Sheet 2 has been corrected. 3 It is a Mode 1 configuration. We have attached the shop drawing for your reference. 4 The house foundation and the septic tank are not parallel, so the load prism line on Section A-A is conservative in regards to the lift station. We took a second look at it, and determined the load prism at 972.3 (bottom of lift station elevation) to be 7.2' off the edge of the house. The lift station is 7.0' off the edge of the house, so I agree a small portion will be within the load prism. The site is constrained and the packaged Advantex system doesn't allow for easy modifications, so we have revised the narrative to include a justification and statement addressing the structural integrity. 5 We agree there are undulations in the existing grade that exceed 25%. However, with this site we decided to look more at the average grade. We prepared and attached Section C-C to better display the existing grade. As you can see, the 25% grade line trends well with the existing grade until the grade break at the southern portion of the property. This grade break is 70' from the wide trench. We don't see any potential for surfacing effluent. 6 Section B-B has been modified to require 2 ft of cover over the drainfield. 7 Bottom of trench elevations and dimensions have been added to Section B-B. 8 Section B-B has been modified. The minimum required soil depth over the drainfields is 2 ft. Section B-B shows less than 2 ft on the down-gradient side of both fields. Please address. Please confirm septic tank piping mode. I believe there is a Mode 1 and Mode 3 (not finding a Mode 1b). Mode 1 is the usual configuration, so if you are wanting Mode 3 you will likely need to coordinate this with Anchorage Tank since they prefab all the piping for the fiberglass unit at their shop. Comments Please provide a signed & notarized AWWTS Maintenance Agreement. On the 20-scale drawing, the easement is labeled a 10 ft utility easement. Your plot plan identifies it as a 15 ft T&E easement (which matches our mapping). Please confirm/address. The lift station is less than 10 ft from foundation and within the soil bearing prism. Required separations for a lift station are the same as a septic tank. If there is no way to move it out of the soil bearing prism, I will approve it as shown (without waiver) as long as it is addressed in your narrative (since just a small portion of it is in the soil bearing prism). Will just need justifications and engineer statement that the structural integrity of the lift station will not be compromised. Based on slope contours shown on the site plan, there are sections of slope >25% in the area of the proposed drainfields and within 35 ft down-gradient. Please address. Please call out or dimension the max total depth (excavation depth) of the drainfields on the drawings. I was able to measure it, but the contractor won't necessarily have an engineers scale. Please design to the 8 ft groundwater reading. Since the level dropped in May (the assumed seasonal high month), the 1 ft adjustment is not required. The design currently meets separation to the 8 ft groundwater level, but please address on Section B-B. The scope of this project includes the installation of a new onsite advanced wastewater treatment and disposal system to serve a new 3 bedroom single family residence being constructed on the referenced property. 2. Construction shall be in accordance with the approved site plan and design drawings, municipal permit with any special provisions or conditions, and all applicable Municipal Wastewater Disposal Regulations. Any deviation from the site plan and design drawings requires engineer approval. 3. The contractor shall be responsible for obtaining any necessary underground utility locates. 4. Groundwater monitoring test pipes shall remain in place and functional until construction of the disposal field has begun. After construction of the disposal field has begun, test -hole excavations shall be filled and the monitoring tubes removed. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Onsite Water and Wastewater Section for systems installations. Owners installing their own systems must also receive prior approval from the Municipal Onsite Water and Wastewater Section. ADVANCED WASTEWATER TREATMENT AND EFFLUENT PUMPING SYSTEM 1. The Advanced Wastewater Treatment System (AWWTS) shall meet or exceed the category the Category III requirements listed in the Municipality of Anchorage Wastewater Disposal Regulations. The system shall be an AdvanTex Treatment System model AX20-Mode lb, including a 1500 gallon fiberglass tank with a recirculating pump and a 56 cu. Ft. AX20 fiberglass filter pod mounted on top. The tank inlet shall be rotated 60 degrees to the north, as shown on drawings. The unit shall be capable of treating a domestic wastewater flow of at least 500 gpd. 2. The filter pod, tank access manholes, and pump basin shall be insulated with 2" of spray -on urethane insulation down to a depth of 48" below the pod lid. The spray - on urethane shall be of a MOA approved type suitable for below grade applications. Exposed insulation above grade shall be protected from UV. The effluent pump system shall consist of a pump basin, a simplex pump, float controls, and control panel and appurtenant piping and valves. The fiberglass pump basin pump basin shall be Orenco model PBAX2496. It shall be 24" in diameter and 96" deep with a secured lid. The lid and basin shall be insulated with 2" of spray -on urethane to a depth of 48". The pump shall be a 115 v, i/2 hp Orenco model PF 2005 with a design discharge of 16 gpm @ 120ft of head. The effluent piping in the basin shall be perforated to allow effluent flow back for cold weather protection. The effluent piping downstream of the pump shall be split into two lines with ball valves intended to service two separate absorption trenches. Only one trench will be operated at a time. 4. The AWWTS and pump basin system shall be installed in accordance with the manufacturers recommendations. The tank and pump basin shall be sufficiently bedded with proper material and compacting to prevent settling or shifting of the tank. The tank and basin shall be installed plumb and level. 5. The sewer piping from the foundation cleanout to the septic tank shall be 4 inches laid at a minimum 2% slope. If cover is less than 3 feet, insulate with 2 inches insulation. Always maintain 2 feet of cover. 6. The effluent piping piping from the effluent pump to the absorption trench will consist of two pipes, each pumping to separate absorption trenches. Valves will be provided in the pump basin so that only one absorption trench will be used at a time. The effluent pipes shall be uniformly graded so that the contents can be drained back to the pump basin for freeze protection. If cover is less than 3 feet, insulate with 2 inches insulation. Always maintain 2 feet of cover. 7. Insulation shall be placed over any wastewater line or pipe over which a driveway, parking, or vehicle storage area may be constructed. 8. Control panels for the AWWTS and the effluent pump basin shall be UL listed and suitable for interior and exterior mounting. Both the AWWTS and Effluent pump controls shall be fitted with a high-level alarms and these alarms shall be on a separate electrical circuit from the rest of the equipment. 9. Excavate the proposed wide trench to the dimensions shown on the design. The bottom of the trench shall be within 4 inches of level. Smeared trench sidewalls shall be raked or scarified before sewer rock placement. Once the sewer rock is installed, the pressure distribution pipe is to be installed level with perforations faced upward except that the last one shall be faced downward to allow the pipe to drain between pump cycles. After pipe installation, orifice shields shall be placed over each of the penetrations. Gravel is then to be placed over the distribution pipe to provide a minimum of 4 inches of cover over the pipe. 3. A permeable nontoxic geotextile silt barrier must be installed between the final gravel layer and native backfill. Ensure that the silt barrier covers the entire gravel surface before placing backfill. 4. Monitor tubes shall be 4 -inch diameter, installed approximately in the locations shown on the design, and extended a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distributing pipe. 5. Backfill over the final sewer rock layer must not be less than 24 inches. Insulation shall be installed when the backfill depth is less than 36 inches. Minimum backfill depth over insulation must not be less than 12 inches. The finish grade over the trench shall be mounded to prevent formation of depression after settling. 6. Insulation shall be placed over any wastewater line or pipe over which a driveway, parking, or vehicle storage area may be constructed. 7. Contractor shall verify the absorption system is minimum 100' away from any private wells in the area. MINIMUM MATERIAL SPECIFICATIONS: 1. A MOA approved supplier must provide the category III, AWWTS proposed for installation. 2. Insulation shall be at least 2 inch thick extruded direct burial polystyrene (Dow Chemical Company Styrofoam HI, Insulfoam R -Tech IV, or equal) 3. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). Effluent pressure piping components shall be rated for 100 psi working pressure. 4. A permeable nontoxic geotextile silt barrier (Typar 3401, Mirafi 140N, or equal) shall be installed between the final sewer rock layer and the native soil backfill. 5. All leachfield gravel (sewer rock) shall be 0.5"-2.0" screened gravel with less than 1% passing the #200 sieve. 6. The pressure effluent pipe extending from the effluent pump basin to the absorption trench shall be HDPE, SDRI 1. The HDPE pipe shall meet the requirements of AWWA C906. The HDPE is to be manufactured from PE4710 polyethylene compounds that meet or exceed ASTM D3350 Cell Classification 445574. HDPE pipe and fittings compound shall contain color and UV stabilizer meeting or exceeding the requirements of Code C per ASTM 133350. HDPE pipe connections can be accomplished using PVC insert fittings with stainless steel bands. Installation shall be in accordance with manufacturers recommendations. HDPE pipe can be bent around a corner with a minimum radius of 30 x Diameter. INSPECTIONS: Typically, there will be several inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: 1. A preconstruction site meeting. 2. An inspection must be conducted after the excavation of all native material for the trench has been completed, but prior to placement of sewer rock. 3. An inspection must be conducted after the placement of the sewer rock, and installation of distribution lines, cleanouts, and monitoring tubes, but prior to placement of insulation, silt barrier, or backfill. 4. An inspection must be conducted after the AWWTS tank and pump basin has been set in place with distribution piping and cleanouts installed, but prior to backfill. 5. The final inspection is to occur upon backfill and final grading of the property. The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. (Owner is required to read, understand and initial each section) Throughout the term of this Agreement, the Owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. The Municipality will give at least 24-hour notice. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement.
