Dear Mr. Whilhelm:
This is in response to your submittal, received in this office on June 19, 1991, in which
you covered the proposed upgrades to the above-referenced community wastewater
disposal system. I have reviewed the submitted proposal and find that the Department
has no objections regarding the work on the wastewater disposal system.
There is a concern with the installation of a sump drain adjacent/down gradient from the
soil absorption system. It appears that the sump is designed to only collect storm water
runoff from the soils covering the soil absorption system. If this is the case, under 18
AAC 72.600, I required to request engineering plans, plans submitted under the stamp of
a Professional Engineer. Being realistic, the already submitted plans will be sufficient to
cover the requirement for engineering plans. However, before I can issue plan approval
the following information will need to be submitted:
1. The elevation of the lowest part of the soil absorption system and the
bottom of the sump.
2. , The type of soils in which the storm water will percolate into once
leaving the sump.
This information is needed to ensure that the possibility of short circuiting the soil
absorption system is kept to a minimum.

Legal Description:
Section Lot 5 (Excepting E. 660') located in SW~ Section 4 T12N R4W S.M.
Site area is approximately 21 acres.
Description of Site Conditions:
Vegetation: The site is presently wooded with primarily poplar and
birch trees averaging about 6" in diameter and occasional spruce trees.
Topography: Rolling Hills characterize the area. This site contains
the end of a small hill near the north end with an average slope of
approximately 17%. The ground then falls to the south to a valley which
bears in a north-west and south-east direction. Continuning to the
south, the land again rises with slopes up to 40% encountered near
the south west corner of the site.
Land Use: The existing land use to the east and south west is residential
An existing gravel pit is located to the south and south east of this
site. The zoning of these areas as well as this site is R-iA.
The property to the north is Airport Property and Kincaid Park is located
to the west. These lands are zoned PLI.
Soils: Two primary soils groups are located within this parcel with
Caswell silt loams in the valley through the center of this site and
the Toumi series silt loams on the slopes. Both of these soils are
generally well-drained with substratums consisting primarily of sands
with some sandy gravels~ .
Soils percolation tests conducted, on the underlying soils show a rating
of 150 S.F. per bedroom and less for purposes of on-site drain fields.
PROPOSED DEVELOPMENT
The proposed development of this site would be done under the Cluster
Housing Concept. Under this concept, living units are clustered in
a group leaving the remainder of the site for other amenities such
as open space and recreational facilities.
This development would consist of 44 single family residential lots
located in the northern one-third of the 21 acre site. Pertinant features
of the proposed development are as follows:
Zoning - R-iA
Density - 2.1 dwelling units per acre.
Open Space - 14 acres or 66% of total site. The open space will
include such amenities as a ball field, sleding hill, trails and
a recreational vehicle storage area.
Buffer Zones - A buffer zone consisting of screening easements
with natural vegetation would remain around the entire residential
portion of the development.
Water & Sewer - Water would be provided by a community water system
with the well located in the open space area south of the residential
area.
Sewer would also be a community sewer system with collection at
a septic tank and an on-site drain field for effluent. The drain
field would be located directly south west of the lot areas in
the area cleared for the ball fie~ld. This area is sufficiently
large to provide for the original drainfield plus at least 2
additional if ever needed in the futhre.
Both water and sewer systems would be approved by State and local
Environmental authorities as required and would be operated under
a Homeowner's Association.
