Narrative and Waiver Application
Dear Mr. Cross:
On behalf of our client we are applying for a wastewater system upgrade permit for the property
referenced above. Due to the small, platted lot size, easements, setbacks, and proximity to the
creek, the lot has less than 100 square feet of usable area if a waiver is not granted. We request
a waiver of the 100' distance from septic tank and field to surface water, as well as 8' new
trench to old pit to be abandoned, and 5' to driveway surface.
The existing tank is a measured 69' from the nearest edge of Meadow Creek. The new tank
position will be approximately 70' from the creek. The existing tank is over 20 years old, and
of doubtful integrity. The existing pit is constructed partially within a utility easement. The
new leachfield will be approximately 80' from the stream. The existing situation will be much
improved due to the new style, sealed septic tank and confirmed 4' separation from groundwater
table. The proposed septic upgrade and waiver will have very limited impact on adjacent
properties and the surface water for the following reasons:
The surrounding lots have sufficient room for their own septic sites as we have
not requested a lot line waiver.
Immediate neighboring septic systems are all +30' distant.
Drainage will not be affected and is not a major consideration in our design. The
site topography indicates that surface and groundwater flow would be to the
south, away from the creek, supporting our waiver. Grade slopes 10-12% to the
south in this area, away from the creek. In the remote chance that effluent would
surface, it would run toward the street and away from the surface water.
Near surface soils consists of organics, silts and clay with gravel and sand. A
single layer of silt/sand type soils was encountered from the 1.5-5.0' level.
Percolation rates of the receiving soils at the 5-10' levels indicated 2 minutes per
inch. Soils near the bottom of the test hole excavations were dense, below 10'
depths. The water table was encountered at 13.5' deep, which may have been
influenced by the existing leachpit.

Statement of positive and negative impacts:
· The waiver enables locating an adequately sized septic system on a small
lot that is located almost entirely within the 100' creek setback. An
existing easement encroachment will also be rectified. The existing tank
is likely leaking and would be replaced.
· The distance waiver to Meadow Creek would not place the creek in any
danger of septic effluent as the system is located down gradient, and the
home is located between field and surface water.
· The locat~ within 5' of the driveway will be offset by 5' burial depth and
2" insulation.
· The existing leachpit will be excavated into, and abandoned.
