Flowline Construction Llc recently conducted a thorough search on the property in an attempt to locate the septic tank. Unfortunately, we were unable to find it. We did, however, find several standpipes, two of which we identified to be consistent with the placement of the tank based on the installers sketch. We also located the drainfield stand pipe. We proceeded to dig down to the bottom of the septic tanks pipes. We discovered that the septic tank was absent. The pipes were placed to make the appearance of a tank but terminated into the soils. It appears the tank had been removed with the pipes placed back into the ground as a ruse. During our investigation, we noticed a significant dip in the area where the septic tank should have been located. This led us to speculate that the septic tank had already been removed and backfilled. We believe that the property is free from any septic tank. The soils test submitted to this office shows two test holes and no evidence that ground water was encountered down to 12 feet. A permit was issued by this Department giving the specific design specifications. Pyramid Excavating installed a system, which was inspected by S&S Engineers and they submitted an as -built to this Department. This as - built shows the trench depth to be deeper than the permit specifica- tions, however, a note by the inspector stated that the overlaying terrain to the south caused this change. Also, on the inspection as - built there was no mention of water being present in the system's installation. Mr. Robinson has talked with S&S Engineers and there appears to be water in the sewer system, plus the drainlines appear to be installed so they run up-slope from the tank. Another test hole was installed in the area of the trench by Alaska Environmental Control Services and after a monitoring period ground water was at 8 feet. Based upon all the information submitted to this Department we can not accept the as-builts for the on-site sewer installation as installed. In addition further research may be needed before installation of another on-site system can be installed, and/or the other alternative may be that only a holding tank can be installed. System Gentlemen: Our involvement in the construction of a septic system at the subject property has been as follows: 1. On July 22, 1983 Mr. Bill Evans, of our office, performed a percolation test at a location 35 feet south of the proposed house site. The percolation test indicated that the silty material encountered would not support a septic system. 2. On July 28, 1983 Mr. Evans returned to the site and performed a second percolation test at a different location on the lot. The second test indicated an acceptable percolation rate. The results of the percolation test were submitted to the Anchorage Municipality, and a permit was issued to build the septic system on August 2, 1983. 3. The septic system was constructed and Mr. Evans inspected the system as the work progressed. The inspection form was completed and submitted to the Municipality. 4. Subsequent to the successful completion of installation of the system, a period of rainy weather occured. Surface water moved downslope across the lot, and flooded the septic system and the excavation for the house foundation. 5. After inspection and a brief analysis of the problem, it was determined that the solution to the water problem would be cost -prohibitive. 6. In summary, a passing percolation test was performed, the Anchorage Municipality issued a permit, and the system was successfully and correctly installed. After the system was put in, changed conditions occured due to weather. The changes( "'.'�ondition could not have been anticipated. Even had the possibility of the surface:.. water problem been suspected before installation, it is likely that the owner would have taken some risk to install the system.
