Ref: Proposed Septic Tank Upgrade for Delucia; Lot 29
To whom it may concern:
The existing 3 bedroom house is served by a private well and septic system. The septic tank
(installed in 1982) is in a state of failure and needs to be upgraded. We are proposing to replace
the existing 1,000 gallon steel septic tank with a new 1000 gallon steel septic tank. It should be
noted that the existing tank is located approximately 80 feet from the private well serving the
subject lot (see existing waiver on file with MOA that was granted in 2014). The new tank will be
installed in the same location as the existing tank; therefore we are requesting that the subject
waiver be extended to apply for the new septic tank, as the same justifications apply. Per
conversation with Rebecca Carroll with the MOA Onsite Department on 8/7/17, it was in her
opinion that it was not necessary to apply for a new waiver. We are unaware of any adverse
impacts this installation would have on adjacent wells or septic systems. If you have any

In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system in accordance with the
guidelines and regulations established by the Municipality of Anchorage and industry prardices. The reported results describe the
condition of the systems on the datels of the evaluation. Separation distances were measured to readily identifiable features.
Hidden defects or encroachments may exist that were not identified during the evaluation. The operational fife of all wells and septic
systems depend on a variety of variables induding, but not limited to, soil conditions, groundwa te r to vets (that may fluctuate during
the year), quality of construction (materials and workmanship), and the water usage of the family utilizing the systems. These
conditions can vary, and are outside the control of GEG. Satisfactory test results do not guarantee future performance of the

During a recent COSA on-site inspection and test of the potable water
supply well on Block , Lot 29 of Delucia subdivision, the well's
productivity was determined to be .33 ) gallons per minute. The minimum
well productivity required by this Department (AMC 15.55) for a 3 -bedroom
residence is .31 gallons per minute. Although the subject well currently
exceeds this minimum requirement, all parties concerned are advised that the
production capacity of the well may fluctuate. Restriction of non-critical
water uses such as washing cars and watering lawns and gardens may be
required.
This advisory must be attached to all copies of the subject Certificate of On -
Site Systems Approval.

Ref: Septic Adequacy Report and Lot Line Waiver for Delucia S/D; Lot 29
Mr. Eklund,
A new 2" steel monitoring tube and a 4" cleanout were installed on the east end of the drainfield.
The 2" steel monitoring tube was slotted on the bottom 2 feet of the pipe and was driven into the
drainrock with a backhoe. The pipe was pushed into the drainrock until there was resistance
without bending the pipe. Based upon our elevation shots, the monitoring tube extends 1.04 feet
below the invert of the new cleanout. We have attached a sketch of these elevations. An existing
4" sump was already located on the west end of the trench, but the invert of the distribution line
could not be found due to the pipe being slightly bent. The following is a brief description of our
septic adequacy test:
• Since the house has been vacant for more than 30 days, a presoak was required.
• Prior to our test, both the sump and the new monitoring tube were found to be dry.
• On 8/22/2017, a total of 1,689 gallons were added to the double cleanouts after the
septic tank via a water haul truck. We monitored the liquid levels in the septic tank and
checked the double cleanouts after the tank, and at no time did the water back-up into
the septic tank. After adding this water, the system was allowed to recover for a period
of 118 minutes prior to starting the adequacy portion of the test.
• Prior to starting the adequacy, there was 3" of water in the monitoring tube and 13" in
the sump. A total of 520 gallons was added to the double cleanouts at — 2 gallons per
minute which caused a liquid level rise of 12" in the new monitoring tube (15" total of
water in the monitoring tube) and approximately 3" of water in the new cleanout. During
the adding of this water, the liquid level in the sump dropped from 13" to 2.5" of liquid
level.
• The following morning (8/23/17), 595 minutes after introducing water into the drainfield,
the monitoring tube and sump were both found to be dry.
Based upon this information, 520 gallons was absorbed in 595 minute period and a total of 2,209
gallons was absorbed in less than a 22 hour period. Based upon our measurements and elevation
shots (see attached sketch), it is unclear if the drainfield, including the distribution line, is installed
level. However, it is our opinion the drainfield is adequately absorbing 450+ gallons per day within
the design effective.

We are also requesting a 7 foot lot line waiver for the drainfield to the south property line which
abuts the road right-of-way. The previous as -built survey showed a 10 foot separation distance;
however, the new as -built survey shows only a 7'+ separation. There should be no conflict with
the granting of this waiver.

Adequacy test:
The initial field measurements of the septic drainfield prior to the start of the test showed 25.5 inches of fluid in the monitor tube. Municipality of
Anchorage (MOA) adequacy test procedures state that if the fluid is in the septic drainpipe at the start of the test, the field is considered failed. The effective
depth of this field is 24 inches, so the field is failed from the outset. Brandon Jones, our field technician, continued to run the test in case there was a reason
for this elevated fluid level (i.e., clog in the line); however, the water began to backup into the septic tank within 30 minutes of the start of the test. Brandon
moved the water flow to the monitor tube and the flow immediately began to backup to the tank, and he ended the test.
This test also tests the fitness of the septic tank. Atypical 1,000 -gallon steel septic tank should have a fluid level between 49 to 58 inches, depending on the
flow into the tank. Initial field measurements showed the fluid level in the tank to be 46.5 inches, and the fluid level at the 24 hour check was at 48 inches.
Based on this, and the age of the tank, we concluded the septic tank is also in a failed state.
Well flow test:
Based on the 2014 well flow test results showing 1.72 gpm, Brandon started the well flow test at a low flow rate. His report shows that the static water level
in the well casing dropped significantly within 30 minutes, from 168.2 ft to 210.4 ft, and eventually to 329.6 ft. The flow stopped completely at times, and he
would allow the well to recover before restarting. He said he could hear the well pump cavitating and so would start and stop the flow to allow some
recovery. Eventually the flow was so low and the static water level in the casing had dropped considerably, so he stopped the test. He hoped to return the
next day to do the 24 hour check on the septic tank and attempt to run the well flow test again. The static water level in the casing had recovered only 2.1 ft,
from 326.5 ft to 324.4 ft, from the previous day and so Brandon decided not to attempt the well flow test again.
It is possible that Brandon could make another attempt at the well flow test, if the static water level in the casing is fully recovered. He would start the flow
at a very low rate and see if it is possible to run it for 4 hours which is the minimum time MOA requires for well flow tests. The required flow fora 3 -bedroom
home is 0.32 gpm for 4 hours. My understanding is that if the required minimum flow rate cannot be achieved in 4 hours they issue a "well advisory" with the
COSA.
