Minimum distance between a well and any on-site sewage disposal system is 100 feet for a private well or 150 to 200 feet from a public well depending upon the type of public well. Well logs are required and must be returned to this department within 30 days of the well completion. Other requirements may apply. MEMORANDUM DATE: April 8, 1984 TO: Bruce Erickson - Alaska Department of Environmental Conservation FROM: ~Keith Bandt - Department of Health and Environmental Protection SUBJECT: Lot 2, Block 2, Indian Valley Subdivision As we had discussed several weeks ago, our Department could not approve the as-built diagram of the on-site sewer system for the property owned by Mary Lou Redman and for which restaurant/bar/motel approval was pending. It was also deter- mined, as you recall, that our Department can and must review design plans for a community sewer system, which this tech- nically is, but the State must assume responsibility for ini- tial proposal reviews and subsequent supervision of inspections and as-built reviews. My concerns with this property are several. It is unclear to date as to what facilities are actually present on the premises and what impact these facilities might have on the on-site sewer system design and sub- sequent installation. Dr. Leroy Reid of AECS has voiced this concern and had scheduled a follow-up walk-through of the premises. Is the absorption area of adequate size, and are the design criteria still appropriate? A lift station was installed but was not part of the ori- ginal design. Is it up to specifications and functioning properly? A sewage backup was reported during a recent inspection by a Public Facilities Inspector. Sewage was observed in the basement and at the cleanout midway between the main building and the absorption field. Grading of fill material over the absorption field must be undertaken, since this task was not accomplished during the installation. It is m~ understanding that Leroy Reid of AECS is working with you in resolving some of these conflicts. Since our Department had initially issued an on-site sewer permit for this system, will be at your disposal to assist in anyway that I can. For the record, I also understand that the drinking water supply is from a well now identified as a Class B well. I will assume that the approval or disapproval of this system is fore- most in your mind and I need not address this any further. Our Public Facilities Division will not give final approval for the restaurant/bar/motel facility until we receive further information and directives from you.
