To whom it may concern,
This letter is to inform that two wells and one septic on Lot 20 and one well and one
septic on Lot 10, both located in Fairmount Subdivision were abandoned according
to code by Wilder Construction Company May 10, 1999 and May 11, 1999.
Lots were purchased by the State of Alaska Department of Transportation for
Right of Way during the Rabbit Creek Road Rehabilitation project and are located
on the 5outhwest and Northwest corners of the intersection of Rabbit Creek Road
and Goldenview Drive.

By means of this letter, we are requesting a waiver of the required 25 foot separation
distance between the well and the private sewer line down to 23 foot on Lot 20,
Fairmount S/D. The as-built inspection report for the septic system upgrade is enclosed
for your review and approval.
We had no control over the location of the sewer line as it exits the building, and the
location was legal at the time of original installation. The contractor tied the new waste
line into the existing waste line just downstream of an existing cleanout where the waste
line first emerges from underneath a concrete slab. He then proceeded to route the new
waste line away from the well and down to the new septic tank. The original waste line
was found to be in good condition, with no sign of leakage. Calder couplings and glued
plastic fittings were used throughout.
We believe that the final configuration is the best that could be obtained under the
circumstances, and that granting the requested waiver will not compromise public health.
We also wish to note that the permit was issued and inspections performed in
accordance with the provisions of the 1986 wastewater ordinance.

1. Due to groundwater encountered in the course of attempting to replace the septic
tank, the scope of the project has been expanded to include the installation of a new
drainfield. This revised permit application includes soils logs from two test holes, as well
as a revised site plan and a plan and cross-section of the proposed drainfield.
2. The new septic tank shall be positioned at the location shown on the revised site
plan, approximately 110 feet from the existing well. The contractor shall arrange for any
necessary utility locates.
3. Due to the fact. that the soil overlying the groundwater table is clean gravel with a
percolation rate of less than I minute per inch, a sand filter is required to slow down the
percolation rate. The drainfield is sized on the basis of a soil rating of 125 square feet
per bedroom for the filter sand, which means this three bedroom system will require
3 x 125 - 375 square feet of basal area.
4. The soil absorption drainfield shall follow an existing surface contour, and is to be
constructed by excavating a 5 foot wide by 75 foot long level surface in the native gravel
at a depth of 4.5 feet below original ground elevation. Two feet of medium sand is to be
placed in the excavation to bring the elevation up to 2.5 feet below the original ground
surface. Twelve inches of approved sewer gravel shall then be placed on top of the sand,
with the perforated distribution pipe buried level in the gravel such that the bottom of
the pipe is no less than 6" above the top of the sand filter. Cleanouts and monitor tubes
are to be installed at the locations shown. The entire top surface of the sewer gravel is to
be covered with approved filter fabric, and a minimum of three feet of soil backfilled
over the fabric. The top of the fill material shall be graded to smooth contours which will
direct surface drainage away from the drainfield.
5. A total of 5 inspections will be required during the course of the construction: ( 1 )
initial stakeout, (2) after the native gravel bottom of the drainfield has been prepared,
but before placement of the filter sand, (3) after the sand is in place, but before
placement of the sewer gravel, (4) after the gravel is in place, the pipes are laid and
connected up to the septic tank, but before final backfill, and (5) after final backfill.

Septic Tank Replacement
Specifications
1. The scope of the project is to remove an existing, collapsed septic tank and replace
it with a new approved septic tank which is to be connected into the existing seepage pit..
2. All construction practices and material specifications shall conform with Municipal
and State requirements.
3. The existing tank is to be thoroughly pumped, crushed and buried on site.
4. The new septic tank shall be a Municipally approved, 1000 gallon, 2 compartment
tank. The tank shall be installed level in the approximate location shown on the site plan,
outside a 100 foot radius from the well and at least 10 feet from the property line.
4. The inlet line to the tank shall be connected into the existing waste line leading
from the house, with two cleanouts allowing the line to be cleaned in both directions.
5. The outlet line from the septic tank shall be connected into the existing waste line
leading into the seepage pit. The existing seepage pit shall be pumped and backflushed.
6. One engineering inspection is required during construction, at the time the tank is
installed and connected up to the inlet and outlet lines, but prior to backfill.

The subject permit, issued by this office for a single family
well and/or on-site wastewater system has expired as of December
31, 1990o
A new permit must be obtained from this office for a well and/or
on-site wastewater system not installed by the expiration date.
If you have drilled the well, a well log needs to be sent to
this office for documentation of the installation and to close
the permit.
If a private engineer inspected the installation of the on-site
wastewater system, the original as-built inspection report
(three-part form) must be sent to this office for review,
approval and documentation. All inspection reports must be
submitted within 30 days of construction completion.
When applying for a new permit, the fees are: $90.00 for an
on-site wastewater permit; $50.00 for a well permit; $140.00 for
a combined on-site wastewater and well permit.
