The existing septic system consists of a 1300 gallon Premier Plastic tank and a 5 -wide drainfield. The drainfield is in a state of failure and needs to be upgraded. We are proposing to continue to use the existing septic tank and that the reserve drainfield be installed. Due to the location of fill brought in for a driveway and parking area, the reserve site shown on S & Engineering 1998 design is not feasible and we have proposed an alternate site. Two test holes were excavated on the property from the original design performed by S & S Engineering. An additional test hole was excavated on the property in order to encompass the reserve site within the radii of the test holes. The drainfield will be designed around the 30 foot radii of the new test hole and S & S Engineering's test hole #2. Comments regarding the design are summarized as follows: 1. SOILS: See the attached log which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There is a small stream of running water on the south end of the property. Also, per Anchorage Wetlands Maps, there is a small stream originating near the Northwest corner of the property. The new drainfield will be installed over 100 feet from this stream or any there surface waters. The 100 foot setback from all surface waters will be flagged prior to beginning construction. 4. TOPOGRAPHY AND SLOPE WAIVER: Based upon the handheld clinometer shots we took, the topography below of the existing and the proposed drainfields averaged 35 percent running approximately East to West with an occasional slope that may be up to 40 percent. We are requesting a 0 foot waiver to slopes in excess of 25% (See the attached cross section drawing for details). The following is mitigating factors for justification of this waiver: • The existing drainfield was installed in 1998 and has existed on this slope for almost 17 years. The existing drainfield is currently surcharged (6.5 inches of water in cleanout at end of drainfield). We have walked the area below the drainfield extensively and have not found of any surfacing or daylighting of effluent. It is our opinion that the new drainfield should be able to be installed on the same slopes with similar performance. • The area below the drainfield is heavily vegetated. If the slopes were required to be fill and graded, it would require the existing vegetation (trees, brush, organics, etc.) to be removed or disturbed to place the fill. It is our opinion that the natural vegetation should be left in place and not be disturbed, and that the existing vegetation is providing a sufficient barrier for any effluent from daylighting. • The MOA has granted similar waivers in the past with similar justification. Examples/copies of these waivers can be provided to your office if deemed necessary. Based upon these justifications, it is our opinion that there is minimal risk with the new drainfield being installed along the same slopes as the existing drainfield. It appears the porch is sitting directly on the ground and that the weight of the deck is distributed proportionally over the ground surface. In short, there appears to be no concern with additional weight over the existing septic tank. Comment #2 — We have revised the site plan and design drawing to shown a class "C" 150 well radius to insure the separation distance has been met. Comment #3 — The approximate location of the french drain along Hiland Road has been added to the site plan. Comment #4 — We are proposing the original grade will be 4 feet below the added fill. The maximum depth will be 5 feet from this point, which equates to a 9 foot deep from the added fill elevation. The test hole is 14 feet deep. Prior to excavation we will check the groundwater monitoring tube, which in September requires us only to be 5 feet above the this elevation. In short, we should not need to perform additional 7 -day groundwater monitoring. We will deepen the test hole to 15 feet to confirm no bedrock or impermeable soils exists prior to construction (6 foot separation). Comment #5 — Added note to design regarding driveway/parking area over existing drainfield. Comment #6 - Resolved need for this based upon phone conversation with you. Unless specifically agreed otherwise, the property owner shall be responsible for final grading areas subsequently depressed from soil settling. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Health Department for system installations. Owners installing their own systems must also receive prior approval from the Municipal Health Department. SEPTIC TANK INSTALLATION: 1. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than 10 ft. from the tank. The first cleanout, in line, shall be to clean toward the leachfield. The second cleanout shall be to clean toward the septic tank. 6. Final grading over the septic tank shall be such that a positive slope exists away from the septic tank. ABSORPTION TRENCH/DRAINFIELD INSTALLATION: 1. Excavate the proposed trench to the dimensions shown on the design. The bottom of the excavation shall be within 2 inches of level. If the sidewalls of the excavation become smeared, they must be raked or scratched (ruffed -up) before gravel (sewer rock) placement. 2. Once the gravel is installed, the distribution pipe is to be installed level with the perforations faced downward. Gravel is then to be placed over the distribution pipe to provide a minimum of 2 inches of cover over the pipe. 3. A silt barrier must be installed between the final gravel layer and the native soil backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill. 4. Monitor tubes shall be of four (4) inch diameter, installed approximately in the locations shown on the design, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distribution pipe. This is equivalent to the effective depth of the gravel as noted on the design. 5. Backfill over the final gravel layer must not be less than twenty-four (24) inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finish grade over the trench must be mounded to prevent the formation of a depression after settling. When sand is being used as a filter material, its gradation specifications must conform to current M.O.A. or D.E.C. requirements, which ever requirement applies. INSPECTIONS: Typically there will be a minimum of three (3) inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: 1. The first inspection must be conducted after the excavation of ditches, pits, trenches, or beds and before the installation of any gravel.
