Mr. William Bowens Environmental Control Officer Dept. of Environmental Quality Greater Anchorage Area Borough 3330 C Street Anchorage, Alaska 99503 SUBJECT: Lot__53 BIk I -Ha t ~ ' ~ Dear Mr. Bowens: I am writing in response to your letter of January 17, 1974 which requested a waiver from the provisions of the Alaska Department of Environmental Conservation Wastewater Disposal Regulations to permit an existing nonconforming sewage disposal system to be operated until connection can be made to the sewer during the summer of 1974. Your letter states that the system is now operating satisfactorily with no surfacing of sewage and that the owner desires to escrow money for the hook-up. The department has no objection to your proposal if connection is made to-the sewer during the 974 construction season. This letter constitutes a waiver from the requirements of the wastewater Disposal Regulations unti~the sewer is made available in 1974. Zubeck 7316 Zurick Anchorage, Alaska 99507 Re: Lot 5, Block 1, Hyatt Subdtvist&n - Overflowing Sewage Oear Mr. Zubeck: A request for waiver has been sent to Ryle Cherry, Alaska Department of Environmental Conservation for the subject property. In measuring the distances between the well casing and cesspool standpipe for the house on lot 4 ! found only a 100' separation. From the well to the tratler's cesspool standpipe I found only a go' separation. These distances should still be adequate for the granting of a temporary waiver. Conditional of the request, however, is the escrowing of funds by you to insure sewer hookup when it becomes available. A copy of the waiver request to Mr. Cherry ts enclosed. Cherry: This office investigated an overflowing sewage problem at the subject prop- erty. At our request, the tenar)t is keeping this system pumped with further checks verifying that the system has not again failed. Public sewer is scheduled and anticipated for the 1974 summer construction season. ~ecause of the short time period between new ~nd the availability of sewer hookup, ~e are requesting a temporarywatver for the continued use of the existing cesspools until hookup is available. Property owner, ~. Zubeck is well aware of the overflow problem and has been instructed to upgrade the systm~ or vacate the trailer. The enclosed map in- dicates locations of the well serving both dwellings and their respective cesspool standpipes. Standpipes are believed to be only for cesspools. Mr. Zubeck is required to escrow money to guarantee hookup when public sewer be- comes available. As the systm)~ on lot 5 has not again failed and is being adequately )~aintatned, this request for a temporary waiver is being made. At that time, sewage was found and Upon our request, the tenant pumped the system temporarily abating the overflow problem.
