An HAA was issued for the subject property in April of 1991.
The HAA was issued for S bedrooms and the house was later
sold as a 4 bedroom, with the stipulation that the original
owner pay to connect the house to public water and sewer
when AWWU installed it under their "Jade" project. The Jade
project was completed during the summer of ],992; however,
AWWU was unable to connect the subject property to public
sewer as originally planned. Consequently, the new
homeowners have a septic system approved for a three bedroom
house rather than a 4 bedroom house. Based upon our
discussion, the following information was gathered to
provide justification for the issuance of an HAA for a 4
bedroom house.
1. Percolation Test and Visual Analysis Confirms that the
Original Design was too Conservative: In order to obtain an
HAA for a 4 bedroom house I have performed a percolation
test to verify the actual soil conditions~and compared it
with the yisual soil rating used for the original design
(100 ft2/bedroom). On 11/20/92 an attempt to perform a
percolation test was made. At one point during the
excavation, we wore able to reach a depth of 14 'Feet in the
hole, after which the side walls of the hole began to
collapse and reduced the hole depth to 11 feet. It would
not have been possible to dig much deeper without creating
an unreasonably large hole. Below an excavation depth of
about 5 feet, the soil appeared to be a well graded gravel
(GU) throughout the entire depth. I attempted to run a
percolation test at a depth of 6 to 7 feet, but was unable
to dig a 6 inch diameter hole without the sidewalls
collapsing. Consequently, I attempted to evaluate the
porosity of the soil by pouring water into a circular
depression (approximately 12 inches in diameter and 6 inches
(Jeep) in the grave],. I poured ].0 gallons of water into this
depression in less than 1 minute, and the water was absorbed
as fast as I could pour it in (the soils log is attached

with this HAA application package). Consequently, it can be
concluded that the soil percolates at a rate faster than 1
minute per inch and should have originally been rated at 85
ft2/bedroom, which would still have been conservative.
Based upon this, the existing system, with 584 ftz of
absorption area would have been adequate for a 4 bedroom
house based upon the design regulations at that time.
2. Adequacy Test Results: On 11/28/92 I performed an
adequacy test on the subject system. Water was introduced
into the sump (located at the end of the trench) at a rate
of 5.61 gpm for a total of 122 minutes (685 gallons). The
liquid level in the sump rose only 4 inches during the
entire test, and recovered completely less than 15 minutes
after the water was shut off. Based upon this, the system
was deemed adequate for a 4 bedroom house (600 gpd). The
depth of the trench could not be verified because some
obstruction (dislocated pipe, rock, solids,
prevented me from pushing my test float farther than eight
feet below grade in the sump (4 inch diameter). According
to the initial inspection report, dated 8/27/79, the bottom
of the trench is 12 feet below grade.
3. Structural Integrity of Septic Tank: E×cavation was not
performed to expose and visually inspect the structural
:integrity of the septic tank. The 1250 gallon tank was
installed in August of 1979.

As you and I discussed on Wednesday with John Smith at your office, we are requesting that you
reissue HAA# HA 910136 for the Charles Robinson residence on Lot 1, Jewel Lake Heights S/D to reflect
approval of 4 bedroom status. This reissuance is to be conditional upon connecting to public water and
sewer within 60 days of construction of the water and sewer mains. To confirm the status of these utility
projects I met with Skip Edinger at AWWU and obtained the attached copies of 91-8 and 91-9 creating the
Jade water and sewer special assessment district #s 344 and 166. According to 1Vh'. Edinger, these
projects are presently being designed by AWWU and are scheduled for construction next summer.
As you will recall, the septic system was initially pe~xnitted for 3 bedrooms in August of 1979, with a
4 bedroom option. A 1250 gallon tank was installed, but the soil absorption trench was constructed with
384 square feet of effective absorption area which is 4% less than 400 square feet required for a 4
bedroom system. The system was subsequently approved for 4 bedrooms in December of 1979. As
Jeffrey Gamess, P.E. explained in a letter dated 4/17/91 accompanying iris HAA application, the septic
system was able to absorb 879 gallons of water within 4 hours without filling the trench drain pipe. Based
on this test it would appear that the system is significantly more than adequate for a 4 bedroom residence.

simultaneously. Water bias pumped free the ~ell to the

total volume of water pumped was 879 gaff, ions. The well
