of the Department of Health an Human Services has reviewed
the following cases and has these comments:
S-9498A:
Lots iA, lB, lC Block 6 Prator Subdivision
No objection. All previous concerns and comments
have been addressed.
S-9539:
Lots 30A, 30B Baker Subdivision
The plat and accompanying documentation does not
meet preliminary plat submittal requirements as
specified by AMC 15.65 and AMC 21.15. Specific
deficiencies include but may not be limited to:
1. No soils, percolation or groundwater monitoring
results were provided.
2. Reserve area for replacement on-site wastewater
systems has not been designated for either lot.
3.. DHHS will'require confirmation by a licensed
civil-engineer that the'two wells have been
abandoned in accordance with ADEC regulations.

Soils Exploration
Dear Tom:
Attached is the Site Plan and Septic System Design for the subject lot.
Testhole Nos. 4, 5 and 6 revealed a poorly to well graded gravel layer at
depths from 4' to 10'. This layer percolates at a rate under 5 minutes per
inch and is excellent for an onsite septic system. Our recommendation is to
place a bed system atop or within the gravel layer. The dimensions of the
system to accomodate a 4 bedroom house must be a minimum of 18' X 42'.
The attached plan and design indicate the preferred areas for the system
to maintain the setback limit from the steep slope to the west.
Testhole data was previously submitted to you. Please advise if you need
additional information.

Four testholes were excavated in addition to the verification of two
testholes previously dug by Polarconsult Alaska, Inc. for the design of the
prilnary system on Lot lA. The boles were dug to depths approxiinating
20' and the soils encountered logged on the attacbed forms. On October 6,
October 12, and October 14, the soils were presoake~ and tested to
determine percolation rates of the soils proposed for acc~eptance of septic
effluent. In addition, the water table was monitored during this period to
determine whether it would affect placement of the systems. Neither
during excavation nor during the monitoring period, which is normally one
of the wettest periods of the year was any water evident.
The soils encountered in the exploration and the percolation rates obtained
indicate excellent conditions for the placement of the onsite systems. Site
No. 2 for Lot lA is designed for placement parallel to the primary system
currently in use. It is located 15' northwest of the present system and is

designed utilizing the same criteria for the present system and has the
same dimensions. Site No. 3 for Lot lA is located 20' from the southwest
end of the present system and parallel to the western lot line. The design
of this system is based on Testhole No. 1 completed by Polarconsult and
verified by our investigation. Both sites are shown on the attached System
Site' Plan and their respective designs as well as testhole information is
also included.
Site No. 2A for Lot 2A is located parallel to ground contours and centered
on Testhole No. 1. It is designed for a four bedroom home and based on a
percolation rate of 27 minutes-per inch. Site No. 3A is also located parallel
to ground contours and centered on Testhole No. 2. It is also designed for a
four bedroom home and similarly based on a percolation rate of 27
minutes per' inch. Both are deep trench systems and are well suited for
conditions found in the testholes. These sites are shown on the attached
System Site Plan and their respective designs as well as testhole
information is also included.
In summary, we have successfully located and designed two additional
onsite septic systems for each lot. All pertinent information is included for
your review. Please advise if you have any questions or comments
concerning either the field iuvestigation or the design of the individual
systems.

Water Availability Study
Dear Tom:
We were unable to locate any well logs for properties surrounding Lot 3A,
Prator Subdivision. We did, however, find information regarding flow tests
and well construction on adjacent lots. A well for Lot 3A can be expected
to be at least 225' to 250' deep and will probably yield around 3 gallons
per minute. This yield is acceptable to support a 4 bedroom home.
Our study of the surrounding properties indicates that a well can be
satisfactorily placed on Lot 3A, Prator Subdivision. Please advise if you
have any questions or comments.

Soils Testhole Information
Dear Tom:
On August 20, 1993, and again on August 31, 1993, we conducted
subsurface soils exploration and testing on the subject lot. The first day's
excavations were limited to the north portion of the lot on either side of
the small creek. These holes revealed a shallow layer of organic material
underlain by a very dense silty soil. The silt was nearly impenetrable with
the backhoe and would not absorb water during the percolation testing
process. Efforts were abandoned in this area due to results obtained.
On the second day testholes were dug closer to the east lot line along Old
Rabbit Creek Road. Again we encountered the shallow peat layer
underlain by the dense silt. In this area, however, we were able to
penetrate the silt to the gravel material beneath. This gravel lense ranged
from a thickness of 2' at the north end of the excavation boundary to more
than 8' at the southern end. Percolation tests run on the gravel layer
indicated excellent absorption rates of 2 to 3 minutes per inch.
The attached drawing delineates the boundaries of the septic system
reserve area which includes the three testholes with the gravel lense. The
location of the testholes indicates the gravel should be uniform throughout
this proposed reserve area. This area computes to nearly 13,000 square
feet. The Municipal Ordinance guiding Subdivision Standards requires a
minimum of 10,000 square feet of total reserve area for a percolation rate
between 1 and 5 minutes per inch. This area, therefore, satisfies the

requirements of the ordinance. Field measurements indicate the small
creek traversing the lot is more than 100' away from the reserve area.
The proposed well to serve the lot should be located in the northeast
corner of the lot along Old Rabbit Creek Road. Placement in this area will
provide the 100' separation distance from the reserve area and will not
conflict with systems on adjacent lots. The topography of the lot s'lopes
rapidly to the small stream and will make construction on the lot difficult.
Much of the lot is unusable due to the steep slopes on either side of the
creek. Depending on the location of the house a lift station may be
required to deliver septic effluent to the proposed drainfield area.
Included with this report are the Soils Logs and Percolation Tests run on
the testholes located in the Septic Reserve Area. Soils Logs are also
included for the testholes completed in the northern portion of the lot
which were rejected for future septic system developement. In addition, a
site plan delineating the limits of the reserve area along with the proposed
location of the well and adjacent onsite systems is included for your use.

exploration work.

Subsurface Soils Investigation
Dear Tom:
On October 4, and again on October 7, a subsurface soils investigation was
conducted on Lot lA and Lot 2A of the proposed Prator Subdivision. The
purpose of the investigation was to determine if two additional septic
systems could be successfully placed on each lot. The area for the sites
was restricted by the well on the property which serves both lots. It is,
therefore, classified a Class "C" well and requires a minimum 150'
separation from all septic tanks and drainfields. Testholes were completed
utilizing a backhoe. Monitor tubes were set in each hole and percolation
tests run to establish design criteria.
Four testholes were excavated in addition to the verification of two
testholes previously dug by Polarconsult Alaska, Inc. for the design of the
primary system on Lot IA. The holes were dug to depths approximating
20' and the soils encountered logged on the attached forms. On October 6,
October 12, and October 14, the soils were presoaked and tested to
determine percolation rates of the soils proposed for acceptance of septic
effluent. In addition, the water table was monitored during this period to
determine whether it would affect placement of the systems. Neither
during excavation nor during the monitoring period, which is normally one
of the wettest periods of the year was any water evident.
The soils encountered in the exploration and the percolation rates obtained
indicate excellent conditions for the placement of the onsite systems. Site
No. 2 for Lot lA is designed for placement parallel to the primary system
currently in use. It is located 15' northwest of the present system and is

designed utilizing the same criteria for the present system and has the
same dimensions. Site No. 3 for Lot lA is located 20' from the southwest
end of the present system and parallel to the western lot line. The design
of this system is based on Testhole No. 1 completed by Polarconsult and
verified by our investigation. Both sites are shown on the attached System
Site Plan and their respective designs as well as testhole information is
also included.
Site No. 2A for Lot 2A is located parallel to ground contours and centered
on Testhole No. 1. It is designed for a four bedroom home and based on a
percolation rate of 27 minutes per inch. Site No. 3A is also located parallel
to ground contours and centered on Testhole No. 2. It is also designed for a
four bedroom home and similarly based on a percolation rate of 27
minutes per' inch. Both are deep trench systems and are well suited for
conditions found in the testholes. These sites are shown on the attached
System Site Plan and their respective designs as well as testhole
information is also included.
In suminary, we have successfully located and designed two additional
onsite septic systems for each lot. Ail pertinent information is included for
your review. Please advise if you have any questions or comments
concerning either the field investigation or the design of the individual
systems.
