RE: SEPTIC SYSTEM UPGRADE PERMIT
LEGAL: DELUCIA LOT 27
The property owner has requested we obtain a permit to upgrade the undocumented septic
system of the above referenced lot. We propose to install two pressurized shallow trenches and
1500-gallon deep-burial STEP tank to serve the existing 4-bedroom residence. The design is
based on the recent test hole conducted on October 3, 2024 & the attached soils sieve analysis.
No groundwater was observed at test hole excavation or monitoring.
The slopes are moderate - flat at the proposed upgrade location. The lot and area are served by
private water. The design will not impact any of the neighboring properties. Please contact us if
you have any questions.

I have read your letter over several times. It is hard to believe that this is
the product of our tax dollars at work. From what you say you will act on
information that is grossly inaccurate and out of date unless we reply to
your letter. I read between the lines that you are attempting to upgrade
your files after many years of neglect at our expense.
We did apply for an upgrade permit on our septic system in July 1986. This was
a single family two and one half bedroom home with a piano studio in the home.
This has been a single family residence for twenty years.
Was the permit issued to us for a six bedroom duplex? Was the criteria furnished
to S and S Engineering based on the assumption that this is a six bedroom duplex?

On July 7, 1986 you were issued a permit (#860235) by this
office to upgrade your existing on-site wastewater disposal
system. The permit was issued on the basis of an engineering
design submitted by S & S Engineering. Apparently this work was
never completed and the permit expired on December 31, 1986.
During our file search on this matter, it was discovered that
the dwelling on the subject lot is classified as a 6 bedroom
duplex. Assuming this to be correct, and unless you provided
information to the contrary, this office will void all existing
permits for the well and septic system serving the subject
lot. In order for the well and septic system serving this lot
to be legal, permitted and recorded (assuming that the residence
is multifamily) you must request the appropriate permits from
the Alaska Department of Environmental Conservation (ADEC).
Your contact at ADEC should be Mr. Mike Lewis whose phone number
is 563-6775.
Should you desire additional information form '[his of'fice,
please call Robby Robinson at 343-4744. If we have received no
response from you by June 30 1990, we will assume that our file
information is correct and the existing permit will be voided

A permit issued by this Department for an individual well
and/or on-site sewer system has expired as of December 31,
1986.
Permits are issued on a calendar year basis by authority
of Municipal Ordinance. A new permit must be obtained from
this Department for any well and/or on-site sewer system not
installed by the expiration date.
If you have drilled the well, a well log needs to be sent to
this Department for documentation of the installation and to
close the permit.
If a private engineer inspected the installation of the on-site
sewer system the original as-built inspection report (three part
form) must be sent to this office for review and approval, and
for documentation.
If there are any further questions, please call this office
