It is our opinion that since this property is currently undeveloped ENGINEERiNGSTUDIES and no plans exist at this time to begin building on these proposed lots, plans for a subsurface and surface water runoff collection and treatment system should not be required at this stage of the platting process. However, a plat note can be placed on the plat map stating; THE DEVELOPMENT OF THIS SUBDIVISION MAY REQUIRE THE COLLECTION AND TREATMENT OF SURFACE WATER RUNOFF. ANY SURFACE WATER RUNOFF COLLECTION AND TREATMENT SYSTEM WILL StTE PLANS REQUIRE THE SUBMITTAL OF ENGINEERING PLANS TO THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION, THE MUNICIPALITY OF ANCHORAGE PROJECT MANAGEMENT AND ENGINEERING OR ITS AUTHORIZED AGENCY. It should be noted that at the present time there appears to be no surface water runoff invloved with these proposed lots. There is currently a drainage ditch in existance on both Hiland Road and Stonehill Drive that are adequately constructed to handle drainage from surounding properties. Box 196650 Anchorage, AK. 99519 ATTENTION: Water Quality REFERENCE: S-9674 RAMERT SUBD., LOTS 1-5 This letter addresses concerns regarding a site grading and drainage plan, an erosion and sediment control plan, and resolving drainage improvements and easements per Items 5, 6, and 7 of the Summary of Action dated January 4, 1995 Se The drainage pattern within this subdivision follows the existing slope which runs predominately from the south to the north. Through the lower portion of this property, a section of Hiland Road bisects the tract, along which runs a drainage ditch that directs runoff away from the property to the west. A portion of Stonehill Drive bounds the property on the northern side, a drainage ditch is constructed alongside this road that also directs runoff away from this property. There is currently no surface drainage visible within this subdivision. The entire Tract is heavily vegatated which prevents any noticeable erosion from the slopes on this property. Any developement of these lots would adhere to the surrounding trends of clearing enough of the lot to construct a house thereby reducing the amount of erosion that would take place by deforesting the entire lot. A private access road constructed to reach Lot 5 would also entail building a drainage ditch to run the length of road and connecting into the existing drainage system on Hiland Road. Drainage from this subdivision will not affect any other subdivision in this area and drainage patterns will not be changed significantly as a result of this subdivision. 17034 NORTH EAGLE RIVER LOOP · SUITE 204 · EAGLE RIVER, ALASKA 99577 This subdivision plat will provide for drainage easements as needed or required.
