SUBJECT: Proposed Christopher Hts. #1, S-7974
On September 12, 1985, I made an inspection of the above proposed subdivision
with Steve Eng, District Engineer with Alaska DEC. The following observations
were made:
1. The culvert at the intersection of Alatna and Rockridge (Regina) is
filled with mud at both ends.

The ditch on the west side of Rockridge has running water from
Alatna to the northern end of the subdivision. On 9-13-85 the flow
was gone between Alatna and Rock Circle, but water was springing up
just south (upstream) of the culvert at Rock Circle, and being
joined by water from the ditch near Lot 3 Block 2.
There is a newly constructed house on Lot 3, Block 2.

The sewer
The permit
The catch basin on Lot 3, Block 3 was absorbing water from two well
defined flow areas. A thaw pipe was in the culvert. The ditch
upstream from the basin was dry.
5. The ditch cut near Lot 2, Block 3, was quite moist and water seeps
were observed.

We traced the path of the old streambed which the engineer certified
as being removed by the culvert installation. Water was ponding on
Lot 1, Block 2 and flow could be detected from the pond towards
Ridge Court. On the north side of Ridge Court was a well defined
water flow heading along the previously delineated stream path.
This flow was traced to its exit on the north side of Lot 2, Block
1. The flow along the ditch on Rockridge flowed through the culvert
on Ridge Court and did not appear to be affected by the stream flow
at this intersection.

Water was running in the ditch in front of Lot 1, Block 3. Two
ditches had been excavated to drain this lot and were exiting into
the ditch. A house pad has been constructed and a well drilled. A
footing drain empties into one ditch; into this same ditch empties
overland flows as well as reverse flow out of a newly installed on
site sewer system. This system is full of water and water flows
cross it and ponds on it. The system was red tagged on 9-13-85. The
permit has been revoked.

There is a continuous, gaining flow of water along the east and
north of Rockridge (Regina) from Lot 1, Block 3 to the final culvert
and the end of the drain system. This flow runs over the top of the
installed solid pipe culvert.
9. The cutbank along Lot 1, Block 1 is seeping and a portion has
already eroded. There is a strong sewage smell at this location.
10.
There are numerous small rivelets and streams joining the ditch
flows along the north portion of Rockridge Drive. These flows con-
ver~e below the culvert at the end of the installed solid pipe. A
large ponding area exists around the final culvert intake area.
Water is collected there and flows through culvert beneath the road
to its final convergent flow.
Prior to final approval, we will ask for additional testing and water monitoring
sites, and the elimination of Lots 1 and 3, Block 3; Lot 2, Block 1; and Lot 1,
Block 2. We ask for 100 feet setbacks to both ditches as well as the existing
stream, and resolution of the problems with sewer installations on Lot 1, Block
3 and Lot 3, Block 2.
