Box 196650 Anchorage, Alaska 99519 Subject: Eklutna Heights, Stewart Addn, Lot 6 Waiver Request Ladies and Gentlemen: I am writing to Request a waiver to the two feet of unsaturated native soils for this lot. PES performed a test hole to a depth of ten feet on August 5, 2015. Ground water was monitored for seven days and the water was observed at eight feet below ground level. On October 15, 2015 the ground water was observed to be five feet below ground level, after 45 days of the wettest September on record where Anchorage received over ten inches of rain (this area has a multiplication factor of 1.05 according to the MoA Drainage Design Guidelines Orthographic Factor Map.) The surrounding system's monitor tubes were checked and they were found to be dry to six feet on October 29th, 2015. PES percolated the upper stratum of soil to determine its rate. The percolation test resulted in a rate of 6 minutes per inch, similar to the underlying soil. There is a three-foot layer of sand under the drain rock. The intent of the sand was to allow the effluent to be transmitted into the lower soils. When the water levels were noted to be higher, we raised the system to meet the minimum separation distance to observed ground water (which turned out to be a 100 -year storm event and not the average seasonal high groundwater.) The soil is of uniform percolation rate (6-7 MPI). Therefore, I request that the two feet of unsaturated native soil requirement be waived due to uniform soils surrounding the sand, and record high ground water due to record high rain events. Pannone, Principal Registered Professional Engineer E-mail: steve@@panengak.com September 15, 2015 Subject: EKLUTNA HEIGHTS, STEWART ADDITION L6 Septic System Upgrade Permit Request Design Narrative This is a design narrative for a permit to install an upgrade septic system to be issued for this property. The existing 1000g tank is at the end of its life and the existing absorption field is in failure. Currently the lot is developed. The proposed system will utilize a replacement 1250g STEP tank and soil absorption system. This lot and the surrounding lots are served by private wells. The private well for this property and an adjoining lot (LENNIE HEIGHTS Lot 5) are within 100' of the proposed absorption field and proposed tank installation (see Waivers). There are no other wells within 100' of the system. 1. Upgrade Tank Design. a. See Sheet 1 of the design package. 2. Surface Water: There is no surface water within 100 feet of the proposed septic tank. The proposed septic tank upgrade will maintain at least 100 feet from all surface water and drainage ditches. 3. Topography: The existing topography in the area slopes down from northwest to southeast at a slope of 5-7%. Due to grading in the area around the proposed system slopes from west to east/southeast at approximately 1-2%. 4. Waivers: We would like to request a waiver for separation distance for the existing septic system to the well located on the lot and on LENNIE HEIGHTS Lot 5 and lot line separation from the absorption field trenches with the details specified below. a. Drain Field (P) to Wells (E): We are requesting to modify existing separation distance waivers between existing well on Lot 6 and on LENNIE HEIGHTS Lot 5 and the proposed septic drain field on Lot 6 and the septic tank on Lot 6 to the well on Lot 6. Due to changing the dimensions of the absorption field the separation distances have changed as well. The distance between the proposed drain field on Lot 6 and well is 83.2'±, the distance between the proposed tank upgrade on Lot 6 and the well on Lot 6 is 69'±, the distance between the proposed drain field on Lot 6 and the existing well on LENNIE HEIGHTS Lot 5 is 91.1'±. We are requesting a waiver for the drain field on Lot 6 to the existing well on Lot 6 for a distance of 78', the septic tank on Lot 6 to the well on Lot 6 for a distance of 65' and the proposed drain field on Lot 6 to the well on LENNIE HEIGHTS Lot 5 for a distance of 85'. The soil cross-sections are similar across the area and a homogenous cross-section was used to calculate the DEC criteria for all components. As outlined under 18 AAC 80.020 and 18 AAC72.021(a), I have calculated the following points: Lot 6 & Lot 7 Septic Svstem to Well Distance from sewer system bottom to groundwater 7.21 Soil sorption below sewage system 2.94 Soil permeability below the system 1.35 Water table gradient 2.90 Horizontal separation 2.32 Total Points 16.71 "The sum of the above values could equate to the following conditions: 16-24 Almost sure to be free from any form of contamination from household sewage." In my opinion, this waiver request meets the above criteria for approval and does not constitute risk to health. I hope the above information will assist you in determining that the waiver should be granted. In regards to the separation between the proposed septic tank to the existing well on Lot 6 the decreased distance adjusts the value of the "Horizontal separation" to a point value of 1.76. This provides an overall points for the tank to 16.12 which stays within the aforementioned range of "16-24 Almost sure to be free from any form of contamination from household sewage". b. Drain Field to Lot Line Separation: Due to the limited space available on the lot we are requesting a lot line waiver on both ends of the trenches to 5'. c. Drain Field Orientation: Grading of the yard provides a general slope from the west to the east/southeast at approximately 1-2%. The lots in this subdivision are extremely small and prohibit latitude in direction of drain field. The proposed system will follow the general orientation of the lot which is not parallel to the assumed contour lines. Due to lot size and field size requirements we are requesting a waiver to the drain field orientation. A determination is also needed regard- ing approval of leachfield to groundwater table vertical separa- tion distance. The well in question is 73' from the septic tank on this lot, the leachfield is 6' from south property line. The well was drilled 6/7/78 and the septic system was installed with En- gineer inspection on 10/17/78. The enclosed inspection report for lot 6 shows a request for wavier for 6' distance to lot line and 73' well to tank. The inspection report bears what appears to be an gprov 1 signature next to the engineers stamp similar to a Mr. of your department. We are requesting a formal wavier from your department that will allow future Health Author- ity Approvals. The well log enclosed shows the well draws from an aquifer at the 142-145' level. This aquifer is overlain by gravel and silty gravel soil layers. The well has a low yield of 1.5 GPM with a static water level of 130'. The subsurface soil is rated at 230 sq. ft. per bedroom in the trench sidewall area. The trench is currently leaching out of the top 10 inches of the trench and trench bottom was measured by us through the monitor tube as 91 " deep. Surface topography is sloping SE facing at *2%, away from the well toward the septic tank. The septic tank was apparently installed according to standard pract- ice at that time with inspection. From the original soil log enclosed it is noted that the ground water table was at a level of 10' below the ground surface. The depth of the trench as noted on the inspection report is 10-11' deep. Our field measurement of the trench bottom through the monitor tube shows the bottom of trench at 7-'. Apparently the trench was installed at the wrong elevation, or possibly page 2 L6 Eklutna H.r'�ghts, Stewart Edition '1 a new test hole was dug at the time of installation. The trench leachate level at -time of test was at 28" below the ground surface. -The trench in it's current state is leaching at a level well above the GWT. As the tank was recently pumped, a trench leach level could be determined after a period of time when no effluent has been added, the level the trench is leaching into the surround- ing soil. It is possible that the trench has reached a state where effluent is exiting only from the 28" level. From the information available we are requesting that you make a determination as to possibility for wavier or suggestion of a procedure that will satisfy the requirements for health authority approval. The soils test for this lot indicates that the base of the trench absorption system may have been installed within four feet of the underlying water table. This is a violation of state code. Health Authority Approval for this septic system cannot be granted until it can be established that the base of the absorption trench lies more _ than four feet above the seasonal high water table. This will require that groundwater monitoring be performed in the vicinity of the trench. Two test holes, located on either side of the trench and monitored for at least one week after installation will be required. This monitoring period should take place after May 15 and before July 1 to establish the seasonal high groundwater level. Your request for a waiver of the required well to septic tank separation distance has been examined. In order to fully evaluate this request additional information must be supplied. The septic tank and its inlet and outlet couplings should be inspected to verify that they are in good conditiona and watertight (couplings should be calder-typeor equivalent). It is suggested that the tank inspection be coordinated with the installation of groundwater monitoring holes. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available,which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. Box 196650 Anchorage, AK 99519-6650 www.muni.org/onsite (907)343-7904 Nitrate Advisory Certificate of On -Site Systems Approval # OSC151602 A Certificate of On -Site Systems Approval inspection and test of potable water was recently conducted on the well watersupply on Lot 6 of Eklutna Heights Stewart Addn subdivision. This inspection revealed a nitrate concentration of 7.61 milligrams per liter (mg/L) was reported for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On - Site Systems Approval.
