III Justifaction for Rezoning
Note A
Alaska,and in particular Anchorage,is experiencing a tremendous population
influx that further compounds the demand for affordable housing in the
Greater Anchorage Bowl. We have reache~ the point where developable Land
~n the Anchorage Bo~w]~_~scarse~,/~mk]n~it ~t~v~hat suitable undeveloped
parcels be used to(J~Ller9greates~tenial~Fh~--P~zon~ng of this property to
R2 would maximize the Land usage anU-wo~ld st~ll retain the residential
concept of the area. The development costs of the subdivision would be d~v~ded
among a greater number of parcels,thus providing more housing at a more~f6rdable
price rate.

A rezonlng of this area to R2 would make the development of the pit~esYable.
Th~s development would remove a community eye-sore and enhance the prbperty
values throughout the entire area.

The~r~lqm~nary concept for the development of the petitioned area prowdes
s~in~le family and "0" Lot Line parcels. Open spaces~,small parks and public
areas, and a small lake for recreational purposes are~incorporated in the design.
Access to the subdivision is to be provided at three points.
The foundation material for the entire area ~s excellent. The mater~al from the
p~t area has been used to develop a major port~on of the Anchorage Bowl.
The borrow pit in the petitioned area ~s to be r6countobred ~n a manner that
would create a staggered roofllne effect. This ple~ent, departure from
row-housing so often seen in development projects. Minimal clearing ~s proposed
in the wooded section %o~t~e west of the pit area, thus preserwng the natural
habitat as much as pg§siab/~e.
The proposed zoning change in th~s area to R2 would conform to the residential
status of the community. It would provide for a wider range of housing options
~n the neighborhood, and the development would enhance and protect the natural
beauty of the area.
A zoning change would help leviate the current housing need in the Anchorage
Bowl. ~
