Dear Mr. Moore:
This letter is in reference to the materials received in this office May 10, 1995, requesting
a waiver from the minimum separation distance between a proposed replacement septic
system and the above referenced class "A" well. The Department has completed its
review of the submitted materials which included a cover letter with justification for
requested waiver, engineered plans of the septic system upgrade, and a well log. Based
upon this review it appears that a waiver may be granted in accordance with State
Drinking Water Regulations (18 AAC 80.030) subject to the following comments:
The proposed system is not expected to pose a greater contamination
source than the existing undocumented system. There are currently
several systems within the required 200 foot protective radius of the well
and analysis of nitrate levels while detectable have been steady.

Reconfirm the percolation soil rate during excavation of the on-site
wastewater disposal system. Trench designs require soils with a
percolation rate not less than 1 minute/inch.
Construction and installation activities must be monitored by a
professional engineer (P.E.).

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the wastewater disposal facilities on Lot 7, Chalet Terrace S/D, located at 7510 Chalet
Court. The existing system, while still functional, includes an undocumented upgrade for which we
were unable to establish the required vertical separation from groundwater. Therefore, we propose to
abandon the existing system in its entirety and install a new STEP tank and soil absorption trench. A soil
log, perc test results, a site plan, design drawings and specifications are enclosed for your review. We
are also enclosing a copy of our application which we are concurrently submitting to D.E.C. for a
separation distance waiver from the Class "A" well which serves this subdivision.
The proposed system will be constructed in the vicinity of test hole # 1. As can be seen from the soil
log, the native material between 2' and 23' below ground level is a somewhat silty sandy gravel with a
measured perc rate of slightly faster than lminute per inch. Using a slightly conservative soil application
rate of 1.0 gpd/sq, ft., this 3 bedroom residence requires a total absorption area of (3 x 150)/1.0 = 450
square feet. The proposed 38 foot long soil absorption trench with 6.0 feet of sewer gravel beneath the
horizontal distribution pipe has a total absorption area of 456 square feet.
Despite the fact that the percolation rate is slightly less than 1 minute per inch, we feel that a soil
absorption trench is the best system for this lot. There is a very limited amount of space available and the
lot slopes at approximately 15% in this area, making a bed type system with an underlying sand filter
difficult to construct. Furthermore, it has been our experience that bed type systems in Alaska tend to fail
significantly more rapidly than trench type systems. We do not feel there is significant potential for
groundwater contamination because of the high sand and moderate silt content in the soil. The seasonal
high groundwater level, as determined by our monitoring during this year's breakup, is over 10 feet below
the bottom of the proposed trench. We are enclosing a copy of the lab results from a sieve analysis of a
sample of the material removed from the perc test hole. This shows that the sand and gravel fractions are
almost equal, which should provide excellent filtration of the septic tank effluent.
The proposed project will have no significant impact on present or future water supply and wastewater
disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-
surface and subsurface, or on drainage.

Wastewater disposal system installation
Specifications
1.0 General:
1.1 The scope of the project consists of abandoning an existing 1000 gallon septic tank and two
seepage pits, and installing a new 1250 gallon STEP tank which pumps effluent up into a new 38' long
soil absorption trench containing a total of 6.5 feet sewer gravel.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall arrange separately for finish grading
after the soil is compacted, as well as placement of any necessary topsoil and reseeding of areas disturbed
by the construction.
2.0 Septic Tank:
2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top
and backfilling with soil.
2.2 The new 1250 gallon, 2 compartment STEP tank shall be Municipally approved and shall be set
level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4"
cleanout. The STEP tank shall be fabricated of 10 gage steel and certified by the manufacturer as being
designed for burial up to 10 feet deep.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot. A cleanout
shall be installed within 5 feet of the building foundation.
3.0 Lift station:
3.1 The lift station shall be installed in the second compartment of the STEP tank. The lift station
package shall be an "Orenco" system as supplied by Anchorage Tank.
3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and
inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the
construction of the wastewater disposal system.
3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover extending a
minimum of 6" above final grade with positive surface drainage away from the manhole. The contractor
shall be responsible for determining the necessary length of the manhole riser.
3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and
their proper operations shall be verified by the contractor.
3.5 The discharge line from the lift station to the soil absorption system shall be 1.25" dia. Sched 40
PVC. Special care shall be taken in backfilling around the ends of the STEP tank to ensure that the
discharge line will not be sheared off as the backfill material stabilizes. All pipe connections in the
distribution system shall be glued, and the ends of all pipes capped.
4.0 Soil absorption system:
4.1 The soil absorption system shall be constructed by excavating a trench to a depth of 9 feet below
ground level in the approximate location shown on the site plan.
4.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to
allow proper inffitration.
4.3 A total of 6.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with
the perforated distribution pipes laid level such that the pipe inverts are no less than 6.0 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing
the #200 sieve. The horizontal distribution pipe shall be 1.25" diameter Schedule 40 PVC, with 3/16"
diameter holes drilled in the bottom on 2' centers, starting one foot from each end. The ends of the
horizontal distribution pipe shall be capped, and all PVC joints glued with solvent cement.
4.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design drawings.
The portion of the monitor tube extending through the sewer gravel shall be perforated.
4.5 Approved f'flter fabric shall be placed over the entire top surface of the sewer gravel. A minimum
of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet,
two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in
addition to the filter fabric.
4.6 The top .surface of the cover material shall be raised a minimum of 12 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material has stabilized, and for placement of any necessary topsoil and
seed to promote revegetation of areas disturbed by the construction.
5.0 Inspections:
5.1 A minimum of 4 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
inf'fltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected
up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and
grading is complete. The STEP tank requires one inspection after it is set level and the piping connected,
but prior to backfill. This inspection may be incorporated with any of the above inspections.
5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

RE: Separation Distance Waiver between Chalet Terrace Class "A" well & L7, Chalet Terrace
septic system.
Dear Sirs:
By means of this letter we are requesting a waiver allowing the proposed septic system
upgrade on Lot 7, Chalet Terrace S/D to be 150 feet, instead of the currently required 200 feet from
the Class "A" well which serves that subdivision. In addition to this narrative, a site plan,
proposed septic upgrade construction plans and specifications, soils log with perc test results,
sieve analysis, and copy of the driller's log for the Class "A" well are enclosed to assist you in
your evaluation of this waiver request.
The well serving this subdivision was completed in December of 1971. The water system
plans which were submitted to GAAB for approval prior to construction specified that minimum
separation distances of 80 feet from septic tanks and disposal fields and 120 feet from seepage pits
would be maintained from the well. These distances applied to a "semi-public" well category
which was in use at that time. The sewage disposal system permits for lots in this subdivision
reflected those minimum separation distances. The original septic system serving Lot 7 was
installed in January of 1972 in compliance with those minimum separation distance criteria.
Several years later the community well was reclassified as a Class "A" public water system.
This meant that the minimum separation distance requirement suddenly increased to 200 feet
between the well and both septic tanks and soil absorption systems. Because the well is located in
the center of'the cul-de-sac at the east end of Chalet Court, five of the lots in the subdivision
(including the subject lot) have little or no area outside the 200 foot well radius.
When the original septic system serving Lot 7 failed in June of 1985, AECS conducted a
soils test and submitted a waiver application to allow the system to be upgraded. I was unable to
find any correspondence indicating whether this specific application was approved or denied,
however later that month DEC sent a letter to the water system operator informing them that the
water system as a whole was not in compliance with State requirements. It appears that an
upgrade to Lot 7's septic system was installed anyway, however we were unable to find any
documentation describing the nature of the upgra~le. Two years later DEC re-reviewed the water
system plans and issued a Public Water System Operation Certificate for the water system.
In April of this year we were requested to conduct an adequacy test of the wastewater
disposal system serving the residence on Lot 7 as the first step towards applying for a Health
Authority Approval (HAA) certificate. The partially undocumented wastewater disposal system
passed its adequacy test, however in order to demonstrate the required vertical separation between
the bottom of the 23 foot deep undocumented seepage pit and seasonal high groundwater we then
had to drill a test hole and install a monitor tube. Unfortunately, this test hole demonstrated that
the present system does not have the required vertical separation, so it will be necessary to upgrade
the system. The enclosed design is being submitted to the Municipal Health Department for their
issuance of an upgrade permit, but concurrently with that we need to obtain your approval of a
separation distance waiver allowing the system to be installed as close as 150 feet from the well.
As is evident from the enclosed soils log, the shallow soils in this area consist of a
somewhat silty sandy gravel down to approximately 23 feet. This is underlain by 6 feet of
saturated sand above an impermeable silt confining layer. Based on groundwater monitoring
conducted through breakup of this year, we determined that the season high groundwater level is
approximately 20 feet below ground surface. The proposed upgrade will maintain a 10 foot
vertical separation between the bottom of the soil absorption trench and seasonal high groundwater
which should result in excellent filtration of the effluent before it encounters groundwater. We feel
that this added vertical separation should more than compensate for the fact that the soil percs a
little faster than 1 minute per inch. In light of recent experience in the Anchorage area, we expect
the proposed trench type system should function significantly better and longer than a shallow bed
or drainfield type system.
The driller's log for the Class "A" well indicates that there is an impermeable barrier
between 25 and 43 feet below ground level which should provide good protection for the water
bearing aquifer at 47 feet from any contamination introduced into the shallow soils above 25 feet.
The fact that the static water level in the well is reported as being 5 feet below ground surface
indicates that the aquiver is conf'med and artesian, and thus well protected from contamination.
The topography in the area of the proposed system slopes down from east to west at
approximately 15%. Further downhill the slope flattens and trends more towards the northwest.
The following is a breakdown of how waiver analysis points could be assigned using the 1985
"Separation Distance Waiver Guidelines for SCRO". Because the aquifer is confined, we have
used the 47 foot aquifer depth as the relevant water table to be considered.

Based on the above point assignment, it appears that the requested waiver can be safely
granted without undue concern as to possible contamination of the well from the proposed
wastewater disposal system upgrade on the subject lot. In addition, it should be recognized that
the requested waiver is only 25% of the total distance, and that the proposed upgrade will optimize
the available separation distance on this lot, as well as being a significant improvement over the
original separation distance and separation distances on adjacent lots.

Lot 7'Chalet Terrace Subdivision. Horizontal Separation Distance Waiver Request
Between a Class "A" Well (Chalet Terrace PWSID no. 211106) and Proposed
Replacement Septic System. ADEC project no. 9521-WV-130-040.
Dear Mr. Moore:
This letter is in reference to the materials received in this office May 10, 1995, requesting
a waiver from the minimum separation distance between a proposed replacement septic
system and the above referenced class "A" well. The Department has completed its
review of the submitted materials which included a cover letter with justification for
requested waiver, engineered plans of the septic system upgrade, and a well log. Based
upon this review it appears that a waiver may be granted in accordance with State
Drinking Water Regulations (18 AAC 80.030) subject to the following comments:
The proposed system is not expected to pose a greater contamination
source than the existing undocumented system. There are currently
several systems within the required 200 foot protective radius of the well
and analysis of nitrate levels while detectable have been steady.
Reconfirm the percolation soil rate during excavation of the on-site
wastewater disposal system. Trench designs require soils with a
percolation rate not less than 1 minute/inch.
3. Construction and installation activities must be monitored by a
professional engineer (P.E.)..
