Variance Request
This memo is intended to support the pursuit of a waiver for the lot line variance. The need for the variance was
cited by case 2016-37 memo (Abbott Rd Rehab — Lake Otis to Birch project) dated March 31, 2016 from the
Municipality of Anchorage On -Site Water and Wastewater Program.
Partial Acquisition Information
Attached are plan and section views for Parcel 17. On -Site Sewage Disposal System and/or Well Inspection
Reports dated September 16 1970, site visits, and information interpreted from survey data were used to evaluate
the system for Cohoe Lot 1.
Cohoe Lot 1 (Project Parcel 17)
The closest septic system to the proposed property line is a seepage pit that is 6.4ft from the proposed property
line. The AMATS: Abbott Road Rehabilitation — Lake Otis Parkway to Birch Road (Z539420000/0506003)
project will bring the property line closer to the system. According to the inspection report, the cover above of the
seepage pit and the trench is approximately 5ft. This will make the top of the drainfield lower in elevation than the
proposed roadway ditch. The drainfield is 3.5ft from the property line and the drainfield is lower in elevation than
the toe of the proposed slope. The owner and the inspection drawing show the drainfield paralleling Abbott Road;
however the distance from the well to the end of the drainfield would mean the trench was installed at an angle.
What is shown is the worst case scenario.
Recommendation
Based on discussions with the Municipality of Anchorage On -Site Water and Wastewater Program representatives
I recommend approval of the waiver for Cohoe Lot 1. See attached figure.

As you are aware the State of Alaska Department of Transportation and Public Facilities
(Department) is continuing its efforts to complete the above stated project. As a result of the
changes the project will have on your property, we have recently been asked by the Municipality
of Anchorage (MOA) to apply for and obtain a waiver, on your behalf, for a lot line variance for
your property identified as Lot 1, Cohoe Subdivision.
As part of the MOA's review of the project they have confirmed that as a result of the acquisition of
additional property under the project, your current septic system will not comply with Anchorage
Municipal Code Title 15.65.060, subsurface disposal fields, given its current location. More
specifically, the new property line is within ten feet of the drain field.
The Department has prepared the required and enclosed drawings and exhibits which will be transmitted
with the waiver request. These diagrams have been approved by the MOA and will serve to update the
MOA records concerning your subsurface disposal field and document the legally non -conforming
aspects of your system.
In order request the waiver, we ask that you please sign this letter in the space provided below. This will
grant approval for the Department to submit the enclosed information on your behalf and formalize the
waiver of Anchorage Municipal Code Title 15.

Dear Mr. Strutz:
On April 6, 1977, at your request, our office conducted a percolation
test on the existing sewage disposal system located on the above describ-
ed lot.
The following table represents the level of the liquid in the tank. The
depth of liquid in the tank was initially 7.5 feet below the top of the
stand pipe and 4.8 feet above the bottom of the septic tank. The tank
was assumed to be full or at the outlet level. For the test, the liquid
level was measured from the bottom of the septic tank.

The meter used during the test was a Rockwell 5/8" standard water meter.
The meter had previously been calibrated by R & M Consultants, Inc.
The septic tank had not been pumped prior to the percolation test.
Since the house on the lot concerned was occupied, it can be assumed
that the leach field in question was at its normal degree of saturation.
If it is assumed that the existing three bedroom house will house six
people, the average daily load on the disposal system can be expected to
be 450 gallons per day, or 0.31 gpm.

Since the existing disposal system accepted 3.21 gpm, we would conclude
that the leach field is presently performing in a satisfactory manner
for the attache private residence.
