Box 19-6650 Anchorage, AK 99519 Dear Mr. Roth: The purpose of this letter is to provide a design narrative in support of our revised application for a permit to install a holding tank to serve the existing 4 bedroom residence on Lot 4, Block 2, Birch Tree Estates, located at 5044 E. 145th Avenue. A revised site plan and specifications are enclosed to assist you in your review. As you will recall from from our discussion, no suitable site could be found on this lot which would allow issuance of a permit for a conventional soil absorption system outside the required 100 foot separations from the well and the creek easement which runs along the south property line. Thus, the only remaining option is the installation of a holding tank. Because of the need to fmalize the sale of this property before the end of this year, we would appreciate your prompt issuance of the permit and the requested conditional HAA. EAST 147TH AVE ,' REV. 12/6/96 Flattop Technical Services 14530 Echo Street, Anchorage, AK99516 Phone (907) 345-1355 Lot 4, Block 2, Birch Tree Estates 5044 East 145th Avenue Holding tank installation Specifications 1.0 General: 1.1 The scope of the project consists of abandonment of a 1000 gallon septic tank and installation of a 4000 gallon holding tank with a high level alarm system. 1.2 Construction shall be as depicted on the approved site plan. Minor deviations may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buffed utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construCtion. 2.0 Existing System 2.1 The existing 1000 gallon septic tank and log crib seepage pit must be properly abandoned by thoroughly pumping, removing the tops and backfilling with soil. 3.0 New holding tank: 3.1 A new 4000 gallon Municipally approved holding tank shall be installed in the approximate location shown on the site plan. The holding tank shall be installed no closer than 100 feet north of the south property line. The tank shall be set level on undisturbed soil. All pipe connections to the tank shall be sealed with waterproof mechanical connections. To reduce the possibility of floatation, the tank shall be buffed to a sufficient depth that there will remain 5 feet of soil cover over the tank after the backfill has stabilized. The soil cover over the tank shall be mounded no less than 1 foot to allow for subsequent settlement. 3.2 The tank shall be connected to the existing waste line leaving the residence at a point downstream of the existing foundation cleanout, or a new foundation cleanout shall be installed. 3.3 The tank shall be equipped with a low voltage, high level float which triggers an approved visible and audible alarm mounted inside the residence. The float shall be positioned to trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby leaving 600 - 800 gallons of capacity remaining in the tank at the time the alarm first sounds. 4.0 Inspections: 4.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set in the excavation and the piping connected, but prior to backfill, and (3) after the alarm is installed and final backfill and grading is complete. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer.
