilled 0.5 inch holes on 6 inch centers on opposing sides of the pipe, or a section of regular perforated sewer pipe may be clamped to the solid section with a no-hub coupling or solvent welded joint. The perforated section of the monitor tube shall be located in gravel only. The portion of pipe above the sewer rock shall be solid. A rubber raincap (Jim Cap cr equivalent) shall be placed over the top of the pipe. If the final grade over the bed is less than 4 feet above the gravel, insulation is required, using burial type polystyrene rigid board insulation. There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil even though insulation is used. The solid pipe extending from the septic tank to the drainfield shall also have a minimum of 4 feet of cover or an equivalent layer of insulation combined with soil. If insulation is uot necessary, then the gravel must be covered with a layer of a nonwoven filter fabric. The top and sides of the bed shall be planted with a white clover and red fescue mix, or with Kentucky bluegrass. 4.0 INSPECTIONS 4,1 This bed will require a minimum of three inspections. The first inspection will be of tile open excavation, to assure that the system is installed in the proper soil strata, correct depth and meet minimum specified design parameters. 4.2 The second inspection will be performed after sand fill is installed, but prior to placement of gravel and distribution pipes. This iaspection will verify that the filter is properly installed, that it meets specifications and that it fulfills the intention of the design. 4 8 The third inspection will be after placement of gravel, monitor standpipes, and distribution pipe, te verify proper installation and position of pipes prior to backfill. 4 4 The inspection of the septic tank installation can be incorporated with any one of the above listed inspections. 4 5 The lift station will require either an MOA electrical inspection or certification hy a licensed electrician, depending on whether the building code applies to this part of tile city. During 'the period from 1:00 p.m. on March 27, 1987, through 1:00 p.m. March 30, 1987, the well yield proved to be 2 GPM with 100% drawdown to 134 feet from the static water level of 38 feet. During the pumping, the water level in the septic tank never came clcser than 5 inches from the stand pipe during the pumping period. Neither an as-built of the sewer system nor a log of the well was ever received. In addition, field notes held by A.E.C.S. indicate the presence of a curtain drain on your property. Consequently this system is considered an illegal installation and in violation of AMC 15.65.040A and AMC 15.55.050A and 15.55.060J, and must be brought into compliance.
