Dear Sir:
Our organization performed a sewer system adequacy test 15 and 16 October 1978,
on'prOperty owned by Mr. Don Trudeau-locat%d on Lot ii-A, Block 4, Eagle River
Heights North Sbudivision, Eagle River, Alaska. .Th9 results of this test
indicated that the system was performing adequately and was documented by .our
letter dated 18 October 1978, a copy of which was furnished your office.
It iS our understanding that the present occupants who bought the property
from Mr. Trudeau, is now experiencing a great deal of difficulty with the
sewer system. In my brief investigation, I have found that Mr. Trudeau was
having the system pumped by two different pumping companies on a regular
basis and in addition, had thA system blasted during the su~aner of 1978, in
violation of Municipal Ordance, this was done prior to the performance of the
adequacy test.
Had we known that Mr. Trudeau was experiencing these difficulties with
the system, or that he had it blasted, it is doubtful that we would have
accepted the results of the adequacy test without question. We, no doubt,
after raviewing the test results, would have called for a repeat of the test
to verify the results.
We can only speculate that perhaps a fissure, as a result of the blasting,
allowed a rapid percolation during the test period. This percolation does
not occur at this time and a fissure if it exist may even now be a source of
water entering the seepage pit. We may even speculate further that since two
different pumping companies were servicing the system, water may have been
inadvertly pumped out of the pit during the 24-hour period when the test
was being conducted.
As a result of the above findings, the system can not be considered adequate
and has apparently completly failed.

This department issued aD. approval for the sewer system serving
the dwelling on the subject property. The approval was based
on the adequacy test performed by Robert A. Sharer, P.E.
The test shows the system to be adequate for a five(5) bedroom
home, even though the request is for only a two(2) bedroom
residence.
It has come to my attention that the seepage pit had been
dynamited approximately one(l) month prior to the adequacy
test. If I had been aware of this, I would not have issued
an approval.
It should also be noted that dynamiting a sewer system is in
violation of state and local health codes.

Dear Mr. Truedall:
A sewer system adequacy test was performed on your two bedroom
residence located on Lot llA, Block 4, Eagle River Heights North
Subdivision, Eagle River, Alaska.
· "~,e septic tank was pumped on 15 October 1978 and verified to be
1,000 gallons. The system consisting of a seepage pit was charged
with 900 gallons of water. Percolation over a 24 hour period
as recorded on 16 October 1978 resulted in the removal of 810 gallons
or 405 gallons per bedroom.
On the basis of the above survey and test, it is determined that this
system (septic tank and seepage pit) is adequate.
