I verified the following: (a) (b) The 21 feet section of trench encroaching on the well radius was excavated. The top of the trench was at 5 feet below grade and the bottom of the trench was 12' below grade. The soils were a silty sand with gravel and some pockets of clean sand down to 5 feet and the rest of the trench was silty sand with a little gravel. Both were brown in color and grey silty sand was not encountered. The sewer rock was removed and the trench backfilled with silty sand from the other end of the trench. .The original cleanout was left in the trench. The perforated pipe was replaced with solid PVC 3034. Another clean out was put in at the beginning of the perforated pipe. Additional trench was installed west of the 60 foot leg, running along the east property line towards the north east corner of the lot. In order to keep away from the lot line, 2 sections were installed, one 19 feet and the othgr 25 feet. The extra trench was installed to provide insurance that the system would continue to be able to serve a 5 bedroom house in the future. The sections were installed in the same type soil as the removed section and care was taken to ensure sections all were level. There is a dispute concerning the location of the lot lines. The lot was surveyed and an as-built prepared October 19, 1972. This was recertified April 15, 1977 and then updated May 17, 1984 to show improvements. The 1984 update is either to a different scale than the original o~ is incorrect. The new owner is in the process of obtaining a complete survey. The lot line in question is the north boundary indicated on the 12oo'tUcst,:i3r~ Aucnu¢. Suii¢ 15 · Anchoraq¢, Alosl<a 995o3 .{907) 561-50/40 as-built as the fence. We were unable to verify the angle this lot line meets the eastern north/south lot line. Without this information, the lot lines location are in question. Care was taken to ensure the upgrade was no closer to the fence than the existing trench. When the lot line dispute is resolved, a corrected as-built and waiver, if necessary, can be submitted. We recommend the attached as-built be accepted at this time. The seller has escrowed money to pay for the removal of the portion of the trench which was too close to the well. To hold this, pending the outcome of the survey, will only delay final settlement and will not serve any purpose. If you have any questions, please feel free to contact us at 561-5040. The reco~enaed se~aeuce of repair-upgrade is as follows. ~%e ou~let of the septic tank and the solid pipe leading to the absorption area should be exposed and checked for bs~akage, plugs and elevations regarding the basement floor. Upon completion of the tank outlet, etc.~ o~e of the following procedures is referendum. (1) If broken or plugged pipes are noted, fha necessary repairs should be made and the e~isting field evaluated by an adequacy t~st as mentioned in former correspondence. From this data, the re~aired upgrade specifications of the existing abeorption area can be determined. (2) In the event no broken or plugged lines are notea ~nd tank outlet elevation is adequate for flow through~ then a soil test in the area proposed for a new absorption trench is required. The new soil test should resolve any question of ground water infiltration and allow a new, deeper absorptien trench. The investigation complied with those procedures required by the Municipality of Anchorage, Department of Health and Environmental Protection. This investigation, which was accomplished on July 11, 1977, was conducted within a backhoe trench which had previously been excavated to a depth of 16 feet below the existing ground surface. The test location is shown in the attached Drawing A-01. All material exposed in the trench was monitored by an experienced engineering geologist. The soils encountered in the excavation are shown in the test hole log in Drawing A-01. The symbols used in Drawing A-01 are explained in Drawings B-01, and B-02. This log displays specific conditions encount- ered at the test location. However, subsurface conditions may vary in other parts of the lot without any apparent surficial evidence of the change. Groundwater was not encountered. Bedrock was not encountered. At the time the hole was excavated seasonal frost was not present. Permafrost was not encountered. A test hole was excavated to a depth of 1' within the trench. The top of the test hole was appproximately 9' below the original ground surface. A percolation test was performed within the hole at the depth shown in the attached Table 1. All depths were measured from the top of the hole. The data in Table 1 show average infiltration from depths indicated to the bottom of the hole. The measured percolation rate was 66.6 minutes per inch. We appreciate this opportunity to be of service to you. Please contact us if you have any questions concerning this letter or if we can be of additional service. Normally, the grain size distribution determines classi6ication of the soil. The soil is defined according to major and minor constituents with the minor elements serving as modifiers of the major elements. For cohesive soils, the clay becomes the principal noun with the other major soil constituents used as mod{fief; i.e. silty clay, when the clay particles are such that the clay dominates soil properties. Minor soil constituents may be added to the classification breakdown in accordance with the particle size proportion listed below; i.e. sandy silt w/some gravel, trace clay. no call - 0 - 3% trace - 3 - 12% some - 13 - 30% 'SOIL CONSISTENCY - CRITERIA: Soil consistency as defined below and determined by normal field and laboratory methods applies only to non-frozen material. We have received a reply to our reques~ ADEC has not granted the waiver because they are not convinced the le~er separation would not contamination the w~lL Therefore, you must move that portion; 21 feet, which encroached in the 100 foot well radius. We recommend you accomplish the f~llowing: (See a~ached diagram) 1. Remove that portion (21 feet) of the trench which ~s ins~e the 100' well radius (ye/Low). 2. Add 21 feet of trench to the exi~g trench at either point "A", "B", or "C" ~red). If the buyers d~-ffres to add 25' of trench for the future use, they can do ~ at either point "A", "B", or "C" (green). hen the 21 feet i~ removed from the exi~g trench, the following should be accomplished: 1. Have an inspector on-site or previously to stake the 100' foot point. TbJs will be determined by exact measurement and the 1st c/o must be beyond thJs point. 2. Di~ up the perforated pipe and gravel in the trench and remove. 3. BackHll abandoned trench area with soil with poor permeabik'ty and run stolid PVC through the area from the septic ~ank to the trench c/o. 4. A new as-built submitted by the inspector with the new Health Authority Application will clear any bnld~: The DHEP will then release the Health Authority. Even through the septic tank i~ 1~ than 100 feet from the w~]: it nc~ not be moved. It's ins~allat/on in 1972 was in accordance with exJsting codes and thus, continues to be legal The trench upgrade in 1977 did not meet the codes in effect at that time which i~ why it must be moved. 1200 UJesl 33rd /~uenue. The following table represents the level of liquid in the tank. The liquid level was measured from the top of the standpipe. The meter used during the test was a Rockwell 5/8" standard water meter which had been calibrated by R & M Consultants, Inc. SUMMARY OF MEASUREMENTS Time Level of Liquid Meter Reading in Septic Tank in Gallons Remarks 0:00 7.57' 4383.2 (Initial) Fill Storage. 2:25 5.92' 5108.1 724.9 gallons. 2:35 5.92' 5108.1 Measure Drop. 2:50 5.75' 5183.2 2:56 5.69' 5208.2 Water entering drain in basement. 3:36 5.75' 5208.2 Begin test. 3:50 5.75' 5208.2 (Final) End test 25 gallons in 40 minutes (0.625). The bottom of the tank is 9.95 feet below the top of the standpipe. ANCHORAGE FAIRBANKS JUNEAU VALDEZ WA$1LLA June 16, 1977 Ms. Noey: Page -2- It is our understanding, based on discussions with you and with the homeowners, that the septic system on the subject lot was designed for a three-bedroom house. The house has since been enlarged to five bedrooms, and there have been extensive problems with the system. To prevent water from entering the basement, the tank has been pumped on the average of once every four days since the current owners moved in, a period of over one month. The tank had been pumped two days prior to the test. The degree of saturation of the leach field at the time of the test is unknown. Assuming the five bedroom residence on the lot will house ten people, the average load on the disposal system can be expected to be 750 gallons per day. The system accepted 25 gallons in 40 minutes or .625 gallons per minute during the test. It is obvious that the septic system is not performing in an acceptable manner. The problems with the system may be caused by one or more of the following situations: 1. The system appears to have a very low surge capacity. The basement floor drain is 5.69' below the top of the standpipe. It appears that the outlet level of the tank is between 5.92' and 5.75' or only slightly below the basement floor. 2. The outlet pipe may be plugged or broken. 3. The leach field capacity may be inadequate, causing the field to be saturated to the point where it is accepting very little water. We appreciate this opportunity to be of service to you. Please contact us if you have any questions concerning this test or this letter. Very truly yours, ~Step~inie Hoag S~aff Geologist SH:JMB/sl Jim McCaslin Brown, PhD. Head, Earth Science Dept.
