The stipulations are listed as follows: (1) The engineer must verify the soils during excavation and modify the drainfield design accordingly. (2) The new private well on Lot 2 Block 1 is to be installed prior to November 30, 1982. (3) The new private well on Lot 1 Block 1 is to be installed prior to August 31, 1983. (4) The existing community well on Lot 2 Block 1 is to be abandoned, according to codes, no later than August 31, 1983. (5) The existing sewer line between Lot 1 and Lot 2 Block 1 must be disconnected with a physical obstruction of the line. (6) Permit ~830934 voids Permit #830881. To assist in clarifying Item #4, enclosed is a copy of the current water well standards. Section 15.55.050 K contains the proper procedures for well abandonment. At the beginning of the test water level was found at 44 feet below top of casing. At a pumping rate of 5.56 gallons per minute the water level dropped until the pump intake was reached. At this point the flow was stopped and the well allowed to recharge. This was repeated twice times with the following results. A total of 460 gallons was pumped in a time period of six hours. The Municipal requirement for well flow is 150 gallons of water per bedroom per day. This well exceeds this requirement The assessment of the condition of the well applies only to the conditions as of the day tested. The flow rate may change due to subsurface conditions that may not be observed from the surface, and changes in the land use and other factors that may impact the aquifer feeding the well. 15 CTI-t. A sewer permit was issued in 1983 with 5 stipulations. A new xvell was drilled for Lot !, but during my HAA inspection I found that the new well was not connected to the water distribution system and that the old well was still providing water to both Lot 1 and 2. Lot 2 is in the process ofbeing transferred. The present owner, together with the owner of Lot I, is under contract to drill a well on Lot 1 and install a new water line. This work can not be completed prior to transfer of title. A conditional HAA is therefore requested. The well on Lot 3 is within 75 feet of the septic tank serving Lot 2. This well is located under the house of Lot 3 and exact measurements can not be made. The owner ofLot 3 obtained a well and septic upgrade permit in 1990. Under this permit both the well and the septic system were to be replaced to meet the current 100 feet separation distances. A new septic system was installed but the well was not replaced, with the result that the well on Lot 3 is in conflict with both the septic system on Lot 3 and the septic tank on Lot 2. Ifrequired I can request a waiver, but my client is not in violation and the cost of the waiver should not be his responsibility.
