Dear Mr. Hale:
I have included the soils reports for your lot. Lot 9 Block 1 Birch
Tree Estates Subdivision. These are sheets 1 thru 9. Also included is
a report by Steven Cords, Civil Engineer and the attached soil log.
BACKGROUND
On June 4, 1985 Lynn ordered an Adequacy Test, Health A~uthority and Well
Flow Test for the property that you were in the process of selling. The
adequacy test was run on June 11, 1985. Gwen Turner, am employee of
AECS noted that the water in the standpipe seemed to be abnormally.high.
She started to run the test and the system absorbed the required amount
of water indicating that it was adequate. Because of the height of the
water level in the standpipe she came to my office and discussed the
problem with me. Based upon the soils test run by R & M Engineering it
would appear that the system was in a very good gravel. The data
indicated that possibly groundwater was flowing from the East through a
gravel layer and flooding the sewer system. It did not indicate that
· the system was installed in exceptionally tight soils. After discussing
the potential problem with Mrs. Hale, we asked that a backhoe be brought
in and dig a test hole behind the garage to see if water would be
flowing from that direction, toward the system. This ~)uld be from East
to West. The backhoe hole was dug and the soils indicated that theze
was a poorly graded gravel seam between 9 and 10 feet that had water. A
percolation test was not run at that time as we were more concerned with
a curtain drain. A monitor tube was placed in the test hole and on June
21, 1985 the water level stood at 4 foot below the ground surface. This
would place this water level below the water level in the sewer system.
This information is shown on sheet 9 of 9 of the attached soil test
packet.
After further discussion with you, we decided maybe we should check the
possibility of water coming in from the road or from the drainage ditch
located south of the property. Steven Cords obtained some Rhodamine dye
and placed it in the ditch. Several days later we pulled a sample of
water from the standpipe at the end of the system. We ran it through a
spectrophotometer to see if we could find a flourescence in the water
which would indicate that the water was leaking from the ditch to the
system. The test proved negative, indicating that surface water was not
flowing into the system. The two test ruled out the possibility that
ground water or surface water was flowing into the system.
On July 8, 1985 Steve Cords and I visited the site and Lou Caputo from
DeArmoun Excavating dug a test hole just to the East and approximately

10 feet from the existing sewer system. This soil test is attached to
the report prepared by Steven Cords. The soils encountered were a sand
seam on top of the peat layer. The peat extended to the approximately 2
feet and contained logs and roots. There was water flowing out of this
layer. From 2 to 6 feet was a silty sand with red and grey layers very
tight, w{th occassional small sand seams. Between 6 and 7 feet there
was water coming out of a layer which appeared to be sand or silty sand
and then from 7 to 12 feet there was a silty sandy gravel, dry and
brown. All layers of soil with the exception of sand seam with the
water coming in were quite dry.
When water was coming in at the top of the hole and we noted that the
water level in system dropped several inches. There was one gravel seam
at the bottom of the test hole but this was a very insignificant small
seam that did have some water coming in. The soils were very tight and
difficult to dig. When crushed in the hand it appeared to be a sandy
gravel with slight amounts of silt. It would appear that the way the
soils were formed that the sizes of the particles were ideally matched
and formed a nearly impermeable soil. If the soil were of the quality
indicated in the original soils test done by R & M, we would have
expected the water running through the sand and out of the trench into
the test hole. This was not found as the soils were very dry. Most of
the water was flowing out of the peat layer which contained roots and
tree logs and in several small seams.
We then went to the first test hole AECS had done to determine the water
level. We dug a bench and tried to perc the upper strata of mottled red
and blue soils. This perc test failed. This indicated that the only
possibility to put a new system in this area would be to excavate to the
gravel seam at the bottom of the original test hole and then back fill
with sand to the surface and build a mound system. However, the
Municipal Regulations indicate that 2 foot of dry permeable soil must be
above a water bearing soil before a sewer system can be installed.
Because of the remote possibility of finding additional soils on the
lot, I approached Robbie Robinson, Department of Health and Human
Services with the idea or possibility that this regulation could be
waivered and a system installed. He ind{cated that a waiver could not
be obtained and that a holding tank would be the only feasible solution
in this case.
We talked to you and the attorney and we decided to drill a series of
test holes to see if there were any possibilities of getting an on-site
system beyond or within the 100 foot radius of the well. If we could
find acceptable soils, then the well could be plugged with concrete and
a new well drilled at another location on the lot. The logs and the
percolation tests are enclosed. No acceptable soils were found that
would allow an on-site system to be installed on another area in this
property.
Also, during the course of the study it appears that the system was
installed over a per{od of several years. The first inspection was done
by Les Buchholz and a second inspection was done by Hank Allers. Also,
the front page of the Health Authority issued in October 1980 indicates
that the system was installed in 1979 but in reality it was installed in
August 1978 per the inspection. There should have been an adequacy test
performed on the system before the house was sold to you.
Also, the Muncipal file indicates that ATC Enterprises delivered seven
loads of sewer rock to that job. The normal dump truck carries
approximately i0 yards of gravel in a load. This would indicated that
somewhere in the neighborhood of 70 cubic yards of sewer rock were
delivered to the site. Looking at the dimensions of the trench as it
was inspected, this would indicate that approximately 30 yards would
have filled this trench. You indicated to me that your neighbor to the
South thought that there might be an additional trench installed on that
property. This is not shown in the Health Department records. However,
the circumstantial evidence points toward that an expansion of the
existing system was done. We looked at the gravel in your driveway.
There is a small quantity of sewer rock there but it is not over the
quantity in what one would leave behind after good cleanup.
CON,CLUSIONS
There are two possible solutions to the problem with the on-site sewer
system on this lot. The first would be to install a 2000 gallon holding
tank down stream of the existing septic tank using a Tee connection.
The existing on-site system would be allowed to remain and treat what
waste it could. The holding tank would take the excess flows above that
which the soils will accept. Periodically the holding tank could be
pumPed by a contract pumper. This would allow the existing system to
continue to work to some degree but to lower the level of water in the
septic tank so that the baffle will properly collect the floatable
materials. Before this is done the system should be treated with a dye
to see if it daylights anywhere on the lot or in the road ditches. If
it shows, this idea is invalid. A holding tank would then replace the
septic tank. If the field completely fails then the line could be cut
off. from the tank to the field and the system converted to a holding
tank system.

Report on Lot 9, Block 1BirchTree Estates

The site was visited by Leroy C. Reid, Jr. & Steven F. Cords of AECS,
Inc. The excavator, Lou Caputo of DeArmoun 'Excavating, was already
on-site. Two exploratory holes were excavated to determine the source
of water problems that are suspected to be forcing the sewer system to
function far below optimum levels. Two soils logs and perc test are
included as part of this report.
Test Hole #1:
This hole was excavated to 12 feet. Water was observed flowing in the
organic layer of filled soil that contains logs and roots. The flow
rate was such that in a few minutes the liquid level in the trench had
dropped nearly 3 inches. At a 7 feet depth, water was observed flowing
in a gravel seam.
Test Hole #2:
This hole was excavated at a point 10 feet east of a test hole performed
June 14, 1985 by AECS, Inc. This second testhole confirmed the findings
recorded in th~ June 14, 1985 log. A bench was excavated at the 3 feet
depth and a percolation test was performed between 3 and 4 feet. Two 10
minute trials were performed in a 12 inch diameter hole. The soils
proved to be technically impervious, i.e. the perc rate was greater than
allowed by the.government regulations.
Further con~nents should include that the area in which the system was
placed does not have properly rated soils. The location of the original
test hole is not available at this time. The original inspection was
performed by Les Buchholz of DHHS. Mr. Caputo lives in this area and
visited the site while the system was being installed. He stated that
the system was full of water and that it was pumped before the
installation was inspected.

Dear Mr. O'Brian:
We are submitting herewith the test boring results and our comments regard-
ing soil conditions encountered at the subject site. This investigation
was performed in accordance with your request of September 3, 1975, and
those procedures outlined in a letter dated July 15, 1975, by Mr. Rolf
Strickland of the Greater Anchorage Area Borough Department of Environmental
Quality.
A single test hole was put down within the Lot 9 area for the purpose of
defining general subsurface soil conditions~~propo~~Y
system. Excavation was accomplished w~'~a tractor-mounted backhoeS, nd
the test hole was extended to a total~le.p~h of_13.5 feet below~F~i'nd
surface. The final log prepared for the test hole has been included in
Drawing A-01.
Ground water was not encountered in the test hole.

Dear John:
We are requesting a waiver from the holding tank on this lot to
a manmade ditch built by a neighbor which now flows full of
water. The current distance to the ditch from the holding tank
is 73 ft. and we would like to request a waiver to 70 feet vs.
the required distance of 75 feet.
The holding tank on this property is of steel construction and
it was installed in 1985. Subsequent to that, a ditch was dug
to within 73 feet of the tank. The tank has a high water alarm
which will warn against overflows and is located such that
possible contamination of the ditch would flow through soil
prior to entering the ditch. We believe that the tank has
little if any possibility of contaminating the ditch.
It would not be natural for water to flow from the holding tank
toward the ditch due to slope and other considerations. If
there is a problem with allowing the 70 foot waiver, we will
accept a 73 foot waiver, but believe that there is a better
long term solution to allow a 70 foot separation waiver in case
the ditch ever widens which we doubt it will.
