Subject: Soils investigation for sanitary sewer system on Lot 7, Block 4, Rabbit Creek
View Subdivision, Anchorage, Alaska.
Dear Ms. Russel:
At your request of June 11, 1979, I conducted a soils investigation at the proposed
location of a sanitary sewer system on the subject lot. This investigation, which was
accomplished on June 13, 1979, consisted of the inspection of soils removed during the
drilling of a 12.0 foot deep test hole, using 6 inch diameter solid flight augers
powered by a Nodwell mounted CME 45 drill rig.
After completion of drilling of Test Hole No. 1, a second hole was drilled to a depth of
4.5 feet. This hole was located 3 feet to the east of the first hole. It was then filled
with water and a percolation test performed. The results of this test are tabulated on an
accompanying sheet.
The soil.s encountered are graphically shown on the accompanying test hole boring log. The
soils consisted of a surficial layer of peat and organics 1.5 feet thick, overlying a
silt with a trace gravel and organics 0.5 feet thick, in turn overlying silty gravel with
a trace to some sand (gravel is subrounded) 5.0 feet thick, underlain by a silty gravel
with some sand (gravel is subangular) 5.0 feet thick. At the total depth of 12.0 feet
auger refusal was encountered on probable ~e~rock~
No water table was encountered.
The topography of the lot shows a moderate slope in a westerly direction.
Vegetation present on the lot consists of scattered large spruce trees, with abundant
alders and some willows, and a low ground cover of mosses and grasses
An accompanying sheet contains the graphic test hole boring log, a profile sketch of the
topography, and a sketch showing the subject lot with the approximate location of the test
hole in relation to the property lines.

REQUEST FOR WAIVER OF SEPARATION DISTANCES FOR
PRIVATE WELLS TO DRAINFIELD, SURFACE WATER TO DRAINFIELD
LOT 7 BLOCK 4 RABBIT CREEK VIEW S/D
We are submitting a request for waivers from the separation distances stated in Title 18, Alaska Administrative Code,
Chapter 80.020.
During a HAA inspection of this properW it was found that the septic system conflicted with several provisions of both
State and Municipal regulations. This system was installed in 1979 and inspected by a Municipal inspector at that time.
The well was not in at the time of inspection, but the house foundation and the road with the associated road ditch were.
The observed conflicts are:
i. Separation distance well- drainfie!d 92 feet, required I00 feet.
2. Surface water in road ditch. The presence of water may be seasonal. It is prudent to assume that water will
be present most of the year. Separation distance septic tank and drainfield-road ditch 85 feet, required 100 feet.
3. The beginning of the trench appears to be less than 10 feet from the foundation of the house.
4. At the time of installation 2 feet of cover was placed on top of the drainfield. This amount was approved by
the Municipal inspector. Some of this cover has been removed. The area of the drainfield has been used as a parking
area. If the first 3 items can be resolved additional fill will be place over the drainfield, and parking restricted.
5. Due to access difficulties the tank has not been pumped. As soon as the driveway dries out sufficient to handle
a pumper, the tank will be pumped.
To assist in the evaluation of this waiver request a site plan has been prepared. Well logs from adjoining properties are
also included, as have the lab results ora recent water test. All available data shows that contamination of the well and
the water in the road ditch is not happening.

TEST PROCEDURE: Well does not have a pitless adapter. Water line is laying on top of ground, inside an
insulated jacket. (Arctic pipe) Static water level can not be monitored without substantial replumbing.
On April 23, 1998 the well was pumped for 2 hours and 30 minutes. A total of i000 gallons were delivered. The
next day 600 gallons were pumped over 80 minutes. On April 27, 850 gallons were pumped at a rate of 7 gallons
per minute.
TEST FOR E.COLI AND TOTAL NITROGEN: Water was tested for E.Coli and total nitrogen on
April 24, 1998
E.Coli 0. Other Bacteria ND Total Nitrate-N 0.667 mg/l.

TEST RESULTS: This well meets the requirements of the Municipality of Anchorage. Waiver must
be obtained.
THIS WELL WILL PRODUCE MORE THAN 3 GALLONS PER MINUTE FOR MORE
THAN FOUR HOURS
The Municipal requirement for well flow is 150 gallons of water per bedroom per day. This well exceeds this
requirement. The assessment of the condition of the well applies only to the conditions as of the day tested. The
flow rate may change due to subsurface conditions that may not be observed from the surface, and changes in the
land use and other factors that may impact the aquifer feeding the well.

TEST PROCEDURE: 2450 gallons of water was added to the trench monitor over 4 days.
There was no water in the monitor at the start o£the test and no water was observed at the end of the
test. The well was measured to be 92 feet from the monitor ( 100 is required). There is water
flowing in the road ditch 85 feet from the drainfield. A waiver will be required for the well, at the
same time a waiver should be requested to the road ditch. Fill should be placed over the drainfield
to provide at least two feet of cover. The Municipal inspection report from 1979 shows two feet of
cover. The regulation requires a minimum of 3 feet. It can be argued that this requirement was
waived by the municipal inspector.
TEST RESULT: This system meets the code requirements of the Health and Social Services
Department of the Municipality of Anchorage if the well to trench waiver is obtained.
NOTE The operational life of all septic systems depends on the local soil conditions, groundwater
levels that may fluctuate during the year, and the water usage of the family being served by the
system. These conditions are outside the control of the evaluator of this septic system. We can
therefore not give any estimate of how long this system will function satisfactorily for current or
future occupants. All septic systems ultimately fail. Some systems last 15-20 years, others fail after
less than five years.

It wastrecently brought to our attention that many of the
lot lines, lot corners, streets, right-of-ways, etc., as
shown on the subdivision plats for the Rabbit Creek Heights
Subdivision and Rabbit Creek View Subdivision may be incorrect.
In an attempt to confirm this information, this office contacted
the Municipal Surveyor, Mr. Jack Stanley, and Mr. Jerry Weaver
of the Plan~ing and Zoning Department. Mr. Stanley confirmed
that several survey closure checks made by his office, on
these subdivisions, did not close satisfactory. Mr. Stanley
further indicated that several other subdivisions surveyed by
the same registered surveyor(Mr. William Johnson, whose stamp
~14825 appears on the subdivision plats) are also in error.
Numerous other professional surveyors have refused to conduct
as-built surveys in these areas, due to the discrepancies in the
original surveys and the related subdivision plats. According
to :Mr. Weaver, Mr. Johnson received a registered letter but
did not respond, and the matter has since been turned over to
the Municipal attorney.
In view of the confirmed fact that there are many known
discrepancies on the lot lines, lot corners, streets, right-of-
ways, etc., in the Rabbit Creek Heights Subdivision and Rabbit
Creek View Subdivision; this department will discontinue the
issuance of on-site water and sewer permits or health authority
approvals for bank financing in both subdivisions. We will

lift this discontinuance at such time that we have some
form of acceptable assurance that lot lines and configurations
are correctly shown on an approved subdivision plat.

leaching area for our inspection, This is to insure the
minimum distance requirements are met bet%,;een the ~ett and
sewer system.
o An adequacy test needs to be performed on the existing
leaching area. This test will determine if the system is
adequate according to National Standards° A listing of
private firms performing the test is enclosed. This report
needs to be submitted to this office for our review.
