Dear Mr. Garness:
On February 13, 1994, you provided (by FAX) information
relative to the proximity of the absorption field to a slope
on the subject lot of approximately 35%. In view of the
five feet or more of fill added after the absorption field
was installed, coupled with the very permeable accepting
soil strata, there is a minimal chance of the effluent
daylighting from the face of the slope.
In our further review of the as-built drawing dated July 15,
1992, additional information has surfaced which requires
further investigation of this wastewater disposal system.
Permit #SW920090 was designed and approved for a
conventional wastewater disposal system sized to handle the
wastewater generated for a four bedroom single family
residence. Your as-built drawing shows that the system was
installed in accordance with the design attendant to the
permit. Information recently received by this office brought
the following matters to our attention.
The septic tank and leachfield are being utilized
as a "grey water" system.
The residence is served by holding type toilets.
The waste solids generated by the subject residence
are being disposed of by composting and possible
incineration.

In the issuance of the on-site wastewater disposal system
permit, none of the above items were mentioned nor were they
included in your as-built drawing. If any of the above
items do exist, you must provide full details accordingly
including but not limited to manufacturer's specifications,
installation details and drawings, operating details, "black
water" disposal process, and the method of disposal of the
"composted" material. The subject as-built drawing will not
be approved by this office until the above requested
information is progided.

single family well and/or on-site wastewater system, has
expired as of May 20, 1993.
A new permit must be obtained from this office for a well
and/or on-site wastewater system NOT installed by'the
expiration date.
If you have drilled the well, a well log must be sent to
this office for documentation of the installation and to
close the permit.
If a licensed Professional Engineer has inspected the
installation of the on-site wastewater system, the original
as-built inspection report must be sent to this office for
review, approval and documentation. All inspection reports
must be submitted within 30 days of construction completion.
When applying for a new permit, the fees are: $200.00 for an
on-site wastewater permit; $75.00 for a well permit and
$275.00 for a combined on-site wastewater and well permit.

Dear On Site Services Engineer:
I have reviewed information available on lots adjacent to the subje.ct
property and have conducted an onsite investigation. Systems
located on other properties in the neighborhood are more than 200'
from the proposed systems on the subject lot.
The terrain of the lot gently slopes from the south to the northfor the
first 200' then drops at a 15% slope to the drainage swale The
transverse slope is gradual from east to west. In addition, the
following comments apply:
1. The system, if constructed as designed, will have no adverse
impacts on the wells currently in use or to be placed in the
future on lots located in the area.
The system, if constructed as designed, will have no adverse
impact on existing septic systems in the area or those to be
constructed in the future.
The system, if constructed as designed, will have no adverse
impact on reserved space either surface or subsurface on any
lots located in the area.

Subdivision. The lot line between Lots 5 '& 6 is proposed to be vacated
and is currently going through the platting process. The septic systems
proposed for Lot 4A fall entirely within what is currently platted as Lot 6.
I have reviewed information available on lots adjacent to the subject

swales near the north boundary and through the southern portion of

The wastewater treatment system installed on the subject home
consists of two separate plumbing systems. The blackwater from the
toilets and the garbage disposal are separated from the graywater
from the sinks, Showers, tubs and dishwasher. 'lhe blackwater runs
into an AlasCan Composting tank. Thc graywater runs into a separate
AlasCan waStewater tank. 'lhe outflow of the wastewater 'tank runs
into a 1,250 gallon conventional septic tank and drain field, designed
and approved for the more normal combined black and graywater
disposal.
The composting tank is an active system consisting of a large heavily
insulated, aerobic digestion tank with two thner-controlled agitators.
three ratchet driven augers, an automatic sump pump and an exhaust
fan vented through the roof by a dedicated 3' ABS pipe.,
The wastewater treatment system ls another large Insulated tank
separated into three stages of extended aeration using the suspended
growth process of cleansing. Water flows through the system by the
· power of rising air supplied by a small compressor, The, first stage is
a surge chamber to handle the heavy surges of normal water use.

Tests by the University of Alaska Fairbanks' Environmental
Engineering Laboratory indicate this system consistently exceeds the
Environmental Protection Agency's Secondary Stream Discharge
St_~_udards.
The plumbing system rough-in work is capable of being converted
back to a conventional waste disposal system. Removal of the two
tanks will. require only modest lengths of drain pipes be connected
to drain all wastewater directly Into the septic tank.
The toilet fixtures would al~o have Co be changed since the AlasCan
system U~ilizes N~PON Pearl toilets that utilize an alcohol-type
biodegradable mild 'surface agents mixed w/th water by an air p~mp
~at~C,~ates a foaming and lubricating, flushing action, ~he t~oilet$
water.
A bottle of the Nepond lasts approximately one month per toilet,
The continuous foaming action provides for another 'odor barrier
should the venting system fail or become blocked (heavy 'snowfall
over the roof vent. for example). The ¢ompostlng toilet is started
with a few hundred pounds of sawdust/wood chips and, abcn~t 50
pounds of fishy peat potting soil. At intervals of approximately one
year about 10 gallons of compost are removed. Under normal
operation there is no discharge from the composting tank.
Excess moisture is evaporated out of the composting tank. by
diverting the state air exhaust of the Vent Air Air-to-Air heat
exchanger that continuously exhausts 120 cfm of air.
The outflow of the wastewater system will be monitored for an in'itial
period of one year after initial occupancy. Analysis will be made on
the compost upon removal. The res'ults will be submitted to the

The design basis for the project is to construct an earth friendly
energy efficient home that will appeal to the middle class family in
Anchorage. Material and component selection was made to support

manufactured In Alaska. These systems have been installed in
