Lots iA, 2A, 3A Block 2 Cromwell Heights Subdivision The department supports the reduction of housing density as proposed in this resubdivision of the existing Cromwell Heights. However, resubdlviding subjects this plat to the-same requirements as for new development. Therefore, the following items are required bY DHHS prior to preliminary plat approval, as outlined in AMC 15.65.40, .60, and .180, and AMC 21'.15.110: 1. Show'all existing sewer systems and wells on property and within 200 feet of property. ~/2. Provide documentation of existing sewer system on Lot lA, including appropriate soils information. ~/~. Provide information on water availability for this subdivision. ~. Show all surface water sources which cross this property. Show any subsurface drains on the property. ,~. Provide adequate soil testing on each lot. Applicant must show that each lot has sufficient area for one original and two replacement wastewater disposal sites. Due to the lack of information, DHHS is unable to support this plat. We recommend it be returned to the developer for additional information. Should it be submitted to the board, we recommend the plat be denied. April 24, 1991 Robert G. Palmer & Associates 1013 E. Dimond Boulevard Anchorage, Alaska 99515 Attention: Robert Palmer % Subject: Lots A & B, Block 2, Cromwell Hts. Sub. Gentlemen: In November of 1990 and again on April 18, 1991, test pits were dug on what are currently platted as Lots 3, 4, 5, & 6 of Block 2, Cromwell Heights Subdivision. The purpose of the exploration was to determine if underlying soils were suitable to support onsite waste disposal systems with the intention of replatting the lots into 2 buildable lots. A total of six test pits were dug to ascertain the suitability of the soils. A drainage swale traverses Lots 3 and 4, therefore a septic system for the proposed merged lot must be located a minimum of 10ft from the swale. This severely limits the surface area available for the onsite system. Testhole No. 2 initially excavated and tested in November' reveals suitable soils for the system. A soils log and percolation test for this testhole is included for your use. Testhole No. 5 revealed tight silty soils which will percolate at a very slow rate and much less suitable for the onsite system than Testhole No. 2. No groundwater was either in either hole during initial excavation or after monitoring periods of at least seven days. Testhole No. 4 revealed clean gravel at a depth 2' below the surface. The gravel lense was overlain with thick organic material. This testhole appears susceptible to groundwater intrusion during spring runoff, however, and may not be acceptable for a septic system. The area surrounding Testhole No. 2 is obviously the best site for the onsite system for the proposed merged lot. The percolation rate for the soils in this area is 15 minutes per inch resulting in a necessary drainage area of 190 square feet per bedroom. A system placed between 4' and 10' below ground surface would require a 15' length of leach field per bedroom for any home placed on this lot. Robert G. Palmer & Associates April 24, 1991 Page Two Testholes No. 1 and 3 were nearly identical Testhole No. 2. The percolation rates for these soils was similarly 15 minutes per inch and the drainfield requirements for soils in this area are also 190 square feet per bedroom. The test results for Testhole No. 1 are included for your use. Both proposed lots require a reserve area of 14,000 square feet for the septic system. The attached site plan indicates the reserve requirement is easily attained on each lot. In summation, it appears both lots will support onsite septic systems if they are installed in the locations recommended. Please advise if you need further information. Sincerely, Michael E. Sub. Dear Susan: Attached is the revised site plan and three individual septic system designs to serve proposed Lot 4A of Block 2, Cromwell Heights Subdivision. This plan differs from the original in that the 4A systems are designed for a four bedroom home rather than three. Soil conditions are such and sufficient space available that the systems will adequately serve a four bedroom home. Lot 3A remains the same and will serve only a three bedroom home. Dear Susan: Attached is the site plan and six individual septic system designs to serve the two lots proposed for Cromwell Heights Subdivision. All systems are 5' wide, shallow trench designs. Three will require insulation as the water table is 8' below the surface and will limit the depth of bury of the drainfield lines. The remaining three systems will not require insulation as the water table is not evident or deep enough to allow sufficient burial depth. Well locations are shown on the site plan to indicate the required separation distance from the septic systems. Monitor tubes remain in the ground on the site for your inspection. Health & Human Services Subject: Lots 3A and 4A, Block2, Cromwell Hts. Sub. Dear Mr. McBride: On June 28, 1991, we conducted a soils investigation on Lot 3A of Block 2, Cromwell Heights Subdivision. The purpose of the investigation was to locate suitable soils for an onsite septic system to serve the lot if the southern end of the lot line was moved 60' east to its original location rriaking it parallel with the eastern lot line. Several test holes had been dug previously on this lot to also determine suitable soils. Lot 3A is traversed by a drainage swale severely limiting the area available for an onsite system. Further complicating the problem are high groundwater conditions throughout the lot. Testhole No. 6 revealed gravelly sandy soils beneath the peat layer with the initial excavation remaining dry. After the 7 day monitoring period, however, the water level was within 5' of the surface. This area is acceptable for an engineered mound type system, but the system would require a lift station and additional engineering and would be much more expensive than a standard system. Testholes No. 7, 8 and 9 revealed clean, well graded gravelly soils immediately below the 1' to 2' peat layer. The water table in these areas was found between 3' and 5' of the surface. These areas may also be acceptable for a mound type system, but additional water monitoring should be considered. Water monitoring throughout the year may reveal the groundwater rising to the bottom of the peat layer totally saturating the gravel material. The explorations indicate Lot 3A is underlain by a clean, well graded gravel which is ideal for an onsite system. This is further evidenced by the ditching or driveway construction that was accomplished on the lot which reveals the gravelly lens to be nearly 10' deep beneath the top organic layer. It is essential, however, the groundwater level on the lot be controlled so a septic system could operate adequately. A curtain drain placed along the back lot line would accomplish this Will McBride July 28, 1991 Page Two objective and should work well with the terrain of the lot. If the water table was lowered to 8' below the surface a bed type system could be placed almost anywhere in the system reserve area on Lot 3A. Lot 4A appears to be unaffected by the high groundwater conditions in the areas where the testholes were located on previous explorations. , Testhole data is included for your use along with a site map which delineates the reserve area required for each lot and shows the testhole locations. An outside faucet was turned on full and the well run for a total of four hours to determine whether sufficient flow was available to meet Municipal standards. Initially, the well flowed at a rate of 2.5 gallons per minute and continued at this rate for nearly three hours. At the end of the fourth hour the flow was measured at 2.25 gallons per minute. This compares very favorably with the Municipal requirement of .104 gallons per minute per bedroom. As a result of this test we can conclude the well is performing' in an acceptable manner and providing sufficient water for normal habitation. A water sample was taken from the outside tap to determine the fecal coliform bacteria and the nitrate content. The sample was analyzed by the Chemical and Geological Laboratories of Alaska and found to be satisfactory for human consumption. A copy of the laboratory results is attached for your use. The cap on the well must be removed and a sanitary cap installed. In addition, the wiring from the well head into the house must be encased in conduit to prevent contamination to the well and to eliminate a possible safety hazard. These items should be remedied before the house is again occupied. The septic tank was inspected from the surface only and appears to be functioning properly. The size of the tank was not determined. The previous owner has indicated the tank has a capacity of 1,200 gallons. The Municipality requires a capacity of 1,000 gallons for Personal Service Realty December 12, 1990 Page Two houses with two bedrooms. The tank is separated from the well by a distance of 85'. This does not meet the Municipal requirement of 100', but since the system was installed prior to this requirement, the separation distance is waived until a system upgrade is required. Nearly 600 gallons of water was pumped into the crib type absorption system to determine whether it was functioning properly. The system is expected to absorb 150 gallons of fluid per bedroom per day to be considered functioning properly. Prior to pumping the water into the crib no water was present and the depth of the crib was determined to be 8.5 feet. The 600 gallons Of water filled the crib to within a foot of the surface. The following day the water level had dropped to within 5 feet of the surface. Two days later the crib was again dry. This .indicates the crib is capable of absorbing the 300 gallons per day as required by the Municipality. We can, therefore, conclude the septic system is operating in an acceptable manner at the present time. The Municipality will not aUthorize Health Authority Approval on the crib unless a test hole is dug to a depth 4' below the crib bottom to show minimum separation from ground water. Municipal regulations state a septic system must maintain a 4 foot vertical separation from the seasonally high groundwater level. Since the crib is dry now we know the groundwater is at least 8.5 feet below ground level. Unless a test hole is dug, however, we cannot say with certainty the ground water level is more than 12.5 feet below ground. Once the water level is verified and the sanitary seal and conduit are placed on the well, the Municipality will grant Health Authority Approval to the system serving this house.
