30, 1986 letter. This approval supercedes the waivers formerly
approved in our October 24, 1985 letter. Construction practice
described in your April 30, 1986 letter are required. In

timetable for observation.

As Engineering Consultants to the Anchorage Water and Wastewater Utility on
the projects referenced above, we are writing on its behalf to seek ADEC
approval of several waivers of the State Wastewater Disposal Regulations, in

February 26, 1985.
Variance requests numbered 1 through 8 are shown on the attached table. These
variances encompass properties located in Ellis Green Subdivision, Ramstad
Subdivision and Lot 13 of U.S. Survey 3043. Waivers were approved previously
for Lots 13A, 1381 and 13F (ADEC letter dated 10-24-85). Our previous
submittals have shown that these lots at present have a number of conflicts
between their drinking water sources and associated holding tanks, septic
systems and outhouses. Also, raw sewage has been observed in local drainage
ditches, indicating a failure of private sewage treatment systems in the area.
The requested variances for this project would clear the way for a new, safer
sanitary sewer system that would improve the situation over what is now
existing.
However, the alignment of Snow Valley L.I.D. 60-3 and GA -2 trunk (Phase I)
sanitary sewer passes close to drinking water sources (wells) at a number of
locations. These locations were graphically illustrated on the project plans
previously submitted and further described in the table attached. To address
this rblem, the otherpspecial materials ntofreduce this sthe rpotential project ufor liron pipe and
contamination. p
The following measures will be taken to prevent well contamination:
1. Within the subject well radii "waiver" areas 1-7, all sewer pipe will
he 8 -inch ductile iron pipe Class 50 with a wall thickness of 0.27
inch.
Within the subject well radii "waiver" area 8, the sewer pipe will be
16 -inch ductile iron pipe, Class 50 with a wall thickness of 0.54
inch. Ductile iron pipe has a life expectancy greater than most other
conduit materials because of its structural strength and its
resistance to abuse, abrasive elements and corrosion. Also,
this
section of sewer is not planned to have any future service connections
because the adjacent land is either public land or prohibited from

2. Sewer pipe within 75 feet of private wells and within 100 of Class "C"
community wells will have "Field Lok Gasket System" joints by Tyton
Pipe Co., or similar joints, with heat shrink sleeves, Raychem WPC/87
or TPS, or similar at the joints.
In addition, this particular sewer system has much less potential for
leakage or exfiltration than others, because it is a gravity system
and will have a 0.0 psi working pressure, making it ideal for
construction within well radii. On a gravity system there is more
concern to infiltration than exfiltration. This is especially true of
gravity systems which function only partially full because of their
steep slope and resulting higher velocity of -Now, which is the case

exfiltration even further.
3. The manholes in this system that are within the protective well radii
are much less likely to leak than others because of their special
construction. Within the manholes, the sewer line is mechanically
sealed and gasketed to prevent leakage of any sewer into the manhole,
thus preventing any leakage of sewage out of the special manholes.
Also, the cleanouts that are within the protective well radii are much
less likely to leak because they will be mechanically joined and
gasketed to prevent leakage of any sewage.
4. A construction inspection program approved by the ADEC will be
implemented to insure proper construction of the system. A copy of
our contract with AWWU for construction administration is attached for
your review. The contract scope of work describes the program
proposed by AWWU for your approval.
5. The use of on-site sewage disposal systems on the lots in question
will be discontinued and the existing building plumbing will be
connected to the new sewer system as soon as possible.
In summary, this project will improve the conditions in this area substantially
if it is allowed to proceed. We believe the waivers requested herein are in the
best interests of the public and should be granted.

In conducting this evaluation, GEG, LtD. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines 8 Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local sons condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. GEG, LTD. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
