Dear Susan,
Please find the site plan enclosed for this subdivision which shows
the locations of wells and septic systems for lots 1, 2 & 3. The owner
has realized that three bedroom structures would be better for the
lots and consequently the change has been inplemented into the
design.
Also attached are the soil logs and percolation test results which
were used for the design. All test hole locations were field surveyed
for accurate locations as shown on the site plan.
To be conservative every on site septic system has been designed to
the worst case condition of .45 gpd/sf of surface area. Well locations
are shown for all lots and the locations for lots 1 & 2 are dedicated
locations.
Monitoring tubes remain in the ground at the site for inspection and
I am available for assistance if an inspection if required. Please
advise if additiOnal information is needed to obtain approval of this
subdivision from your department.

The Environmental Services Division, On-site Services Sectzon,
of the Department of Health and Human Services has reviewed
the following cases and has these comments:
S-9136:

No objection.
S-9138:
New MEA Subdivision Lot 1
Extend public sewer and water to development if
sanitary facilities are planned for the substation.
S-9088A:
Cabin by the Creek Subdivision ~-- .- ~ .......
Provide drainage plan which shows possible Impacts
to proposed on-site wastewater systems. Lots 1
and 2 will require the following: private w~!l ~__
sites will be designated on the final plat;3$he~ ~
engineer must provide DHHS with actual designs -
for three disposal areas per lot; additional soil
tests as needed must be performed and submitted
with the designs; all disposal areas will be
shown on the final plat; a note limiting bedrooms
for lots 1 and 2 will be included on the final plat.'

Request for Comments on Short Plat Subdivisions

The Environmental Services Division, On-site Services Section,
of the Department of Health and Human Services has reviewed
the following cases and has these comments:
S-9088:
Lots 1, 2, 3 Cabin by the Creek Subdivision #2
The following deficiencies were found with this
plat submittal:
Show 100 foot setback to the mean high water
level of the stream (Little Campbell Creek).
Exact locations of all test holes must be
submitted.
3~ Both test hole #3 (on Lot 1) and the proposed
public well are shown in the required 30 foot
road right of way. We will require a new
test on Lot 1 and a relocation of the well.
Provide information on water availability for
the well.
Provide a copy'of the ADEC certificate to install
a public well.
The applicant must designate whether he plans
to limit total bedrooms on the plat or
designate a reserved area space (Sec. 15.65.180.B).
Provide drainage plan which shows possible impacts
to proposed on-site wastewater systems.
Provide location of all on-site wells and
sewer systems wihin 200 feet of the proposed
development.
This plat has not fulfilled basic requirements under
15.65. We recommend it be returned to the applicant
for resolution of the above deficiencies.
S-9089:
Lots 1, 2, 3 Bernard Subdivision
We recommend this plat be returned for additional
information. We will require the following:
1. Provide locations of all test holes.
2. As proposed, the route of drainage will
seriously impact the development of on-site
disposal systems. We request that a
comprehensive evaluation be made by a registered
engineer, showing potential impacts and
proposed mitigation.

the public water system is proposed, provide
copy of the certificate to construction the
extension. Prior to final plat, provide a

It is our understanding that the applicant has
agreed to delay the plat hearing a week so that we
can resolve these issues. Amended comments will
be provided to Platting within the next week.

Cabin By The Creek Subdivision (S-9088) .
Horse Manure Disposal Plan
Dear Ms..agar:
The most southerly lot of Cabin by the Creek Subdivision will have a
horse barn and corral constructed on the premises. Current plans
call for the housing of one horse in this area. To mitigate any
pollution to the water drainage in the area we are proposing
placement of a dumpster adjacent to the corral area to contain the
horse manure.
The manure will be removed from the grounds on a regular basis
and placed in the dumpster. The dumpster will then be emptied on a
monthly basis with the manure hauled to the Municipal Landfill for
final disposal. The dumpster will be covered at all times to prevent
infiltration of water and checked to verify water tightness. These
measures should prevent contamination to any surface drainage in
the area.

SUBJECT: Case S-9088 Cabin by the Creek, ~reliminary ~
The Water Quality Section has reviewed the preliminary plat and
site plan for the proposed Cabin by the Creek Subdivision and
supports the plat with the followin~conditions:
1) Little Campbell Creek must be labeled on the plat.
2) T~e 50 foot creek Maintenance and Protection Easement must be
a minimum of 25 feet on each side of the creek.
3) A note must be placed on the plat stating:
The Stream Maintenance and Protection Easement provides
? for the maintenance of water~ quality and protects adjacent
properties from soil erosion and flooding. The easement
prohibits vegetation to be cleared or disturbed, excavation
performed, and structures or fill placed within 15 feet of
the stream.
4) A waste storage and disposal plan must be submitted for the
horse paddock and arena area. Horse manure must be stored or
disposed of in such a manner as to prevent contamination of
Little Campbell Creek.

Dear John,
Test holes were dug and monitoring tubes installed at 3 locations on
the subject property. Soil types were also recorded and logs are
attached for your records.
The parcel appears to have soil conditions suitable for on site
wastewater systems based upon current Municipality of Anchorage
requirements.
No sign of groundwater was noted While excavating for the
monitoring tubes. Percolation rates ranged from 45 - 50 minutes per
inch.
