The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

This is in response to your submittal, received in this office on February 28, 1991, which
included the as -built plans requested in Mr. Bruce E. Erickson's November 8, 1990 letter
to you. I have completed my review of the submitted information and have the following
comments.
Based on the submitted information, it appears that the existing wastewater disposal
system was installed in compliance with the applicable State Regulations and the
construction approval dated November 8, 1990. The only concern that was not
addressed concerns the submittal of a signed owners statement. Thus, in accordance
with the provisions of 18 AAC 72, Wastewater Disposal Regulations, the wastewater
disposal system serving the facilities located on Lot 2, California Creek Subdivision is
approved for operation. This letter constitutes interim approval for the existing wastewater
disposal system. Prior to the expiration of this approval (July 29, 1991), the Domestic
Wastewater System Owner's Statement, which is enclosed, will need to be completed and
returned to this office.
Please remember that the existing public water system has been assigned the Pubiic
Water System Identification (PWSID) Number of 216253. The current State Drinking Water
Regulations do not require any routine water sampling for Class C Public Water Systems;
however, if the regulations change, the Department will notify your clients. In order for the
Department to contact your client on the changes to the State Drinking Water Regulations,
please have them complete the highlighted areas on the enclosed "Inventory Update
Form" and return it to me.

In reply to your letter dated June 16, regarding a sewage
disposal system, specific items of the inquiry are
addressed as follows:
(1)
Cesspools placed in location twelve(12) years ago are
illegal. The Municipality of Anchorage or the Greater
Anchorage Area Borough, had ordinances forbiding cesspools
as of 8/68. Also, at that time, sewage could not be
disposed of in water tables or clay line material.
(2)
The matter of the creek bed moving is interesting and in
such cases the creek has precedent.
(3)
The creek water may or may not be affected by your on-site
sewer system. You did not mention the type of analysis
you referenced regarding bacterial, chemical and periods
of sampling, etc. In any case, the Municipality of
Anchorage and the State of Alaska have the 100 foot separation
requirement based on the potiential of contamination. Sewage
treatment closer than 100 feet to a creek can be influenced
by many factors; such as, soil type, water table, and loading
rates. Since these are variables, the requirement is adhered
to by both agencies.
(4)
Since the property is a large parcel, there is a possibility
of finding a suitable soils for on-site sewer system. If
you wish to pursue an on-site disposal instead of a holding
tank,.you may contact an engineering firm to do soils
exploration and design workup. A list of registered engineers
is enclosed.

The original stipulation requiring a holding tank is still
required unless a site on the property can be located which
has adequate soils and distances to support an on-site
absorption area.

Dear Mr. Bucholt;
This letter is in regard to the sewage disposal system on
lot 50, survey 3045, in Girdwood. When we purchased this
property in January, 1981, from Edith and Larry Knapp, there
was a stipulation from your office that we change the sewage
system to a holding tank and relocate it. We are requesting
a waiver from this requirement based upon the following facts.
(t) ~e prefer an on site sewage system to a holding tank and
feel that since the property is approximately three acres in
s~ze and consists of very gravelly soil, it can support such a
sy~em for a single family residence. (The public sewer is of
course, a prohibitive distance from our property.)
(2) The currently operating cesspools were placed in location
twelve years ago, before mun~ctpal codes were applied to this
property. At that time the creek was indeed further sway from
them than it now is. Through natural oecurances the creek has
altered its bed to flow closer to our cesspools. Hence no
~tentional violation of municipal codes was made, but the
d!screpency is merely the result of occurances subsequent to
the installation of our cesspools.
(3) A water analysis will show that our sewage system does not
contaminate California Creek. Since prevention of such contamination
is the intent of the municipal code, we feel that our present
sewage system is indeed in compliance with the intent of the law
and therefor it should be allowed to remain as it is.
Attached is a sketch of our property an~ the water and sewage
system.

Approval for the individual sewer and water facilities
cannot be granted until the following items have been
completed:

The water analysis report be delivered to this
office from Chem Lab, 5633 B Street, for our
review.
Abandon and cave in the cesspools. They are 75 feet
from the creek and should be 100 feet.

Verify the tank size by an engineer. An additional
holding tank will need to be installed so that the
total gallons of the two(2) combined equal 2,000
gallons or more.
A permit issued by this department for the installation
of a holding tank.
Conditional approval may be granted if monies are escrowed
to have the project completed during the 1981 construction
season.
