Reference: Septic Tank Upgrade for Preuss S/D #3; Block 11, Lot 5
To whom it may concern:
The existing 3 bedroom house on the referenced property is served by public water and a
private septic system. Per the MOA record drawings, the septic system serving the subject
property was installed in 1985 and consists of a 1000 gallon septic tank and a deep type
drainfield (25 feet long by 2.5 feet wide with 12 feet of effective) which has 600 sq.ft. Per the
inspection report, the soil rating was found to be 150 sq.ft./bedroom at the time of installation.
This means the drainfield is adequately sized for 4 bedrooms (150 sg.ft. x 4 bedrooms = 600
sq.ft.). The drainfield has recently passed a septic adequacy test and absorbed more than 600
gpd in a 24-hour period. In short, the drainfield is adequate for a 4 bedroom house. The
property has recently been purchased and is proposed to be remodeled and converted into a 4
bedroom residence. The tank is at the end of its useful life and is to close to the water service
line. A recent COSA has been issued by your department with a condition that the septic tank
be replaced by November 30, 2018. We are proposing that a 1250 gallon steel septic tank be
installed. Due to the burial depth, a plastic tank is not able to be installed and the steel tank may
need to be rate for deep burial (10 feet burial rating).

In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system in accordance with the
guidelines and regulations established by the Municipality ofAnchorage and industry practices. The reported results describe the
condition of the systemis on the datels of the evaluation. Separation distances were measured to readily identifiable features.
Hidden defects or encroachments may exist that were not identified during the a valuation. The operational life of all wells and septic
systems depend on a variety of variables including, but not limited to, soil conditions, groundwater levels (that may fluctuate during
the year), quality of construction (materials and workmanship), and the water usage of the family utilizing the systews. These
conditions can vary, and are outside the control of GEG. Satisfactory test results do not guarantee future performance of the
systemis; therefore, GEG makes no warranty (express or implied) regarding the future performance of the well or septic system.
GEG makes no representation whether an alternative well or septic system can be installed on the property in the event eltherof the
current systems fail. The content of this report is for the sole benefit of the personlparty who retained GEG. Reliance upon the
information provided in this report by any other person or party, including but not limited to subsequent property purchasers, is not
authorized. In short, GEG disavows any legal duty to anyone other than the personyparty who paid for this report.

Mr. Ecklund, the property is served by AWWU water, so the water service line should be under continual pressure (no
vacuum created by low pressure). This encroachment has existing for roughly 32 years, so it is reasonable to believe
that public health will not be compromised if a conditional COSA is issued and the new septic tank is installed (10 feet
from the water service line) shortly after the sale of the house.

that a replacement site cannot be found, a holding tank must be installed and
the septic tank properly abandoned. Septic tank joints must be inspected
for water-tightness and well wires extending above ground must be placed in
conduit.
Permanently re-route the driveway so that it does not pass over the existing
absorption field. Obtain a waiver of separation distance to 94 feet between
the well and absorption field from the Alaska Department of Environmental
Conservation. If a waiver is obtained, obtain a permit from this depart-
ment to upgrade (add-on) the existing absorption field to obtain adequate
service for 3 bedrooms. If a waiver is not obtained, proceed according to
option #1 above.

In the event that adequate space is not available to upgrade, or add-onto,

Separation Distance Waiver for Health Authority Approval
Mr. Robinson:
We performed an Health Authority Approval test, required by the
Municipality of Anchorage, for Lot 5, Block 1.~1, Preuss Sub-
division #3. The separation distance between t~e well and the
septic tank is 59 feet; the separation distance between the well
and the absorption field is 94 feet.
This system was installed prior to 1973 (see attachment). Prior
to this time, the Municipality approved a separation distance of
50 feet between the well and the septic tank. Since the DEC is
the only agency that can grant waivers, we wish to apply for a
separation distance waiver on behalf of our client, Willa~d W.
Carter Jr.
The lot slopes approximately 20% downward from the well to the
septic tank. The well is cased to a depth in excess of 40 feet.
Separation distances from the well to systems on adjoining lots'
is greater than 100 feet. Our recent lab test (attached)
indicates no contamination of the ~ell water.
It was indicated in discussion with personnel in your department
that the septic tank to drain pipe connection be excavated and
checked for tightness.' We indicated in our HAA approval
paperwork that this wduld be a condition for approval.
Based on the above information, we anticipate no health problems
