Subject: Colonial Park Subdivision, Eagle River, Alaska
Our ~volvement with Lot 10A-~, Block 4, Colonial Park Subdivision,
Municipal Case #S-7395 is as follows: ~
A call was received from a concerned citizen regarding the ~00 ft
separation dista~ce between a private sewer connection and the Colonial
Park Public Water Source, the sewer connection located on above-
mentioned lot.
The connection distance was field checked and indeed proved to be less
than 100 ft.
The owner was notified and t'he connection was subsequently relocated.
I have not checked the distance to confirm proper separation.
The two lots involved in this case do allow for sewer connection beyond
the 100 ft protected radius.

Dear Mr. Richards:
Thank you for your letter concerning the resubdivision of
Lot 10-3A, Block 4, of Colonial Park Subdivision. The pro-
posed subdivision plat was reviewed under the short plat
procedure which requires no public hearing. It was reviewed
on December 27, 1983, and returned for redesign modification
to resolve: (a) the well radii with the State Department of
Environmental Conservation and obtaining their approval;
(b) correcting the name of the subdivision, and (c) pro-
viding an as-built to the existing structure.
I understand and agree with you concerning the community
well that serves 23 families, and I can assure you the
Municipality will require proposed subdivision to meet all
the criteria of the State Department of Environmental
Conservation and the Municipal Department of Health.
Should you have any additional questions or comments please
don't hesitate to contact Jerry Weaver, Jr. the Platting
Officer for the Municipality.

We express concern at the proposed subdivision of lot 10-3A~ block 4

Colonial Park subdvisionj Eagle River.
S-7395. There has been a series of platting actions on this lot.
Through the public hearing process the determination and wishes of the
residents of the area have been heard. These voiced concerns became a
matter of record and have not changed,
We feel that action on this platting request be suspended for health
reasons, The original plat has restrictions placed on it due to its
proximity to a community well. One of the stipulations has been met by
installing cast iron public sewer facilities. There are further conditions
which have not been adhered to, Two separate circles are identified on the
plat as community well safety circles.~ they are at the 100 and 200 foot
radii. The restriction on the 200 foot circle states chat only cast iron
sewer w/approved joints is allowed° For the 100 foot circle there is no
contamination allowed. The structure that has been erected on lot 10--3A did
not comply with either of the two community well safety stipulations We
have contacted 'the Municipality of Anchorage Department of Health and the
State of Alaska Department of Environmental Protection. They have
reportedly taken steps to ensure compliance with the safety standards as
written.
The case number of this action is
To date we have not had assurances from either of the aforementioned
agencies that the existing structure (built in Sep-present 1983) complies
with these protective restrictions. The well in this case serves 23
families~ thus~ the potential for serious consequences from pollution is a
rea lity
Until such time that the homeowners association can be assured that the
existing structure has been brought into compliance wi~h the protective
measures~ and that the integrity of the well is preserved,~ there is no
possible circumstance that would lead us to believe that an additional
structure could be built satisfying city~ state~ and residential concerns.
Our position must remain, for the above health reasons~ to deny this
