Our client, Arch Assist, is seeking funding assistance from the Municipality of Anchorage and the Municipality of Anchorage requested copies of the engineering plans for review. As a result of the Municipality's review they have requested changes which have resulted in a re-design of this project. We are enclosing a copy of the redesign which basically changes the capacity of the lift system and provides for a pressurized distribution system. An existing on-site wastewater dis[~sal system was originally constructed and consisted of a concrete septic tank with a capacity of 2100 gallons and a seepage pit with a log crib. Adequacy tests were performed on this system in 1981 when the property was being transferred to the current owners. The system failed an adequacy test and an upgrade was performed under the inspection of the Municipality of Anchorage (copy of inspection report attached). Shortly after this upgrade was performed an additional septic system was installed on the oposite end of the building to serve a small addition. This was also performed under the inspection of MOA (copy of inspection report is attached). The first upgrade completed in June, 1981 is in a state of failure and the owners have been sited by the Municipality Department of Health and Human Services. Since 'that time we have performed several soil tests and have had the system pumped regularly to avoid any further violations. As a result of the excavation work performed on October 26 and 28, 1986 we have determined that the present on-site wastewater disposal system is being influenced by ground water and has caused the system to fail and in addition is in non-compliance. Attached are drawings and specifications for a proposed upgrade of the wastewaster disposal system. Request you review and approve this proposed upgrade. As you know it is that time of the year when excavation work is becoming extremely costly and in may cases impossible. Since the existing system has failed, and is in non-compliance, request you act immediately in authorizing the proposed work to begin. This letter will confirm that you exposed the tank on the 20th of May, 1981 and that measurements taken verifie§ the capacity of the tank to be approximately 2100 gallons. on May 20th and 21st a percolation of the seepage pit was repeated to determine if increased percolation had resulted in the Spring of the year opposed to those obtained during the winter. Approximately 1000 gallons of fresh water was added to the crib and after a period of 24 hours approximately 40 gallons had percolated out. It can be concluded from this test that the seepage pit is still not functioning adequately to accommodate the proposed use. If we may be of further assistance, please do not hesitate to call. The septic tank was said to be 2160 gallons, however the pumper was only able to pump out 1125 gallons. Since the septic tank capacity could not be verified through the pumping operation it will be necessary to empose the tank after the frost has gone out of the g~~ound in!:the Spring to determine it's capacity. In addition, the seepa'ge' pit was charged with approxinmtely 500 gallons of w~ter, which completely filled the crib until w~ter backed into the septic tank. At the end of a-24 hour period, approximately 625 gallons of w, ter had percolated out of the crib. AS you stated, the facility is being sold to be used as a fRcility to house approximately 15 full time residents and a staff of approximately three. There is in existance in the facility at th~s time, a kitchen with one scullery sink; rest rooms; men and women's; with a total of four water closets, two urinals and three lavatorys. It is assumed that addi,tional facilities' for showers and launder will be added under the new occupancy. It can be condluded from this test that the seepage pit is not currently functioning adequately to accomodate the proposed use. It is suggested that the absorption area be upgraded in the Spring of the year, perhaps at the same time excavation work is performed to expose the septic tank.
