The owner is requesting a permit extension for the referenced property. We have
performed a site visit and the 2017 design appears to be still valid. The owner has verified
that the maximum number for the duplex will be 6 bedrooms (see attached photo of text
correspondence). The owner is completing an owner-installer agreement and will send
you the completed form. We have revised the design drawing to show the septic tank will
be 10+ feet from the foundation per the new code (see attached revised design drawing).
We are unaware of any adverse impacts this installation would have on adjacent wells or

Ref: Proposed Septic System for Eklutna Heights SID #1; Block 4, Lot 6B
The referenced property is proposed to have a 6 bedroom duplex built on it. The duplex
will be served by a public water system called Dawn Water System. The owner will be
required to obtain approval from the appropriate authorities to connect to the water
system. Two (2) test holes have been excavated on the property for the purpose of design
a septic system to serve the residence. We are proposing that a 2,000 gallon septic tank
and dual 5-wide drainfield be installed. Comments regarding the design are summarized
as follows:
1. SOILS: See the attached soils logs which show the soil classifications, groundwater
monitoring, and the percolation test results. The percolation rates for the two (2) test holes
were 2.2 minutes/inch and 7.5 minutes/inch. Based upon these percolation rates, the
allowable application rates range between 0.8-1 .2 gpd/sq.ft. We are proposing that an
average application of 1.0 gpd/sq.ft. be used for this design. The new drainfields will be
installed within the 30 foot radii of these test hole.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: There were no visible surface waters within 100 feet of the
proposed septic system.
4. TOPOGRAPHY AND SLOPE WAIVER: The site plan and design drawings show the
topography contours based upon MOA Argis mapping. As can be seen on the site plan
and design drawings, the drainfields are proposed to be installed in a bowled area on the
property. It is or understanding that the property owner is proposing to level the lot by
using the hill along the west property line and filling the lower lying areas on the property.
We are proposing that the drainfields be installed prior to the placement of the fill in order
to make sure the maximum trench depth is not exceeded and to make sure slope
requirements will be met. As can be seen on the cross section detail drawing B-B (page
4 of 4), the proposed primary drainfields are to be installed along a slope that changes up
to 5 feet from West end of the drainfield to near the midpoint of the drainfield and then
back up another 3 feet in elevation on the East end. With the maximum excavation depth

of 11 feet at any point (West end) and the deepening of the test holes to 17 feet, the
effective depth of the drainrock should all be within the same soil stratum and will below
the organic and loam material. As can be seen on the cross section detail drawing A-A
(page 3 of 4), the proposed primary drainfields are to be installed on a 5-15% slope (15%
shown on profile) running approximately south to north. There is a steep slope
approximately 30 feet north of the most northern primary drainfield that has a slope that
is approximately 50%. The alternate site is proposed to utilize an advanced wastewater
treatment system and the alternate drainfield is approximately 15 feet from the top of this
50% slope. We are requesting a 15 foot slope waiver to the alternate site and a 30 foot
slope waiver to the primary site. Justification for these waivers are as follows.
• As you can see on the attached cross section detail drawing A-A (page 3 of 4), the
25% imaginary slope line starting 2.5 feet above the invert of the distribution line
does not daylight for either the proposed primary drainfield and or the alternate
site.
• The entire area below the proposed drainfield is vegetated and any area disturbed
during construction will be required to be revegetated within 50 feet of the drainfield
area. Please note this as a special provision on the permit.
• The soils porosity is very good so as to promote downward migration of effluent.
In short, lateral migration of effluent is not anticipated.
Based upon these justification, it is our opinion that there is minimal risk with the granting
of these waivers.
4. LOT LINE WAIVER: As can be seen on the design drawing, the drainfields are
proposed to be installed in a bowled area on the property. In order to fit the drainfields in
this bowled area, we are requesting that a 2 foot lot line be granted from the east lot line.
The east lot line abuts the road right-of-way for Gorsuch Street and the portion next to the
proposed drainfields is undeveloped.
5. VERIFICATION BY OWNER: Due to poor records and documentation of water and
sewer systems in this area, the owner/developer of this property will be responsible for
verifying with adjacent property owners that they are connected to the Dawn Water
system. Please note this as a special provision on the permit.

A permit issued by this Department for an individual well and/or on-site
sewer system has expired as of April 29, 1987.
Your p~rmit expired on the date of issue basis by authority of Municipal
Ordinance existing at that time. A new permit must be obtained from this
Department for any well and/or on-site sewer system not installed by the
expiration date. The new permit will come under the calendar expiration
date as per the new Wastewater Ordinance (effective May 20, 1986).
If you have drilled the well, a well log needs to be sent to this Department
for documentation of the installation and to close the permit.
If a private engineer inspected the installation of the on-site sewer system
the original as-built inspection report (three part form) and must be sent
to this office for review and approval, and for documentation.

On May 20, 1986, The Anchorage Assembly approved a new ordinance
regulating on-site wastewater disposal systems (septic systems).
Ail septic systems constructed after the effective date of this
ordinance are subject to the provisions of this ordinance.
Our records show that you currently hold a permit for the installation
of a septic system. We strongly urge that you contact this office
prior to constructing your system. Any changes in the code~that could
impact the construction requirements of your septic system will be
identified and brought to your attention. Please contact the
Environmental Services Division at 264-4720.

Septic System Owner-installer Agreement
The On-site Water and Wastewater Section (On-site) may issue an approval for a homeowner
to perform work on an on-site wastewater disposal system to serve that individual's owner-
occupied, single-family or duplex home if the homeowner meets and agrees to the following
requirements:
1. The property owner and excavation equipment operator may perform work on no more
than one owner-installation project in a 12-month period.
2. Owner's projected active involvement with the installation:

at the construction site for the duration of all related work.
8. I agree that if the system is an advanced wastewater treatment system (AWWTS), I will
obtain additional installation instructions and approval from the equipment distributor.
