Per our discussion I have reinspected the septic system installation on Lot 7, Block 1,
Fireweed Hill S/D. You are entirely con'ect that the cleanout pipes on the tank and at the end of
the trench are ASTM F-810 HDPE instead of D-3034 which is called for in DHHS's document
entitled "Standards and Specifications for Component Parts and Materials ..... "dated January,
1990. I did m~t with the owner prior to the start of construction and go over the material
specifications, and verified that he had the specified D-3034 pipe for the standpipes on site, as well
as the F-810 perf pipe. When I asked him about the discrepancy, he said that they ran short of
non-perforated pipe during construction over the weekend, and went down to Eagle Hardware to
get some more pipe. He apparently did not grasp the significance of the ASTM designation, and
since the exterior of the 2 pipes look similar, I did not key onto the substitution at the time of my
final inspection.
While this type of slip-up is unfortunate, I do not think there should be any need to require
the homeowner to dig up the system and replace the pipes. In actuality, F-810 is quite a sturdy
pipe, as is evidenced by the fact that it is approved for perforated distribution piping and
presumably the bottom section of monitor tubes. Non-perforated F-810 should be slightly more
crush resistant than perforated, and the standpipes in question are buried at shallower depths than
the approved installation of the perforated pipe, so for all practical purposes I feel it should be
acceptable for use as standpipes.
I have made the homeowner aware of the requirement for Jim caps on all standpipes, and
he has said h'e will comply. Compliance will be verified at the time of the HAA submittal. I trust
that this will resolve your concerns with respect to this project.

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the wastewater disposal facilities on Lot 7, Block 1, Fireweed Hill S/D, located at
10,800 Walnut Circle. As discussed below, this will also necessitate issuance of a waiver of the
normally required 100 foot separation distance allowing both the septic tank and soil absorption
trench to be installed as close as 85 feet from each of two private wells. A site plan, soils
logs with perc test results, design drawings, specifications, water sample test results and a well log are
enclosed for your review.
The proposed system will be constructed in the vicinity of test hole #3. The native material below
6.5' and extending down at least to 19.5' is clean sand varying in consistency from fine to coarse. The
perc test which was conducted in the finer portion of the stratum demonstrated a percolation rate of 0.5
minute~ per inch. The underlying coarser sand will probably perc at a somewhat faster rate, although
sidewall instability made it unsafe to physically perc the lower pm~ion. Using the soil application rate of
1.2 gpd/sq, ft. specified in the wastewater ordinance for soils with a perc rate of less than 5 minutes per
inch, this 3 bedroom residence requires a total absorption area of (3 x 150)/1.2 = 375 square feet. The
proposed 30 foot long trench design with 6.25 feet of sewer gravel beneath the horizontal distribution pipe
has a total effective absorption area of 375 square feet.
The topography of the lot is level in the area of the proposed wastewater disposal system. There is a
low lying swale 'along the western boundary of the lot which reportedly contains ponded water during
breakup, however the proposed consta'uction site is more than 100 feet away from this temporary ponding
area.
Recent sm, ey measurements indicate that the well serving this lot which was drilled in the late 1960's
or early 1970's is actually located in Walnut Cimle, 2.4' outside the lot line. The owners are now in the
process of applying for an encroachment permit from M.O.A. Public Works Department, allowing the
well to remain where it is. In addition to this well, there is another private well diflled on Lot 7 which
serves the house on Lot 6 to the south. This second well was possibly drilled where it is by mistake,
however there is now an easement allowing it to remain, and a waiver was gq'anted by your office in 1987
allowing it to be 83 feet from the septic tank on the subject lot. Only the extreme northwest corner of Lot
7 is outside the 100 foot protective radii from these two wells. In addition to the aforementioned seasonal
pond which forms in this area, a 5 foot deep hand dug test hole dug in this area last spring also held
ponded water. A perc test which we conducted at a depth of 7 feet in our test hole #2 demonstrated the
perc rate to be slower than 60 minutes per inch. For these reasons we feel that the northwest corner of the
lot is not suitable for construction of a soil absorption system.
Lot 7 was originally platted with a 20 foot wide screening and utility easement reserved along its
northern boundm'y abutting the O'Malley Road R.O.W.. In order to maximize the possible sepm'ation
between the wells and an upgraded wastewater disposal system, the property owners applied to the
M.O.A. Platting Department this summer to have this easement vacated. They were granted a partial
vacation of the easement down to 10 feet, conditioned upon receipt of septic upgrade plan approval from
DHHS.
In order to maximize the separation distance from both of the private wells, the proposed wastewater
disposal system upgrade is located parallel and adjacent to the southern boundary of the replatted 10 foot
screening easement, which is just over 90 feet away from the wells. Thus, the requested waiver down to
85 feet will allow the upgrade to be "shoe-horned" in at the maximum possible separation from the wells.
It should be noted that this proposed location is further from the wells than the present system serving the
mobile home on the lot, and thus should reduce the present potential for contamination of the wells.
We were unable to locate a driller's log for the well serving Lot 7, however the driller's log for the
well serving Lot 6 is enclosed. We believe this log is representative of both wells because they are located
within 23 feet of each other. Further evidence of their similm'ity is offered by the fact that the static water
levels were measured on October 9, 1995 and found to be 133 feet below the top of the casing in each.
The driller's log for the well serving Lot 6 reports a total well depth of 201 feet with sand extending down
to 28 feet overlying silt, clay and hardpan strata extending down to the level of the aquifer. The following
is a breakdown of how waiver analysis points could be assigned using D.E.C.'s 1985 "Separation
Distance Waiver Guidelines for SCRO".

Based on this assignment of points it appears that the waiver can be safely granted without concern as
to contamination of either well by incompletly treated effluent originating in the proposed septic system
upgrade. As pointed out earlier, the proposed system will represent an improvement over the present
system which has been in operation form many years without any indication of contmninating the wells.
Water samples collected recently from the well serving Lot 7 show there to be 0 coliform or other bacteria
and undetectable nitrates. Furthermore, based on the well log showing the aquifer depth to be at 183 feet,
the static water level of 133 feet indicates that the aquifer is locally confined and thus could not be easily
contaminated by pollution originating in the near vicinity.
The proposed project will have no significant impact on drainage. Please give me a call at 345-1355 if

Specifications
1.0 General:
1.1 The scope of the project consists of abandonment of an existing septic tank and seepage pit and
installation of a new 1000 gallon septic tank followed by 30 lineal feet of soil absorption trench containing
a total of 6.75 feet of sewer gravel.
1.2 Construction shall be as depicted on the approved site plan 'and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall confotxn with Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived. The required separation distance from the wells on this lot to both the septic tank and
the soil absorption trench has been waived down to 85 feet.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Septic Tank:
2.1 The existing septic tank and seepage pit must be properly ;abandoned by thoroughly pumping,
removing the top and backfilling with soil.
2.2 The new. 1000 gallon, 2 compartment septic tank shall be Municipally approved and shall be set
level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4"
cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type,
rigid insulation. Depending on field conditions encountered and the final configuration of the proposed
house, the septic tank may be installed at either end of the proposed trench, provided an 85' separation
from both wells and 5' separation from the property line is maintained.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste
line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A
cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed
within 5 feet downstream of the septic tank as well as prior to the 90° bend upstream of the tank.
3.0 Soil absorption system:
3.1 The soil absorption system shall be constructed by excavating a 30 foot long trench to a depth of
13 feet below ground level in the area indicated on the site plan. Care shall be taken to ensure that the
alignment of the trench is just outside the 10 foot easement running parallel to the north property line,
while maintaining a minimum separation distance of 85 feet from both of the two private wells on the lot.
If contaminated soil associated with the present septic system on the lot is encountered, the trench shall be
extended to achieve the specified distance in non-contaminated soil.
3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to
allow proper infiltration. It is anticipated that due to clean, unconsolidated sand conditions, the trench
sidewalls below 11 feet may tend to slough in, necessitating the placement of extra sewer gravel.
3.3 A total of 6.75 feet of approved sewer grovel shall be placed in the bottom of the excavation with
the perforated distribution pipes laid level such that the pipe inverts are no less than 6.25 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing
the #200 sieve.
3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum
of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet,
two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in
addition to the filter fabric.
3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material as stabilized, and for placement of adequate topsoil and seed
to promote rapid revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A minimum of 4 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surfaqe to ensure that it is level and at the right elevation, and conforms with the soil test
information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected
up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and
grading is complete. The septic tank requires one inspection after it is set level and the piping connected,
but prior to backfill. This inspection may be incorporated with any of the above inspections.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.
