During this inspection the existing crib and leach field appeared to be in failure and as such the home -owner has requested we proceed forward to obtain a new septic system permit for the subject lot. The proposed system will serve the existing 3-bedroom residence. Due to the topography of the lot and the water level observed in our test hole we find it necessary to add a lift station to the system. The testhole dug on November 20, 2023, is attached; groundwater was observed during the test at 15' and after the 7-day monitoring the depth was 7'. We have confirmed the existing 1000-gallon septic tank is concrete and propose a 500-gallon septic lift station tank with three 38' long by 5' wide trench with 1' effective depth, a total depth of 2' maximum from original grade to serve a total of 3 bedrooms. The trenches will be more than 5' from the deck foundation and mounded to provide necessary cover. The adjacent lots are developed and are served by private septics and both public water or private wells. There are no wells within 200 feet of the proposed septic site except as shown on the system design. The new lift station and field will be outside any protective well radii. We do not expect there to be any adverse effect on adjacent lots by the development of this tank and field. If you have any questions, please contact me at 696-6111 / FAX 868-3793. This request is based on the fact that the septic tank is undocumented and you feel the possibility exists that the tank may encroach into the current 100' separation. Review of the MOA records show the tank was installed prior to 1976. In 1976 the Anchorage Borough and the City of Anchorage unified under the Municipality of Anchorage (MOA). Prior to this time the separation distance requirement for this property was 75', and as such was in compliance with current code. In 1980 the septic field was upgraded noting a distance from the septic tank to the well as 102'. Subsequent inspections and as-builts note the distance of the tank standpipe to the well as 102'. Our current inspection and new as -built support this information but since the distance from the standpipe to the edge of tank has not been determined we have proposed a 10' radius around this pipe which then provides a waiver distance between the tank and well of 92', thereby alleviating any future concerns for the current or future owners and the MOA under current code. There have been multiple water samples taken over the past 40 plus years all showing non - detect or "0" nitrate and coliform levels. Pages three and four--highlighted for your convenience--of the attached report prepared by S & S Engineering dated July 10, 1989, discuss the discrepancies between its own report and that of Eagle River Engineering. A copy of S & S Engineering's previous report dated May 15, 1989 and describing its May 12, 1989 test is attached immediately behind the May 10 report. I understand the Department of Health & Human Services has already issued a Health Authority Approval of the well and septic based on the tests performed by Eagle River Engineering Services June 16, 1989. I formally request the department review the attached materials to determine whether that approval may have been issued in error. Mr. Lew Butera, who performed the Eagle River Engineering Services test, has told me by telephone that the system "did not pass by much." S & S Engineering's May 15, 1989 report, based on tests performed May 12, 1989, concluded that the septic system was defective based on insufficient absorption, an undocumented septic tank, and a seepage pit too close to the well. It seems clear that even though the system may have performed adequately to meet certain technical specifications on July 16, there is sufficient evidence to conclude that the system is, as a practical matter, inadequate for the home on a year-round basis. Moreover, it is not clear the system meets well proximity and documentation requirements. Please review the attached materials and include them in your files. I would appreciate direct notification if you should, upon reconsideration, decide to withdraw the existing approval.
